TUESDAY - MARCH 27, 1984

I. The meeting was called to order at 2:00 p.m. after a two hour study session.

Moved by Commissioner Holden, seconded by Commissioner Martin, to approve the
minutes for the meeting of March 13, 1984, as submitted. Carried unanimously 3-0-1
(Commissioner Leung abstained).
II. Moved by Commissioner Martin, seconded by Commissioner Leung, to approve the
following cases by minute motion.
1. CASE NO: 203 C
APPLICANT (AND ADDRESS): STEVEN H. SULLIVAN, P.O. Box 398,
73-730 Highway 111, Suite 5, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans
for an office building.
LOCATION: North side of Alessandro, east of Portola, 74-058
Alessandro.
ZONE: R-3
2. CASE NO: 218 C
APPLICANT (AND ADDRESS): KILLINGSWORTH, STRICKER,
LINDGREN, WILSON & ASSOCIATES, 3833 Long Beach Blvd., Long
Beach, CA 90807; ARMADILLO JOINT VENTURE, C/O RANCHO LAS
PALMAS MARRIOTT RESORT, Rancho Mirage, CA 92270; and

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
architectural plans for hotel and ancillary facilities.
LOCATION: Southwest corner of Cook Street and Country Club Drive.
ZONE: PR-4
MR. JONATHAN C. NEHMER, Marriott Corporation, BOB CLARK,
Peridian Group, LEROY VELASQUEZ, LINDA STEVENS, and LARRY

The applicants present gave a presentation to the commission during
study session.
Commissioner Holden was opposed to the use of a chain link fence along
south property line.
Approval is subject to the following conditions:
1. Construction plans shall be submitted for approval to the City Fire
Marshal prior to issuance of building permits. All conditions shall
be made a part of construction and no certificate of occupancy
shall be issued until completed.
2. Final construction drawings, including a final landscaping, grading,
lighting, amenities, trash storage, walkway layout, irrigation plans
and sign program shall be submitted to the Architectural Review
Commission. No final inspection or occupancy permit shall be
given by the Department of Environmental Services to this project
until the aforementioned approved plans and construction shall
have been completed.
3. CASE NO: 259 MF
APPLICANT (AND ADDRESS): TED MAR?INEZ, c/o VORTEX, 38-725
Adams Street, Bermuda Dunes, CA 92201.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
plans for a 28 unit apartment project.
LOCA1'ION: South of Highway 111, between Deep Canyon and Shadow
Hills road.
ZONE: R-3
Approval was subject to the following conditions:
1. Construction plans shall be submitted for approval to the City Fire
Marshal prior to issuance of building permits. All conditions shall
be made a part of construction and no certificate of occupancy
shall be issued until completed.

The minute motion on these cases was approved 3-1. (Commissioner Holden voting
nay.)

B. Preliminary Plans:
3. CASE NO: 260 MF
APPLICANT (AND ADDRESS): CHARLES MARTIN, 73-725 El Paseo,
Suite 24C, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
plans for a 14 unit apartment project.
LOCATION: East side of Sunset between El Camino and Abronia.
ZONE: R-3
Mr. Smith highlighted the salient points of the 14 unit development.
Mr. Martin, with the chairman's permission, excused himself from the
commission and made a detailed presentation to the commission.
Commission was of the opinion that the plans as presented requireci
submission of additional information prior to preliminary approval.
Mr. Martin concurred and indicated further details will be added in the
nearfuture.
Moved by Commissioner Leung, seconded by Chairman Gregory, to
continue the case. Vote: 3-0-1 (Commissioner Martin abstaining.)
Chairman Gregory excused himself at 2:33 p.m.
IV. DISCUSSION ITEMS:
1. CASE NO: 920 SA
APPLICANT (AND ADDRESS): CHARLES E. GRAHAM, 73-458 Highway 111,
Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign for new lock
and door store.
LOCATION: 73-458 Highway 111, west end of former Village Market.
ZONE: Gl, S.P.
Mr. Smith outlined the relevant background information indicating Mr. Graham
had had his sign fabricated prior to obtaining approval of the commission.
Commission had reviewed photographs of the sign at its February 28, 1984
meeting and decided to refer the case back to the applicant for restudy to
increase the height of the sign. Commission at that time had determined that
the colors were not unacceptable, but felt the sign size and dimensions should
be more in keeping with the recently approved sign for "Sunshine Do It
Yourself Center," which is located east of this business in the same building.
MR. CHARLES GRAHAM presented himself to the commission indicating that
he could not afford to make the revisions to his sign as had been required when
the commission reviewed his sign at its February 28, 1984 meeting.
After discussion of this case, the commission felt that without the revisions

specified in the February 28, 1984 decision the sign would not be aesthetically
acceptable. Commission advised Mr. Graham that its February 28, 1984,
decision would stand.
V. ADJOURNMENT:
Motion by Commissioner Leung, second by Commissioner Holden, to adjourn the
meeting. Motion carried unanimously 3-0.
The meeting was adjourned at 2:45 p.m.
