I. The meeting was called to order at 2:00 P.M. after an hour and a half study session.

Upon motion by Commissioner Holden, seconded by Commissioner Cook, the minutes
of the January 24, 1984 meeting were approved.
Motion carried 4-1 (Commissioner Holden abstaining due to absence from last
meeting)
II. Upon motion by Commissioner Holden, seconded by Commissioner Cook, the
following cases were approved by minute motion:
1. CASE NO: 197 C
APPLICANT (AND ADDRESS): TEMPLE SINAI OF THE DESERT, c/o ELIAS

A. Final Drawings:
1. CASE NO: 149 C
APPLICANT (AND ADDRESS): CHARLES RILEY, 44-795 San Pablo, Palm
Desert, California, 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Request to install chain link
fence on side property line.
LOCATION: 44-795 San Pablo
ZONE: C-1
The commission decided that a chain linked fence was not appropriate for
this area and suggested to the applicant a continuation of the presently
existing slumpblock wall.
Motion was made by Commission Holden, seconded by Commissioner Leung,
to deny the applicant's wish for a chain linked fence. Carried unanimously
5-0.
2. CASE NO: 912 SA
APPLICANT (AND ADDRESS): MICHAEL E. ASCANI, 74-868 Joni Drive,
Palm Desert, California, 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identi-
fication sign.
LOCATION: 73-460 Highway 111, west half of former Village Market.
ZONE: C-1, S.P.
Mr. Smith explained from his report that the applicant wishes to utilize the
former Village Market sign. The wings on either side of the central part of
the sign have been removed, which makes the sign 35 square feet, and the
applicant is proposing to replace the flashing bulbs in the sign's perimeter
with non-flashing bulbs.
It was explained that the sign was not what commission would normally
approve on a building because it extends above the fascia.
The applicant, MICHAEL ASCANI, told the commission that he was trying
to use the existing sign with improvements. By removing the wings and
replacing the flashing bulbs, he thought it should be acceptable.
Commissioners Cook and Leung were concerned with the history of the sign
because it had been installed without benefit of permit and had never been
removed.

Commissioner Gregory wanted to know if the sign conformed to code. Mr.
Smith explained that the removal of the wings made the sign 35 square feet,
the code maximum allowing up to 36 square feet. The sign conforms to
code.
Commission suggested that the applicant follow the sign program initiated
by Sunshine Do-It-Yourself Center, using a rectangular sign centered on the
fascia, utilizing ivory as a background and brown lettering.
Motion by Commissioner Cook, second by Commissioner Leung to deny the
applicant's request for this particular sign. Motion passed with a vote of 4-
0-1 (Commissioner Holden abstained.)
IV. DISCUS5ION ITEMS:
l. CASE NO: 901 SA
APPLICANT (AND ADDRESS): W. HEATH AND CO., 3225 Lacy Street, Los
Angeles, California, 90031.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a monument
sign at commercial location.
LOCATION: 73-220 Highway 111, Northeast corner of Frontage Road & San
Marcos.
ZONE: C-1, S.P.
At it's January 24, 1984 meeting, commission approved a monument sign
with the condition that prior to installation, landscape plans be submitted
and approved.
Staff received landscape plans and has brought them to commission for
approval.
Commission reviewed the plans and suggested the following changes to be
made:
l. To improve the groundcover by providing full coverage.
2. Utilize drought-tolerant materials at the base of the sign, covering a
minimum area of 24 square feet.
V. ADJOURNMENT
Moved by Commission Martin, seconded by Commissioner Leung, to adjourn the
meeting. Carried unanimously 5-0. Meeting was adjourned at 2:30 P.M.
