PALM DESERT ARCHITECTURAL REVIEW COMMISSION
TUESDAY - JULY 24, 1984

I. CALL TO ORDER
The meeting was called to order at 2:14 p.m. after a one hour study session.

III. APPROVAL OF MINUTES:
Moved by Commissioner Cook, seconded by Commissioner Martin, approving the
July 10, 1984, minutes. Carried 4-0-1. (Commissioner Holden abstaining)
IV. Moved by Commissioner Cook, seconded by Commissioner Holden, approving the
following cases by minute motion:
1. CASE NO: 222 C
APPLICANT (AND ADDRESS): CALIFORNIA FEDERAL SAVINGS AND
LOAN, Mr. Herand der Sarkissian, 5757 Wilshire Boulevard, 4th Floor, Los
Angeles, CA 90036; WEXLER & ASSOCIATES, 199 South Civic Drive, Suite 10,
Palm Springs, CA 92263.
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans of a
savings and loan building at Palm Desert Town Center.
LOCATION: East side of El Paseo, south of access road to Town Center.
ZONE: P.C. 3, S.P.
2. CASE NO: 253 MF
APPLICANT (AND ADDRESS): CHUCK GARLAND, 33-163 Cathedral Canyon
Drive, Cathedral City, CA 92234.
NATURE OF PROJECT/APPROVAL SOUGHT: Duplex final approval.
LOCATION: West side of Portola, 100 feet south of Shadow Mountain Drive.
ZONE: R-2
Approval is subject to the following condition:
1. Revised landscape plans be submitted.
2. Construction plans shall be submitted for approval to the City Fire
Marshal prior to issuance of building permits. All conditions shall be
made a part of construction and no certificate of occupancy shall be
issued until completed.

3. CASE NO: 228 C
APPLICANT (AND ADDRESS): MR. & MRS. VICTOR MIHAJSON, 45-325 Sage
Lane, Palm Desert, CA 92260; ANTON BERKET, 38-201 Chuperosa Lane,
Cathedral City, CA 92234.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans
for a 4000 square foot furniture store.
LOCATION: North side of Highway 111 (Frontage Road) 80 feet west of Las
Palmas Drive.
ZONE: C-1, S.P.
Approval is subject to the following conditions:
1. Add parapet to the rear of the building to screen roof.
2. All two gallon shrubs be increased to five gallon.
3. Should no perineal ground coverage be provided, a minimum coverage of
shrubs shall be 24" on center.
4. Construction plans shall be submitted for approval to the City Fire
Marshal prior to issuance of building permits. All conditions shall be
made a part of construction and no certificate of occupancy shall be
issued until completed.
5. Final construction drawings, including a final landscaping, grading,
lighting, amenities, trash storage, walkway layout, irrigation plans and
sign program shall be submitted to the architectural review commission.
No final inspection or occupancy permit shall be given by the department
of environmental services to this project until the aforementioned
approved plans and construction shall have been completed.
4. CASE NO: 270 MF
APPLICANT (AND ADDRESS): RALPH SANTOPIETRO, P.O. Box 1166,
Rancho Mirage, CA 92270; Charles Martin, 73-725 El Paseo, Suite 24C, Palm
Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary and final approval
of plans for triplex.
LOCATION: North side of Santa Rosa Way, 252 feet east of San Pasqual.
ZONE: R-2
Approval is subject to the following conditions:
1. Submit revised color changes.
2. Submit revised landscape plans.
The minute motion on these cases was approved 5-0. (Chairman Gregory abstained
from case 222 C; Commissioner Martin abstained from Case 270 MF.)

1. CASE NO: 232 C
APPLICANT (AND ADDRESS): COACHELLA VALLEY COUNSELING,
c/o BOB RICHEY, A.I.A., 45-120 San Pablo, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval for carport
trellis over parking spaces.
LOCATION: 73-302 Highway 111
ZONE: C-1, S.P.
Mr. Sawa outlined the salient points from the staff report.
Mr. Bob Richey, representing the applicant, told the commission that the
applicant is concerned with water flooding his property. Mr. Richey
indicated that he had spoken with Vic Villeneuve, who said the public
works department had no plans for that area during the next five years.
He indicated that Mr. Villeneuve found the repaving and grading plans
acceptable.
Concern was expressed regarding added water flowing onto adjacent
properties during flooding.
Commissioner Cook said that since a block wall was being built, the wall
should provide structural support for a glu-lam beam across the frontage
of the shade structure.
Commissioner Martin told Mr. Richey that the building department
might require graded lumber structural poles. The telephone poles
proposed aren't graded.
Mr. Richey replied that cost was a primary factor and the applicant had
the poles already.
Commissioner Cook asked Mr. Richey how the carport relates to the
building.
Mr. Richey replied that it doesn't at this time. He said that the
applicant recently remodeled the interior and would be remodeling the
exterior at a later date. Right now his primary concern is for shade for
the cars and flooding.
Moved by Commissioner Cook, seconded by Commissioner Holden,
approving the plans subject to the conditons below. Carried 5-0.
1. Eliminate two poles on the street frontage.
2. Make the side wall a structural wall for the trellis.
3. Provide vines and an irrigation system for carport trellis.
B. Preliminary Plans:
1. CASE NO: 164 C (Amendment #0
APPLICANT (AND ADDRESS): ROY CARVER, 110 W. Las Tunas, San
Gabriel, CA 91776; Bernie Leung, 73-960 E1 Paseo, Palm Desert, CA
92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised
preliminary elevations for a commercial shopping center.

LOCATION: Southeast corner of Country Club Drive and Monterey
Avenue.
ZONE: P.C. (2)
Mr. Sawa highlighted points from the staff report. During study session
Mr. Leung reviewed the plans with the commission.
Mr. Perkins, a homeowner of Sagewood, addressed the commission at this
time and expressed concern regarding the parking lot lights shining into
the Sagewood homes at night, the potential noise problem with cars, and
the fence and landscaping between the project and homes.
Mr. Richey addressed the commission and explained that he was a board
member of the Sagewood Homeowners Association. He explained that
they were considering installing gates at the major street entrances.
Commissioner Holden expressed concern about blocking access into the
new development, thereby forcing Sagewood homeowners exits only at
Monterey Avenue and Country Club Drive.
Mr. Roy Carver, applicant, explained to the commission that planting
will be done on both sides of the fence separating the properties. They
would be meeting with Sagewood homeowners in the future.
Some concern was expressed regarding the rear elevation of the building.
Mr. Leung agreed to address that area.
Mr. D. A. Robbins, representing Mobil, explained to the commission the
size and location of the proposed signs.
Mr. Diaz indicated that the sign ordinance is written in such a way that
study would have to be made to make certain that the proposed signs
conform.
Moved by Commissioner Martin, seconded by Commissioner Cook,
approving the signs in concept only. Carried 3-0-2 (Chairman Gregory
and Commissioner Leung abstaining).
Moved by Commissioner Holden, seconded by Commissioner Cook, to
approve the revised preliminary plans subject to the conditions below.
Carried 3-0-2
1. Review the architecture on the rear elevation of the building.
2. That a final landscape plan be submitted reflecting change as
outlined in the minutes.
3. Construction plans shall be submitted for approval to the City Fire
Marshal prior to issuance of building permits. All conditions shall
be made a part of construction and no certificate of occupancy
shall be issued until completed.
4. Final construction drawings, including a final landscaping, grading,
lighting, amenities, trash storage, walkway layout, irrigation plans
and sign program shall be submitted to the architectural review
commission. No final inspection or occupancy permit shall be
given by the department of environmental services to this project
until the aforementioned approved plans and construction shall
have been completed.
