The meeting was called to order at 2:00 p.m. after a one hour study session. T'he Chairman expressed concern regarding the reduction in the amount of landscaping and indicated the commission was concerned with the removal of certain details from the plans that were given preliminary approval. Mr. Thornbury explained that there was more parking area than required by code, with handicapped parking closest to the building. Study could be made to see where parking spaces could be removed for landscaping improvement. In addition, south entry and scoring on all elevations shall be examined. Applicant may proceed in obtaining grading permits. Motion carried unanimously 4-0. 2. CASE NO: 878 SA APPLICANT (AND ADDRESS): RALPH BODON, (RALPH'S) 73-941 Highway 111, Palm Desert, California, 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a sign program for Ralph's Singer Products. LOCATION: 73-941 Highway 111, Palm Desert. ZONE: Gl, S.P. Mr. Smith highlighted the salient points from the staff report. Commission expressed concern regarding the size and location of the sign. The applicant, Mr. Ralph Bodon, agreed that the sign did not conform with other signs in the same location. Mr. Bodon requested the withdrawal of his plans, for resubmittal at a later date. Motion by Commissioner Cook, second by Commissioner Leung, to accept the applicant's withdrawal of plans. Motion carried unanimously 4-0. 3. CASE NO: 901 SA APPLICANT (AND ADDRESS): W. HEATH AND CO., 3225 Lacy Street, Los Angeles, California, 90031. NATURE OF PROJECTf APPROVAL SOUGHT: Approval of a monument sign at commercial location. LOCATION: 73-220 Highway 111, Northeast corner of Frontage Road & San Marcos. ZONE: C-1, S.P. Mr. Smith highlighted the salient points of the staff report. The property is the site o# one nonconforming sign. According to code, this sign will have to be removed from the site prior to the installation of this new sign. Motion by Commissioner Leung, second by Commissioner Cook, to approve the monument sign with ��2418 brown letters with a gold trim cap on ��2146 ivory background. Prior to the installation of the sign, a revised landscape plan shall be submitted. iVlotion carried unanimously 4- 0. B. Preliminary Plans: _ - 3 - . � �+ PALM DESERT ARCHITECTURL REVIEW COMMISSION JANUARY 24, 1984 1. CASE NO: 254 MF APPLICANT (AND ADDR�SS): TAVAGLIONE CONSTRUCTION CONSULTANT CO., Arlington Avenue, Riverside, California, 92503. NATURE OF PROJECT/APPROVAI. SOUGHT: Preliminary architectural plan approval of a 352 unit planned residential development. LOCATION: North of Hovley, west of east city limit. ZONE: PR 5 Mr. Smith highlighted the salient points of the staff report. The applicant submitted several color schemes for the roof tile ranging from red clay to burgundy to charcoal to brown. Red and brown variations were deemed acceptable to the commission. The Chairman expressed concern regarding the extent of ground cover to be planted. The amount shown on the plan would indicate future problems with control. There is very little open area. T'he use of 5 gallon materials were used throughout. Motion by Commissioner 1�iartin, second by Commissioner Cook, to approve the preliminary plans using a mixture of brown and red tile roofs. The landscape plan shall be re-studied looking toward upsizing materials and reduction of the amount of materials to reflect the long range concern of possible overplanting. Motion carried unanimously 4-0. IV. DISCUSSION ITEMS: 1. CASE NO. SAT ANT 2 APPLICANT (AND ADDRESS): JIM LEWIS, 73-579 Highway 111, Palm Desert, California, 92260. NATiJRE OF PROJECT/APPROVAL SOUGHT: Approval of a satellite antenna in commercial area. LOCATION: 73-579 Highway 111, Palm Desert, California, 92260. ZONE: C-1, S.P. Concern was expressed regarding the visibility of a satellite antenna on the roof of the building. Commission suggested the applicant re-evaluate the proposed antenna with respect to the following: 1. The possible reduction of the size. 2. The relocation to a different area. (Jensen's Market rooftop or a location on the west wing of the center where it would be obscured from view.) The case was continued to-allow the applicant time to restudy the matter and look into revisons on location and size. - 4 - r �" � PALM DESERT ARCHITECTURL REVIEW COMMISSION JANUARY 24, 1984 Commissioner Martin excused himself frotn the meeting at this time. 2. CASE NO: 59 C APPLICANT: LANDMARK LAND CO; Bernard Leung, architect, 73-960 El Paseo, Suite #1, Palm Desert, Ca 92260 NAtURE OF PROJECT/APPROVAL SOUGHT: Revisions to approved plans for commercial building. LOCATION: 74-333 Palm Desert Drive South ZONE: C-1, S.P. Mr. Leung presented revisions showing changes as discussed in the last meeting. The use of a planter in front adds aesthetic appeal as well as being beneficial in regard to the garages. Commissioner Cook expressed concern regarding the use of plaster on all the walls. Different textures would bring relief to the overall look of the building. Mr. Leung explained that the use of plaster is used in all buildings in this particular area. Moved by Commissioner Gregory, seconded by Commissioner Cook, to approve the revised plans as presented. Carried 1-0-2 (Commissioners Leung and Cook Abstained). V.
