PALM DESERT ARCHITECTURAL REVIEW COMMISSION
TUESDAY - DECEMBER 11, 1984
2:00 P.M. COMMUNITY SERVICES CONFERENCE ROOM

I. The meeting was called to order at 2:00 p.m. after a one hour study
session.

Commissioners' Holden and Gregory agreed to continue the minutes
of the November 27, 1984 meeting and approve at the next meeting.
II. Moved by Commissioner Holden, seconded by Commissioner Gregory to
approve the following cases by minute motion. Carried 2-0.
1. CASE NO: 933 SA
APPLICANT (AND ADDRESS) : CLAUDIA - A FINE JEWELRY SALON, 73-725
El Paseo, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with
signage.
LOCATION: 73-725 El Paseo
ZONE: C-1 S.P.
Subject to the following:
1. That applicant receive encroachment permit for the posts
Iodated in the sidewalk.
2. CASE NO: 174 C
APPLICANT (AND ADDRESS): LAKESIDE PROPERTIES, INC. 9950
Toluca Lake Avenue, North Hollywood, CA 91602; JP PROPERTIES,

NATURE OF PROJECT/APPROVAL SOUGHT: Final approval for phase
II building consisting of 11,800 square feet of floor area.
LOCATION: North side of Mayfair Drive, east of Green Way.

Subject to the following conditions:
1. Construction plans shall be submitted for approval to the
city fire marshal prior to issuance of building permits.
All conditions shall be made a part of construction and no
certificate of occupancy shall be issued until completed.
2. Final construction drawings, including a final landscaping,
grading, lighting, amenities, trash storage, walkway layout,
irrigation plans and sign program shall be submitted to the
architectural review commission. No final inspection or
occupancy permit shall be given by the department of envir-
onmental services to this project until the aforementioned
approved plans and construction shall have been completed.

3. Trash enclosure doors should be solid non-wood.
4. No building permit shall be issued for this construciton until
the existing parking lot is cleared and available for use as
a parking lot. This includes access of aisle at rear to phase
II parking lot.
5. Security lighting on the east and west side of building must
be shielded so that glaring will be toward building only.

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans
for an industrial/administrative building.
LOCATION: West side of Cook St, approx. 650 feet north of 42nd
St.

Subject to the following conditions:
1. Construction plans shall be submitted for approval to the city fire
marshal prior to issuance of building permits. All conditions shall
be made a part of construction and no certificate of occupancy shall
be issued until completed.

square foot office building.
LOCATION: Northwest corner of DeAnza Way and north side Palm Desert
Drive.

6. CASE NO: 239 C
APPLICANT (AND ADDRESS): GARY LEEDS, 591 Camino De La Reina #1001,

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans
for a 109 room hotel.
LOCATION: South side of Highway 111, approximately 680 feet east
of Shadow Hills Road.
ZONE: PC (4) S.P.
Subject to the following conditions:
1. Construction plans shall be submitted for approval to the City
Fire Marshal prior to issuance of building permits. All con-
ditions shall be made a part of construction and no certificate
of occupancy shall be issued until completed.
2. Final construction drawings, including a final landscaping, grading,
lighting, amenities, trash storage, walkway layout, irrigation plans
and sign program shall be submitted to the architectural review
commission. No final inspection or occupancy permit shall be given
by the department of environmental services to this project until
the aforementioned approved plans and construction shall have been
completed.
3. All conditions of PP 84-39 shall be met.
4. Prior to approval of a grading plan, tennis court pad and fencing
heights shall be approved by the department of environmental ser-
vices.
5. Trash enclosures shall be provided to the satisfaction of the
city at the time the architectural commission approves the final
working drawings.
6. Along east property line, near southern property line where no
wall exists, applicant shall install block wall to match wall
(height & material) along rear property line.
7. Arches in tower must have a depth of at least one foot.

of Environmental Services.

APPLICANT (AND ADDRESS): PAUL M. MADISON, 27217 E. 5th Street,
Highland, CA 92366.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans
for a 9 unit apartment complex.

APPLICANT (AND ADDRESS): MORLEY, 1 Lafayette Dr. Rancho Mirage
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of 5,000 square foot
office professional building.
Subject to the following condition:
1. Submit final landscape plan for approval prior to issuance
of building permit.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for a solid
satellite antenna.
LOCATION: Northeast corner N. Frontage Road and Las Palmas Avenue.
ZONE: C-1 S.P.
Moved by Commission Holden, seconded by Commissioner Gregory to
deny this case because screening should be put around the satellite
antenna as per code.
2. CASE NO: 936 SA
APPLICANT (AND ADRESS): PEOPLEFEEDERS INC, 7428 Trade Street,
San Diego, CA 92121, Attn: Richard Weyerhaeuser
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of exterior business
sign for Square Pan Pizza.
LOCATION: 72-480 Highway 111 (Palm Desert Town Center)

DECEMBER 11, 1984
Richard Weyerhaeuser of Peoplefeeders presented a sample of the
proposed sign.
Commission noted that the color of proposed sign was bright compared
to other signs in the area. The bright orange would not match very
well with the awning it is to be placed on and also other surrounding
signs.
Mr. Weyerhaeuser noted that when the letters are lit that the color
appears to be more of a red than orange.
Commissioner Holden noted that he would prefer to see the sign
match with other red signs in the area.
Moved by Commissioner Holden, seconded by Commissioner Gregory
to approve this case with the following condition:
1. That the color be changed from orange to a red closest to the
red used on the Cinema 7 sign.
3. CASE NO: SAT ANT 3
APPLICANT (AND ADDRESS): SUNRISE ELECTRONICS, 73-540 Highway
ill, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for a
radarmesh satellite antenna.
LOCATION: North side of Highway 111, east of San Pablo.
ZONE: C-1 S.P.
Mr. Smith noted that the applicant wished for the commission to
reconsider its past decision on the proposed antenna. At the
April 10, 1984 meeting it was denied as proposed. Commission did
approve with the conditions that the antenna be placed on the ground
and adequate screening be used.
Commission felt that the applicant has not made any changes that
were requested at the first submittal of this project.
Moved by Commissioner Holden, seconded by Commissioner Gregory
to deny approval of proposed satellite antenna.
4. CASE NO: 164 C
APPLICANT (AND ADDRESS): MOBIL OIL (CARVER)
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of final landscaping
and signage plans.
LOCATION: Southeast corner Monterey Avenue and Country Club Drive.
Commissioner Gregory had to abstain from the vote which made a
lack of votes for approval. Commission continued this case to
the next meeting.

The meeting was adjourned at 2:21 p.m.
