The meeting was called to order at 2:03 p.m. after a one hour study session. Members Present: Al Cook Ron Gregory Bernie Leung Charlie Martin Members Absent: Rick Holden Staff Present: Ray Diaz Stan Sawa Phil Joy Tonya Monroe Moved by Commissioner Cook, Seconded by Commissioner Martin, to approve the minutes for the meeting of June 26, 1984, as submitted. Carried 3-0-1 (Commissioner Leung abstaining). H. Moved by Commissioner Martin, Seconded by Commissioner Cook, to approve the following cases by minute motion: 1. CASE NO: 220 C APPLICANT (AND ADDRESS): MARSHALL MORGAN, 4020 Birch, Suite 103, Newport Beach, CA 92660. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of mini warehouse addition. LOCATION: Northwest corner of 42nd and Cook. ZONE: S.I. Approval is subject to the following conditions: 1. A four-inch solid cap shall be placed on top of the building wall. 2. Brazilian Pepper Trees shall be upgraded to 30" box size. 2. CASE NO: 223 C APPLICANT (AND ADDRESS): MR. GARY SCHRAMM, 73-098 Highway 111, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of elevation change to Branding Iron. Frank & Stein LOCATION: North side Highway 111, east of Monterey. ZONE: C-1, S.P. Approval is subject to the following conditions: 1. Wood should be placed horizontally over window and door openings. 2. Stone material should be used on the planter instead of brick. 3. Columns shall be stone. 5. Windows shall be paned. 6. Revised drawings illustrating items 1 thru 5 shall be submitted to staff. The minute motion on these cases was approved 4-0. III. CASES: A. Final drawings: 1. CASE NO: 152 C APPLICANT (AND ADDRESS): HEATH AND COMPANY, 3225 Lacy Street, Los Angeles, CA 90021, for Coast Federal Savings and Loan. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign program for Coast Federal Savings and Loan. LOCATION: Palms to Pines West, Phase II; Southeast corner E1 Paseo and Highway 111. ZONE: P.C. (3) S.P. Mr. Diaz highlighted the salient points of the staff report. He indicated that the applicant is requesting 4 signs for the Coast Federal Savings and Loan building on the southeast corner of El Paseo and Highway 111. He explained that the two fascia-mounted signs comply with code, but the proposed 50 square foot wall-mounted logo sign, facing west, exceeds the sign code height limit for wall signs of 20 feet. Also, the freestanding monument sign is not permitted pursuant to code (there is an existing monument sign already in this center on Highway 111). Mr. Michael Andolphi, representing Coast Federal, explained to the commission that the proposed monument sign was put there to help hide the transformer, as well as being a business identification. He also explained that the wall-mounted sign carries the corporate identity, has been on television, and is the company logo. Mr. Andolphi also indicated that the company has received awards for its sign from the chamber of commerce in Northridge. The commission discussed lowering the sign. Mr. Sawa explained that according to the scale on the plans the wall- mounted sign would not fit in the existing area if it was moved down. Commissioner Cook expressed concern regarding the colors of the proposed fascia-mounted signs. (#2037 Yellow and #2418 Brown) Mr. Andolphi replied that the colors represent the company's identity. After further discussion regarding the wall-mounted sign and monument signs, the applicant asked if there was any way they could retain the signs. Mr. Diaz indicated that the applicant would have to apply to the planning commission to request a variance change, and an amendment to the code. He explained to the applicant that it was usually difficult to gather findings that justified a variance to sign regulations. -2- Orr wWo� PALM DESERT ARCHITECTURAL COMMISSION MINUTES JULY 10, 1984 Motion by Commissioner Martin, seconded by Commissioner Leung, to approve the two fascia-mounted signs with the colors as submitted. Carried 3-1 (Commissioner Cook voting nay.) It was indicated to the applicant that should they desire, a third fascia mounted sign could be installed in place of the 50 square foot wall mounted sign facing west. B. Preliminary plans: 1. CASE NO: 228 C APPLICANT (AND ADDRESS): MR. & MRS. VICTOR MIHAJSON, 45- 325 Sage Lane, Palm Desert, CA 92260; MR. ANTON BERKET, 38-201 Chuperosa Lane, Cathedral City, CA 92234. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a 4000 square foot furniture store. LOCATION: North side of Highway I I I (Frontage Road) 80 feet west of Las Palmas Drive. ZONE: C-1, S.P. Mr. Sawa explained that during study session the commission expressed concern regarding the location of the handicapped parking stalls, lack of elevation front and back, and the type of plant materials used. Commissioner Martin indicated that the applicant had received a variance to the front setback requirements. He indicated that he would like to see more undulation on the front elevation. He explained that the parking area is limited and the number of spaces he is allowing is acceptable for a furniture store, but it will always have to be a furniture store. Any other kind of office would require more parking spaces. Mr. Diaz explained that customers would be parking in the rear of the building, so the design is as important in the back, in addition to any traffic on that back street. In regard to the proposed plant materials, Chairman Gregory explained to the applicant that the landscape plans could be improved, using a larger variety of plants and sizes. He explained that some of the proposed Junipers cannot survive in a desert climate. After further discussion, commission indicated that the plans needed further study regarding the aforementioned items. Motion by Commissioner Martin, seconded by Commissioner Cook, to return the plans back to the applicant for restudy. Carried 4-0. Items for restudy: 1. Plant material and sizes. 2. Rear elevation should be given some design treatment. 3. Front elevation should be restudied. 4. Handicapped stalls to be relocated. 2. CASE NO: 230 C APPLICANT (AND ADDRESS): DANIEL RUSSIE, 73-780 Grapevine Street, Palm Desert, 92260; J.P. CONSTRUCTION 74-831 Velie Way, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for two story commercial building. -3- 9 PALM DESERT ARCHITECTURAL COMMISSION MINUTES JULY 10, 1984 LOCATION: South side of Alessandro Drive, 150 feet east of San Pablo Avenue. ZONE: C-1 This case was withdrawn by the applicant prior to the meeting. IV. DISCUSSION ITEMS: 1. Mr. Diaz asked the commission to study a proposed sign for the General Store Museum. The proposed sign would be out of wood, with a yellow background and brown letters. He explained that the museum would charge a minimal fee for admittance, and would be open for tours by the valley schools. Commission expressed concern regarding the sign program previously established by Jet Copy, which utilizes blue and white; however, approved a light yellow background with brown lettering. 2. Mr. Martin requested the opinion of the commission in regard to the Greenhouse Restaurant that was discussed at the previous meeting. He indicated that the outdoor seating enclosure had been eliminated and that the awning would be retained, but with new colors. Commission indicated that the new awning appeared to be acceptable. V.
