MINUTES
PALM DESERT ARCHITECTURAL REVIEW COMMISSION
TUESDAY - NOVEMBER 13, 1984
2:00 P.M. COMMUNITY SERVICES CONFERENCE ROOM

I. The meeting was called to order at 2:00 p.m. after a one hour study session.

Moved by Commissioner , seconded by Commissioner Cook to approve the
minutes for the meeting of October 23, 1984 as written. Carried 3-1-0
(Commissioner Leung abstaining)
II. Moved by Commissioner Cook, seconded by Commissioner Gregory to approve
the following cases by minute motion. Carried unanimously 4-0.
1. CASE NO: 188 MF
APPLICANT (AND ADDRESS): DESERT FALLS COUNTRY CLUB/c/o
CARDOZA DILAILO HARRINGTON, 151 Kalmus Drive., Ste. K-3, Costa
Mesa, CA 92626.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of archway
over drive entry to club house.
LOCATION: Northeast corner of Country Club and Cook Street.
ZONE: PR-3 S.P.
2. CASE NO: 174 C
APPLICANT (AND ADDRESS): LAKESIDE PROPERTIES, INC. ,

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval
for phase II building consisting of 11,800 square feet of floor area.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign program
for proposed restaurant.

LOCATION: 74-360 Highway 111, Palm Desert
ZONE: C-1 S.P.
One of the past concerns of the commission was that the applicant was
not building according to the approved plans. Commissioner Holden stated
that he has driven by the building and it does now resemble the approved
plans.
Commissioner Cook questioned the curvature of the building and if the letters
were going to be placed on a flat surface.
Mr. Smith noted that the letters will be placed on the flat part of the building
and also that the letters will be lit from lights placed on the ground.
Moved by Commissioner Holden, seconded by Commissioner Leung to approve
this case. Motion carried 4-0.
2 . CASE NO: 925 SA
APPLICANT (AND ADDRESS): THE BLUEPRINTER, 74-210 Highway 111,
Palm Desert, CA 92260; PORTALS, 83-741 Hopi Avenue, Indio, CA 92201
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of rigid valance
with signage at commercial business.
LOCATION: North side Highway 111, 74-210 Highway 111
ZONE: C 1 S.P.
Mr. Hal Weinner of the Blueprinter and Mr. Beatty of Portals attended
the meeting.
Mr. Smith informed applicant that commission is concerned with the proposed
color and texture of proposed valance with signage.
Commissioner Holden stated that the proposed blue is very bright and glossy.
Mr. Beatty said they are trying to keep the colors in connection with the
business itself. The blue ties in with the color of the blueprints.
Commissioner Holden was concerned with the valance only covering half
of the building.
Mr. Beatty stated that the applicant is in need of sun protection. The
other tenant which occupies the building next door, does not wish to add
a valance to his portion of the building at this time.
Commission felt that in the future other tenants might request a valance
on the remaining portion of the building and might request a different color
which would not match with the existing valance.
Mr. Beatty stated that he thought as long as the style of the valance was
the same across the whole building that the colors should not matter.
Commissioner Cook stated that the valance should be at a 45' angle and
that the ends should wrap around.
Moved by Commissioner Holden, seconded by Commissioner Cook to approve
with the following conditions:
1. Color to be changed from bright blue to a CP 2712 darker and less
glossy blue.
2. That the ends of the material be pulled around the ends of the valance.
3. That the valance be placed at a 45' angle.

3. CASE NO: 927 SA
APPLICANT (AND ADDRESS): RENE KARAM, 72-381 Highway 111,
Palm Desert, CA 92260; IMPERIAL SIGN, 46-170 Calhoun St. Indio, CA 92201
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revisions to
freestanding sign.
LOCATION: 72-381 Highway 111, former Hoams Pool
ZONE: PC (4)
Commissioner Cook stated that he has some concerns over the size and
the wording of proposed sign. The wording of the proposed sign
that it is a shopping center. The size and height of the proposed sign is
large.and inappropriate for its use.
Commissioner Leung noted that proposed sign will be the first thing you
will see when entering Palm Desert. He would prefer seeing something
a little more attractive at the entrance of Palm Desert.
Moved by Commissioner Gregory, seconded by Commissioner Leung to return
this proposal to the applicant for reworking. Motioned carried 4-0.
B. Preliminary Plans:
1. CASE NO: 234 C
APPLICANT (AND ADDRESS): GENE SALLY FOR PD 111, INC.,
P.O. Box 8147, La Jolla, CA 92038; JOHN OUTCAULT, 74-133 El Paseo,
#11, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
plans for a 19,000 square foot commercial building.
LOCATION: Northwest intersection of Highway III and Painters Path.
ZONE: C-1
Mr. Sawa presented plans and informed commission that the planning
commission has approved the precise plan for this project.
Commissioner Cook feels that the view from Highway 111 is not very
attractive when entering Palm Desert.
Mr. Outcault noted that the parking was put in the rear of the building
to make the view from Highway 111 more attractive by not seeing the
cars.
Commissioner Holden wishes something could be done with the building
to match the unique site. He also feels that the commission should be
able to come up with a solution.
Commissioner Leung thought there was too much open area and also that
the building is too close to the corner.
Commissioner Cook suggested facing the building towards Painters Path.
Mr. Outcault stated that the owner objects completely to facing Painters
Path. He feels if he has the view off Highway III he should use it.
Commissioner Leung suggested wrapping the building around the hill. He
also noted that the east elevation shows no sun protection.
Commissioner Cook suggested bringing the tile roof around to cover the
east elevation for sun protection.
Commissioner Gregory suggested moving the building back from the corner.

Mr. Outcault said that if the roof was brought around the east elevation
it should bring the building back some.
Moved by Commissioner Holden, seconded by Commissioner Cook to grant
preliminary approval subject to further study of location of building.
Motion carried 4-0.
2. CASE NO: 246 C
APPLICANT (AND ADDRESS): MONTEREY PARTNERSHIP, 64 San Sebastian,
Rancho Mirage, CA 92270; CHARLES MARTIN, 73-725 E1 Paseo, Palm Desert,
CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
plaas for an office building.
LOCATION: Southeast corner Monterey and Fred Waring Drive.
ZONE: O.P. (office professional)
Mr. Smith presented this case to the commission noting some concerns
with landscaping. There are trees near the parking area to be planted on
residents property and to be maintained by the residents. Also there is
no landscaping in the parking area.
Commissioner Holden noted that there is an ordinance which states that
parking areas must have landscaping.
Commissioner Gregory suggested putting some office space on the bottom
floor instead of having all parking. He noted that reducing the square footage
of the building might help also.
Mr. Moss thoughti that putting the trees up on the residents property would
be a convenience to the residents.
Commissioner Gregory stated that this was an unsatisfactory approach.
He thinks the landscaping should be on their property and be their respon-
sibility.
Commissioner Holden stated that the project would be more attractive
if more landscape was put on the side and rear of the building.
Mr. Drell noted that the residents would like to see the same treatment
as the front of the building is receiving on the landscaping.
Commissioner Cook noted that the city has given alot to this project and
isn't receiving much out of it. He suggests bringing trees into the parking
lot and adding more trees into the parking area and the side of the building.
Moved by Commissioner Holden, seconded by Commissioner Leung to approve
preliminary plans subject to conditions. Carried 3-1 (Commissioner Gregory
opposed)
1. Construction plans shall be submitted for approval to the City Fire
Marshal prior to issuance of building permits. All conditions shall be
made part of construction and no certificate of occupancy shall be
issued until completed.
2. Final construction drawings, including a final landscaping, grading, lighting,
amenities, trash storage, walkway layout, irrigation plans and sign program
shall be submitted to the design review board. No final inspection or
occupancy permit shall be given by the department of environmental
services to this project until the aforementioned approved plans and
construction shall have been completed.

3. That the walls at the parking entrance be changed to colums.
4. Additional landscaping to parking area and side of building be added.
