I. The meeting was called to order at 2:06 p.m. after a one hour study session.

Moved by Commissioner Cook, seconded by Commissioner Holden, to approve the
minutes for the meeting of 7anuary 24, 1984, as submitted. Carried unanimously 4-
0-1.
II. Moved by Commissioner Holden, seconded by Commissioner Cook, to approve the
following cases by minute motion.
1. CASE NO: 191 C
APPLICANT (AND ADDRESS): JAMES E. RODGERS, 17802 Sky Park
Circle, Suite 104, Irvine, CA 92714, PATRICK SHEEHY, 74-215 Highway
111, Palm Desert, CA 92260.
NATURE OF PROJECT'/APPROVAL SOUGHT: Final approval of plans
to construct two 2 multi-tenant industrial buildings.
LOCATION: East side of Boardwalk opposite end of St. James Place.
ZONE: S.I., S.P.
Approval was granted subject to the following condition:
1. Appropriate screening of evaporative coolers or air conditioning
units on the roof shall be provided.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business
identification sign.
LOCATION: 73-460 Highway 111, west half of former Village Market.
ZONE: C-1, S.P.
Commission decided to hold this case for later in the meeting. Applicant
was not present at this time.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign for new
lock and door store.
LOCATION: 73-458 Highway 111, west end of former Village Market.
ZONE: C-1, S.P.
Mr. Smith explained that during study session commission expressed
concern regarding the use of a yellow background and blue lettering.
Commission felt that Sunshine Do-It-Yourself Center had set a sign
program . T7�e proposed sign dimensions are to be 10 feet by 15 inches.
The applicant, CHARLES GRAHAM, indicated to commission that he had
the sign made, because they were the same colors as the sign next door
to him to the west.
Commissioner Holden was concerned about the present sign program.
The program establishes the size as well as the color.
Mr. Smith showed the commission color chips for the sign background
yellow (2325) and blue (2114) for the lettering. Following extensive
discussion, it was the concensus that the colors proposed were not
inappropriate. Commission did feel that the sign size and dimensions
should be more in keeping with the one at "Sunshine," notwithstanding
that this sign is limited to 15 square feet due to the unit size.
Mr. Graham indicated that he would be willing to add on to the height of
the sign by adding background top and bottom.
Commission indicated that this would be acceptable and that a drawing
would be required to be reviewed and approved before the sign is
actually installed.
Commission suggested a temporary banner until this sign could be
approved.
Moved by Commissioner Leung, second by commissioner Cook, to refer
this case back to the applicant for restudy to increase the height of the
sign. Carried unanimously 4-0.
3. CASE NO: 856 SA (Amendment ��l)
APPLICANT (AND ADDRESS): COMET SIGNS, 611 Rock Springs Road,
Escondido, CA 92025.
NATURE OF PROJECT/APPROVAL SOUGHT: Additional sign at
Cinema 7, Palm Desert Town Center.
LOCATION: Northwest facing wall of theatres.
ZONE: P.C. (3), S.P.
Mr. Smith highlighted the salient points of the staff report.
Commissioners Holden and Leung expressed concern regarding the the
establishing of a precedent by allowing this type of directional signage
this far from the theatre entrance.
MR. �ACK BEISER, consultant, indicated that the mall is very tough on
signs and that he had the approval of Ernest Hahn. Patrons had
expressecl difficulty in locating the entrance of the cinema, thus the
reason for this additional signage.

A monument sign was suggested, but staff explained that this may create
problems with traffic.
Mr. Beiser indicated that because the sign was on their own building, he
thought the sign would be acceptable.
Motion by Commissioner Cook, second by Chairman Gregory to approve
the additional signage at Cinema 7. Vote was 2-2. (Commissioners
Holden and Leung voting against it.)
Commissioner Cook withdrew his motion and Chairman Gregory his
second.
Mr. Smith recommended that a decision on the case be deferred to the
next meeting when all members of the commission are present.
Motion by Commissioner Cook, second by Chairman Gregory to defer
action on this case to the meeting of March 13, 1984. Carried
unanimously 4-0.
4. CASE NO: 217 C
APPLICANT (AND ADDRESS): WARREN HICKEY, 73-920 El Paseo,
Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Request to install canvas
awning on business front.
LOCATION: 73-920 El Paseo.
ZONE: C-1, S.P.
Mr. Smith explained that the applicant wishes to install a 31 inch high
awning across the front of the building housing Hale's Men's Wear and
Richard Dunskin Galleries. The awning would extend the full width
between the brick columns. The color would be rust with brown vertical
trim and sand colored lettering.
Motion by Commissioner Cook, second by Commissioner Holden to
approve the canvas awning on the condition that there be a skirt on each
end. Motion carried unanimously 4-0.
5. CASE NO: 204 C
APPLICANT (AND ADDRESS): RUSSELL AND KOENEN T'RUST, P.O.
Box 2056, Palm Desert, CA 92261.
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans
for a 7830 square foot multi-tenant industrial building.
LOCATION: East side of Beacon Hill in Palm Desert Business Park.
ZONE: S.I.
Mr. Smith highlighted the salient facts from the staff report and
indicated that the only concern staff has at the present time involves the
roof-mounted equipment. There is some confusion as to where the
evaporative coolers and air conditioners are to be located.
Commissioner Cook indicated that the air conditioners and evaporative
coolers should be placed as they are on the architectural plans.

Motion by Commissioner Holden, second by Commissioner Cook to
approve the final plans subject to adequate screening of these units.
Motion carried unanimously 4-0.

CASE NO: 912 SA
APPLICANT (AND ADDRESS): MICHAEL E. ASCANI, 74-868 Joni
Drive, Palm Desert, California, 92260.
NATURE OF PROJECI'/APPROVAL SOUGHT: Approval of business
identification sign.
LOCATION: 73-460 Highway 111, west half of former Village Market.
ZONE: C-1, S.P.
Applicant was not present.
Mr. Smith informed the commission that the applicant is proposing a 4' x
8' painted plywood sign. Mr. Smith indicated that the sign has been
installed under a temporary permit. This sign utilizes a sandstone
background with an orange border and orange and brown lettering.
Commission expressed its concern about the sign program established by
Sunshine Do-It-Yourself Center and indicated that there should be
conformity.
Motion by Commissioner Cook, second by Commissioner Leung to deny
applicant's request for approval of business identification sign. Motion
carried 3-0-1. Commissioner Holden abstaining.
B. Pr eliminary Plans:
l. CASE NO: 258 MF
APPLICANT (AND ADDRESS): BALLEW AND ASSOCIATES, INC.,
18025 Skypark East, Suite K, Irvine, CA 92714.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for a
golf course club house.
LOCATION: Desert Falls Country Club, northeast corner of Cook and
Country Club.
ZONE: PR-3, S.P.
Mr. Smith informed the commission that the proposed club house will be
a full service facility including locker rooms, pro shop, dining room and
restaurant. Proposed is a 50 foot tower which conforms with code.
Maximum tower height is 55 feet. Notwithstanding the compliance with
code by the tower, staff has some concern with a 50 foot tower and its
necessity.

Commission indicated its concern with the location of the tower in
reference to Cook Street and Country Club.
The applicant, MR. JIM CANNON and associate, explained that the
tower would be approximately 1200 feet from the nearest street. They
felt that they needed a focal point and that the tower is in harmony with
the rest of the building as well as having identification purposes.
Commissioner Leung agreed that it needed something; the architectural
design wasn't exciting.
Motion by Commissioner Leung, second by Commissioner Holden to grant
preliminary approval of the plans as submitted. Motion carried
unanimously 4-0.
IV. DISCUSSION ITEMS:
l. CASE NO: 210 C
APPLICANT (AND ADDRESS): FRANK R. GOODMAN & ASSOCIAT'ES,
77-900 Avenue of the States, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans
for a 5000 square foot commercial building.
LOCATION: North side of Highway 111, 200 feet ea.st of Cabrillo.
ZONE: C-1, S.P.
MR. GOODMAN addressed the commission at this time and requested
final approval of his plans. "fhis case passed preliminary approval at the
December 27, 1983 meeting, subject to the following conditions:
1. Construction plans shall be submitted for approval to the city
fire marshal prior to issuance of building permits. All
conditions shall be made a part of construction and no
certificate of occupancy shall be issued until completed.
2. A minimum six foot overhang shall he provided on the front
to shade the windows.
3. The signs shall be reduced to 8' x 24".
4. The parapet shall be the sam e height on all elevations.
Commission determined that the conditions had been met.
Motion by Commissioner Leung, second by Commissioner Cook, to grant
final approval of the plans. Motion carried unanimously 4-0.
