MINUTES
PALM DESERT ARCHITECTURAL REVIEW COMMISSION
TUESDAY - MAY 8, 1984
2:00 P.M. ADMINISTRATION CONFERENCE ROOM

I. The meeting was called to order at 2:00 p.m. after a one hour study session.

Moved by Commissioner Leung, Seconded by Chairman Gregory, to approve the
minutes for the meeting of April 24, 1984, as submitted. Carried unanimously 2-0-1
(Commissioner Cook abstained).
II. Moved by Commissioner Cook, Seconded by Commissioner Leung, to approve the
following cases by minute motion:
1. CASE NO: 259 MF
APPLICANT (AND ADDRESS): TED MARTINEZ, c/o VORTEX, 38-725 Adams
Street, Bermuda Dunes, CA 92201.
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a
28 unit apartment project.
LOCATION: South of Highway 111, between Deep Canyon and Shadow Hills
Road.
ZONE: R-3
Approval is subject to the following changes in the landscape plans:
1. Reduce the number of trees. One third of the trees should be specimen
trees 24" box.
2. Utilize shrubs, in addition to flowers, along the walls.
3. Use pinus pinea in place of pinus halepensis.
2. CASE NO: 261 MF
APPLICANT (AND ADDRESS): C.W. MAXWELL, 1109 Mesquite Avenue, Palm
Springs, CA 92262.
NATURE OF PROJECT/APPROVAL SOUGHT: Final Approval of plans for a
duplex.
LOCATION: South side of Candlewood, 144 feet west of Quailbrush.
ZONE: R-3 (3)

Approval is subject to the following changes to the landscape plans:
1. Specify ground cover.
2. Add specimen tree, preferably multi trunk, 24" box between garage
doors.
3. Reduce 15 gallon caliandra to 5 gallon.
4. Add specimen trees, one on each end of the wing walls.
The minute motion on these cases was approved 3-0.
III. CASES:
A. Final Drawings:
l. CASE NO: 931 SA
APPLICANT (AND ADDRESS): Flying J, 72-300 Highway 111, Palm
Desert.
NATURE OF PROJECT/APPROVAL SOUGHI': Approval of letter sign
for convenience store.
LOCATION: Southeast corner of Highway 111 and Fred Waring Drive.
ZONE: PC (4), S.P.
Mr. Smith outlined the salient points of the staff report and indicated
that the applicant wishes to install two business identification signs on
the fascia. 7he applicant is proposing 21 inch high letters "convenience
store" in orange polystyrene individual letters and underneath, 10 inch
high letters "Open 24 Hours" in ivory polystyrene letters. Mr. Smith
indicated that he did not have polystyrene color chips to show the exact
colors of the orange, brown and ivory proposed.
Mr. Smith indicated that the sign size had been miscalculated. Instead
of the proposed west side sign being 42 square feet, code only allows 40
square feet. The proposed south or front side sign indicates 62 square
feet, code only allows 55 square feet.
During study session the commission expressed concern regarding the use
of "Open 24 Hours" because most stores have their hours on the door.
Mr. Paul Ledford was present and indicated that a large part of his
revenue would be from the convenience store. He indicated that he
would like people to know that the store is open 24 hours.
The commission was also concerned about the size, location, and
presentation of the sign.
Commissioner Cook indicated that he would like to see the sign
redesigned and put on the wall instead of the fascia. He indicated that
changing the style of the letters would greatly enhance the appearance
of the sign.
Motion by Commissioner Cook, Seconded by Commissioner Leung, to
continue the case to allow the applicant time to restudy the style and
location of the sign. Motion passed 3-0.

B. Preliminary Plans:
1. CASE NO: 219 C
APPLICANT (AND ADDRESS): R.J. CHRISTOFF & ASSOCIATES, 174
South Orange Street, Suite B, Orange, CA 92666.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
revised plans for Sizzler Restaurant.
LOCATION: Palm Desert Town Center
ZONE: PC (3), S.P.
Mr. Smith highlighted the salient points of the staff report and indicated
that the applicant had addressed the issue of solar protection on the
north elevation. He also indicated that the greenhouse areas have been
retained, although their appearance from the exterior has been muted
with the use of vertical wood members in place of the steel.
T'he commission indicated that the use of the proposed type of glazing
did not address horizontal glass and that the greenhouse problems were
not resolved.
Mr. R. J. Christoff was present and indicated that a exterior installed
vinyl canvas awning would be used on the glass at the peak sun hours to
reduce heat, as well as indoor window shades. He also indicated that he
was aware that the air conditioning cost would be higher.
After further discussion, the commission indicated that the plans for the
greenhouse were unacceptable at this time.
Motion by Commissioner Cook, Second by Commissioner Leung, to
continue the case to allow the applicant time to restudy and revise the
plans. Motion carried unanimously 3-0.
IV. DISCUSSION ITEMS:
None.
V. ADJOURNMENT:
Motion by Commissioner Leung, Seconded by Commissioner Cook to adjourn the
meeting. Motion passed unanimously 3-0.
The meeting was adjourned at 2:25 p.m.
