The meeting was called to order at 2:06 p.m. after a one hour study session. Members Present: Rick Holden Charlie Martin Members Absent: Al Cook Ron Gregory Bernie Leung Staff Present: Ray Diaz Steve Smith Tonya Monroe Minutes for the meeting of August 14, 1984, were continued. II. Moved by Commissioner Holden, Seconded by Acting Chairman Martin, to approve the following cases by minute motion: 1. CASE NO: 219 C APPLICANT (AND ADDRESS): R. J. CHRISTOFF & ASSOCIATES, 174 S. Orange Street, Suite B, Orange CA 92666. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for Sizzler Restaurant. LOCATION: Palm Desert Town Center ZONE: PC (3), S.P. Approval was subject to the following conditions: 1. That the applicant submit and receive commission approval of landscape plans prior to issuance of building permit. 2. That prior to issuance of building permit the applicant provide the city with evidence of approval of the plans by the center owner. 2. CASE NO: 954 SA APPLICANT (AND ADDRESS): MANCUSO'S RESTAURANT, 72-281 Highway 111, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign program for new restaurant in Las Sombres Center. LOCATION: Northwest corner Highway 111 and Fred Waring Drive (former Ettiennes) ZONE: PC 4 MINUTES PALM DESERT ARCHITECTURAL COMMISSION AUGUST 28, 1984 Approval was subject to the following condition: 1. Deletion of the 12 x 32 wall-mounted sign on the awning side. 2. Use an ivory colored background for said signs. 3. CASE NO: 268 MF APPLICANT (AND ADDRESS): NELSON DEVELOPMENT COMPANY, INC., 16541 Milliken Avenue, Irvine, CA 92714. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of 10 fourplexes. LOCATION: Northside of Driftwood, east of Deep Canyon Road. ZONE: R-3, R-3 (3) 4. CASE NO: 267 MF APPLICANT (AND ADDRESS): FRANK GOODMAN, 77-900 Avenue of the States, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of triplex. LOCATION: North side of Candlewood, 150 feet east of Portola. ZONE: R-3 Approval was subject to the following condition: 1. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the architectural review commission. No final inspection or occupancy permit shall be given by the department of environmental services to this project until the aforementioned approved plans and construction shall have been completed. 5. CASE NO: 266 MF APPLICANT (AND ADDRESS): FRANK GOODMAN, 77-900 Avenue of the States, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a four unit apartment structure. LOCATION: West of the extension of Lantana Avenue. ZONE: R-3 Approval was subject to the following condition: 1. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the architectural review commission. CASE NO: 226 C APPLICANT (AND ADDRESS): EUGENE DOMS, 23276 South Pointe Drive, #204, Laguna Hilla, CA 92653; ARC-ID, 18002 Skypark Circle, Irvine, CA 92714. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for 6000 square feet industrial building. LOCATION: South side of Mediterranean, just east of Boardwalk. ZONE: S.I., S.P. Approval was subject to the following conditions: 1. Construction plans shall be submitted for approval to the City Fire Marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. 2. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the architectural review commission. No final inspection or occupancy permit shall be given by the department of environmental services to this project until the aforementioned approved plans and construction shall have been completed. 3. That all conditions of PP 84-26 shall be met. 4. That if at the time of final inspection the berming is not per plan, a wall and/or additional berming or planting shall be installed. 7. CASE NO: 227 C APPLICANT (AND ADDRESS): DON BROWN, 2621 Vista Ornad, Newport Beach, CA 92660; ARC-ID, 18002 Skypark Circle, Irvine, CA 92714. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a 6000 square foot industrial building. LOCATION: South side of Mediterranean at Boardwalk. ZONE: S.I., S.P. Approval was subject to the following conditions: 1. Construction plans shall be submitted for approval to the City Fire Marshal prior to issuance of building permits. III. CASES: A. Final Drawings: None B. Preliminary Plans: 1. CASE NO: 225 C APPLICANT (AND ADDRESS): FRANK R. GOODMAN & ASSOCIATES, 77-900 Avenue of the States, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a 5000 square foot commercial building. LOCATION: North side of Highway 111, 400 feet east of Cabrillo Avenue. ZONE: C-1, S.P. Commission reviewed the plans during study session and expressed concern regarding the similarity of the proposed building to an existing building located 100 feet to the west. After discussion with Mr. Goodman, commission moved to continue this case to the September 11 meeting when a more representative cross section of the commission should be present. Moved by Commissioner Holden, seconded by Acting Chairman Martin, to continue this case to the next meeting. Carried 2-0. 2. CASE NO: 230 C APPLICANT (AND ADDRESS): DANIEL RUSSIE, 73-780 Grapevine Street, Palm Desert, CA 92260; J.P. CONSTRUCTION 74-831 Velie Way, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for two story commercial building. LOCATION: South side of Alessandro Drive, 150 feet east of San Pablo Avenue. ZONE: C-1 Commission indicated that it was concerned with the second story, south elevation. Commission felt that the wall needed some type of detailing treatment (i.e.: paint, roofing, etc.). Moved by Commissioner Holden, Seconded by Acting Chairman Martin, to approve the preliminary plans, with condition. Carried 2-0. Approval was subject to the following conditions: 1. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the architectural review commission. No final inspection or occupancy permit shall be given by the department of environmental services to this project until the aforementioned approved plans and construction shall have been completed. 3. CASE NO: 238 C APPLICANT (AND ADDRESS): MENNIE W. ABELARDO, 74-360 Highway 111, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary and final approval of exterior revisions to commercial building. LOCATION: 74-360 Highway 111 (north side between Portola and Deep Canyon) ZONE: C-1, S.P. Mr. Smith reviewed the staff report. The commission felt that a change of texture between the stucco walls and the stucco fascia would provide needed relief. In addition, the proposed oleander should be replaced with bougainvillea. Finally, the commission indicated that it was not prepared to review the signs as proposed. Additional more detailed sign plans will be required. In response to a question by the applicant, The commission indicated that a pink neon sign if done properly, could be acceptable. Motion by Commissioner Holden, seconded by Acting Chairman Martin, to grant final approval subject to conditions. Carried 2-0. Approval was subject to the following conditions: 1. Provide a varied texture between the stucco wall and stucco accent band. 2. Landscape plans be revised as noted above. 4. CASE NO: 233 C APPLICANT (AND ADDRESS): WESTAR ASSOCIATES, 4425 Jamboree Road, #130, Newport Beach, CA 92660; McClellan/Cruz/Gaylord and Associates, 1151 Dove Street, #260, Newport Beach, CA 92660, Attn. John Baker. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a commercial shopping center. LOCATION: Between Painters Path and Highway 111 and El Paseo and the Palm Valley Storm Channel. ZONE: PR-6 S.P. (Change of zone to PC (3) S.P. pending) Representatives from Westar Associates, McClellan/Cruz/Gaylord, and Mervyn's were present. -5- err'' MINUTES PALM DESERT ARCHITECTURAL COMMISSION AUGUST 28, 1984 Mr. Paul Bosman indicated that the new plans reflected the changes requested at the last meeting. Mr. Bob Chase explained what changes had been made. Mr. Ernie Seidel, landscape architect, indicated some sizes and types of plants that are being planned. The acting chairman indicated that the two members present had not attended the previous meeting and could only go by the minutes as to items needing revising. Three concerned citizens were present from the Sandpiper residential development on the south side of Painters Path. They expressed concerns regarding the proposed access to the site from Painters Path, the intensity of landscape planting along Painters Path and the quality of shops to locate in the center. Mr. Bosman assured the residents that there would not be a 7-11 store or that type of store in the center. After further discussion, the commission moved to grant preliminary approval. Moved by Commissioner Holden, seconded by Acting Chairman Martin, to grant preliminary approval subject to conditions. Carried 2-0. Approval was subject to the following conditions: 1. Provide adequate screening on the storm channel side of the building. 2. Landscape plans be reviewed by the architectural commission's landscape architect. IV. DISCUSSION ITEMS: None. V.
