MINUTES
PALM DESERT ARCHITECTURAL REVIEW COMMISSION
TUESDAY - APRIL 24, 1984

I. The meeting was called to order at 2:00 p.m. after a one hour study session.

Moved by Commissioner Holden, Seconded by Chairman Martin, to approve the
minutes for the meeting of March 27, 1984, as submitted. Carried unanimously 2-0-2
(Commissioner Leung and Chairman Gregory abstained).
II. Moved by Commissioner Martin, seconded by Commissioner Leung, to approve the
following cases by minute motion.
1. CASE NO: 921 SA
APPLICANT (AND ADDRESS): ARROWHEAD PACIFIC SAVINGS
BANK, P.O. Box 1641, Palm Desert, CA 92261.
NATURE OF PROJECT/APPROVAL S�UGHT: New Sign Program at
Savings Bank.
LOCATION: Southeast corner of Highway 111 and Portola.
ZONE: C-1, S.P.
Approval is subject to the following color scheme changes:
1. Red 2662 be changed to Rust 2380.
2. Yellow 2465 be changed to Yellow 2325.
2. CASE NO: 215 C
APPLICANT (AND ADDRESS): WILLIAM D. WILSON, 72-047 Highway

NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans

The minute motion on these cases was approved 4-0.
III. CASES:
A. Final Drawings:
l. CASE NO: 930 SA
APPLICANT (AND ADDRESS): MAT-COT SIGNS & LIGHTING, 13784
Monte Vista, Chino, CA 91710.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a wall sign
for Velvet T'urtle Restaurant.
LOCATION: Granada Royale Hometel (Highway 111, East of Deep
Canyon .
ZONE: P.C. 4, S.P.
Mr. Smith indicated that during study session the commission had
expressed 3 main concerns.
1. Code requires that wall signs are not to exceed 20 feet above
ground level.
2. Colors were not specif.ied.
3. The use of a raceway on which to mount the sign.
Mr. Joseph Zago of Mat-Cot Signs and Lighting indicated that the color
of the sign would be green Acrylite 534 and inquired about the wall
height.
Staff indicated that the applicant would have to apply to the planning
commission for a variance to have a wall mounted sign in excess of 20
f eet in height.
Mr. Zago indicated to the commission that the lack of access left behind
the wall was the reason for the use of a raceway.
After e�ctensive discussion, commission agreed that a raceway could be
used if the applicant increased the size of the raceway to correspond to
the letter size and covered the raceway in plaster to match the building.
Motion by Commissioner Leung, seconded by Commissioner Martin to
approve a wall sign for Velvet Turtle Restaurant, subject to the
applicant obtaining approval from the planning commission of a variance
for the sign height. Raceway to be increased in size and plastered to
match the existing building. Motion carried unanimously 4-0.
B. Preliminary Plans:
1. CASE NO: 263 MF
APPLICANT (AND ADDRESS): RALPH SANTOPIETRO, P.O. Box 1166,
Rancho Mirage, CA 92270.
NATURE OF i'ROJECT/APPROVAL SOUGHT: Preliminary and final
approval of plans for a fourplex.
LOCATION: East side of San Rafael Avenue.
ZONE: R-3 _2_

Mr. Smith highlighted the salient points from the staff report and
indicated that the commission had expressed concerns regarding the lack
of solar protection on the south and west elevations and suggested the
use of a trellis.
The applicant, Mr. Ralph Santopietro, indicated that he would be glad to
add the use of a trellis on the south and west elevations to provide solar
protection on these windows.
The commission also recommended the following changes be made to the
landscape plans:
1. Replace trees with trees other than accacia and increase the size
to 24" box.
2. Use other shrubs besides bougainvellea.
3. Add 5 gallon shade plants.
T'he commission expressed concern regarding the site plan.
Commission, considering that two variances are required, decided after
extensive discussion to review plans after they have gone to planning
commission for precise plan and variance review.
Motion by Commissioner Leung, seconded by Commission Holden, to
continue the case until after the May 15 planning commission meeting.
Carried unanimously 4-0.
2. CASE NO: 261 MF
APPLICANT (AND ADDRESS): STEVE KAPOROS, 5003 La Madera, El
iVlonte, CA 91732.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
plans for a duplex.
LOCATION: South side of Candlewood, 150 feet west of Quailbrush.
ZONE: R-3 (3)
Commission reviewed the request for preliminary approval of plans for a
duplex.
Following discussion, motion was made by Commissioner Martin and
seconded by Commissioner Leung, to grant preliminary approval to the
applicant, Case 261 MF, subject to the following conditions:
1. Final construction drawings be submitted indicating the following:
Palm sizes shown by height and common names for all plants.
2. Building be moved back 5 feet from the street.
3. Prior to filing final approval, the Property Owners Association
approval must also be given.
4. Construction plans shall be submitted for approval to the City Fire
Marshal prior to issuance of building permits. All conditions shall
be made a part of construction and no certificate of occupancy
shall be issued until completed.
5. Final construction drawings, including a final landscaping, grading,
lighting, amenities, trash storage, walkway layout, irrigation plans
and sign program shall be submitted to the Architectural Review

Commission. No final inspection or occupancy permit shall be
given by the Department of Environmental Services to this project
until the aforementioned approved plans and construction shall
have been completed.
Motion carried unanimously 4-0.
IV. DISCUSSION ITEMS:
Commissioner Martin indicated that the commission should hear cases requiring
planning commission approval after said approval has been obtained.
After extensive discussion, the commission indicated that all future cases would be
heard after approval from the planning commission.
Commission directed staff to implement.
V. ADJOURNMENT:
The meeting was adjourned at 2:42 p.m.
