The meeting was called to order at 2:00 p.m. after a one hour study session. Members Present: Al Cook Bernie Leung Charlie Martin Members Absent: Ron Gregory Rick Holden Staff Present: Ray Diaz Steve Smith Tonya Monroe Moved by Chairman Martin, Seconded by Commissioner Cook, to approve the minutes for the meeting of May 12, 1984, as submitted. Motion carried with a vote of 1-0-2 (Commissioners Cook and Leung abstaining). II. Moved by Commissioner Cook, Seconded by Commissioner Leung, to approve the following cases by minute motion: 1. CASE NO: 221 C APPLICANT (AND ADDRESS): PLAZA DEL SOL, ATTN: Dan Russi, 74-399 Highway 111, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of shade structure for commercial parking area. LOCATION: South side of Highway 111, between Deep Canyon and Panorama. ZONE: C-1, S.P. 2. CASE NO: 925 SA APPLICANT (AND ADDRESS): CARL'S JR. RESTAURANT, 1200 N. Harbor Blvd., Anaheim, CA 92803. NATURE OF PROJECT/APPROVAL SOUGHT: Revisions to sign program at Carl's Jr. Restaurant. LOCATION: 73-125 Highway 111, Palm Desert. ZONE: C-1, S.P. 3. CASE NO: 938 SA APPLICANT (AND ADDRESS): INNOVATIVE GRAPHICS, INC., 833 N. Elm, Orange, CA 92668. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign. LOCATION: Landmark building - 74-333 Highway 111. ZONE: C-1, S.P. 5. CASE NO: 220 C APPLICANT (AND ADDRESS): MARSHALL L. MORGAN, 4020 Birch, Suite 103, Newport Beach, CA 92660. NATURE OF PROJECT/APPROVAL SOUGHT: 74,100 sq. ft. expansion of existing mini-warehouse facility. LOCATION: Northwest corner of Cook and 42nd. ZONE: S.I. Approval was subject to the following condition: A. Relocate the north building to the northerly property line. The minute motion on these cases was approved 3-0. M. CASES: A. Final Drawings: 1. CASE NO: 931 SA APPLICANT (AND ADDRESS): Flying J, 72-300 Highway 111, Palm Desert. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of letter sign for convenience store. LOCATION: Southeast corner of Highway III and Fred Waring Drive. ZONE: PC (4), S.P. Mr. Smith explained to the commission that at its May 8, meeting it had reviewed the request for two fascia-mounted, individual letter signs. At that time, the commission expressed concern regarding fascia-mounted signs, and indicated the "Open 24 Hours" should not be used; the commission continued the case to allow the applicant time for restudy. Mr. Smith indicated that the applicant had moved the Highway I II sign (23Y2 square feet) from the fascia to the wall below, with "Convenience Store" in ivory (15" letters) and "Open 24 Hours" in orange (8" letters). The proposed sign facing Fred Waring Drive would be the same size and color. -2- PALM DESERT ARCHITECTURAL COMMISSION MINUTES JUNE 12, 1984 Mr. John Hamilton, of Imperial Sign Co., was present. The applicant felt the sign facing Fred Waring Drive would not be clearly visible from the street if it was wall mounted, and requested that the sign be mounted on the fascia. After extensive discussion, the commission determined that the sign facing Fred Waring Drive should be wall mounted similar to the sign facing Highway 111, and that if "Open 24 Hours" should be included, then it be in the same brown color, and reduced in size to a maximum of 6" letters, as the rest of the sign. Motion by Commissioner Leung, Seconded by Commissioner Cook, to approve the signs for Case 931 SA, subject to conditions. Motion passed 3-0. Approval is subject to the following conditions: a. Signs to be wall mounted. b. Signs to be done entirely in Acrylite, color 324-0 brown. C. That "Open 24 Hours" be a maximum of 6" high. 4. CASE NO: 784 SF APPLICANT (AND ADDRESS): BILL & NANCY FROST, P.O. Box 2548 Palm Desert, CA 92261. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for a single-family dwelling. LOCATION: West Hill area, west of the community center. ZONE: H.P.R.D. Mr. Smith indicated that at its April 10, meeting the commission reviewed plans for a single family dwelling in the hillside overlay. At that time, the applicant indicated that he wished to consider changing the gable roof to a hip roof and the case was continued. After deliberation the applicant chose to resubmit the original plans for approval. Chairman Martin explained to the applicant, Mr. Bill Frost, that during study session the commission extensively discussed the use of the hip roof. The commission felt that the hip roof addition was needed before preliminary approval could be granted. If the applicant was agreeable, preliminary approval would be granted at this time. If not, the plans would be denied. Mr. Frost indicated that he was agreeable to this. He felt the hip roof would give the dwelling an overall lower appearance. Motion by Commissioner Cook, Second by Commissioner Leung, to grant preliminary approval subject to the conditions outlined below. Motion passed 3-0. Approval is subject to the following conditions: a. Utilize a hip roof. -3- PALM DESERT ARCHITECTURAL COMMISSION MINUTES JUNE 12, 1984 b. Construction plans shall be submitted for approval to the City Fire Marshal prior to issuance of building permits. All conditions shall be made a part of construction and no certificate of occupancy shall be issued until completed. C. Final construction drawings, including a final landscaping, grading, lighting, amenities, trash storage, walkway layout, irrigation plans and sign program shall be submitted to the Architectural Review Commission. No final inspection or occupancy permit shall be given by the Department of Environmental Services to this project until the aforementioned approved plans and construction shall have been completed. B. Preliminary Plans: 1. CASE NO: 222 C APPLICANT (AND ADDRESS): CALIFORNIA FEDERAL SAVINGS AND LOAN, Mr. Herand der Sarkissian, 5757 Wilshire Boulevard, 4th Floor, Los Angeles, CA 90036; WEXLER & ASSOCIATES, 1995 Civic Drive, Suite 10, Palm Springs, CA 92263. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans of a savings and loan building at Palm Desert Town Center. LOCATION: East side of E1 Paseo, south of access road to Town Center. ZONE: P.C. 3, S.P. Mr. Smith highlighted the salient points of the staff report for the commission. Mr. Herand der Sarkissian, of California Federal Savings and Loan, and Mr. Don Wexler, of Wexler & Associates, were present. The applicant submitted a model of the proposed 4971 square foot savings and loan building for the commission to review. Mr. Wexler explained the direction of traffic around the building, and through the drive-up teller. Moved by Commissioner Leung, Seconded by Commissioner Cook, to approve the preliminary plans, Case 222 C, with conditions. Approval is subject to the following conditions: a. The proportions of the roof be as shown on the model. b. Construction plans shall be submitted for approval to the City Fire Marshal prior to issuance of building permits. CASE NO: 268 MF APPLICANT (AND ADDRESS): NELSON DEVELOPMENT COMPANY, INC., 16541 Milliken Avenue, Irvine, CA 92714. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of 10 fourplexes. LOCATION: Northside of Driftwood, east of Deep Canyon Road. ZONE: R-3, R-3 (3) During study session, commission reviewed the staff report. Chairman Martin explained to Mr. Bergson, the applicant, that the commission had two main concerns: 1) The window detailing shown on the large units should be carried over to the smaller east end unit. 2) The pitch of the tile overhang on the entry roof should be increased so it is more noticeable. Mr. Bergson indicated to the commission that this building was smaller because of the setback on the end. He agreed that the window detailing and roof changes could be made to the final plans. Moved by Commissioner Cook, Seconded by Commission Leung, to approve preliminary plans for Case 268 MF, subject to conditions. Motion carried 3-0 Approval is subject to the following conditions: a. Carry over window detailing onto the smaller building. b. Revise tile roof over entry to make a stronger statement. III. DISCUSSION ITEMS: 1. CASE NO: 223 C APPLICANT (AND ADDRESS): MR. GARY SCHRAMM, 73-098 Highway 111, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of an addition to the roof structure. LOCATION: 73-098 Highway 111. ZONE: C-1, S. P. Mr. Smith explained to the commission that the applicant was proposing the addition of a roof structure and distributed the submitted photographs and plans. The commission expressed concern regarding the design of the structure and instructed staff to formally submit the proposal at the next meeting. 2. CASE NO: 188 MF APPLICANT (AND ADDRESS): PACIFIC COAST BUILDERS, INC., 1631 E. 18th Street, Santa Ana, CA 92701; C.M. ENGINEERING ASSOCIATES, Attn. Patricia L. Leja, P.O. Box 6087, San Bernardino, CA 92412. -5- PALM DESERT ARCHITECTURAL COMMISSION MINUTES JUNE 12, 1984 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for maintenance building structure. LOCATION: Northeast corner of Cook Street and Country Club Drive. ZONE: PR-3, S.P. Mr. Smith showed the commission plans for a maintenance building at Desert Falls that were submitted to the building department. Mr. Smith expressed concern regarding the evaporative coolers and their exposure to Frank Sinatra Drive. After reviewing the plans, the commission expressed its wish for a more detailed study and requested staff to place this item on the next meeting's agenda. 3. Mr. Martin indicated that in the near future he would be bringing two (2) applications to the commission for review. He described each briefly and showed commission a preliminary site plan. His questions concerned the proposed wall treatment and location of the walls. Commission responded that the proposed mix of slumpblock and chain link with appropriate planting should not be unacceptable. 4. Mr. Diaz addressed the commission and explained that a recent opinion by the State Attorney General may affect the members of commission, and their ability to serve on the commission and continue to do business in the city. Basically, the opinion indicated that if plans are drawn and submitted solely for commission approval, then a conflict of interest would occur if the plans are drawn by a member of the commission, notwithstanding that the commissioner may abstain from voting on the matter.
