The meeting was called to order at 2:00 p.m. after a one hour study session. Members Present: Al Cook - Arrived at 2:28 p.m. Ron Gregory Rick Holden Bernie Leung Charlie Martin Members Absent: None Staff Present: Ray Diaz Steve Smith - - Stan Sawa Donna Gomez Moved by Commissioner Holden, seconded by Commissioner Gregory, to approve the minutes for the meeting of September 25, 1984 as submitted. Carried unanimously 4-0. II. Moved by Commissioner Gregory, seconded by Commissioner Leung, to approve the following cases by minute motion. Motion carried 3-0-1 (Commissioner Martin abstaining) 1. CASE NO: 968 SA APPLICANT (AND ADDRESS) : DESERT COMPUTERS INC. , 74-140 El Paseo, Suite 4, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign program. LOCATION: 74-220 Highway 111, Palm Desert, CA 92260 ZONE: C-1 S.P. 2. CASE NO: 262 MF APPLICANT (AND ADDRESS): PAUL M. FILING, 3 Cueta Drive, Rancho Mirage, CA 92270; KURTZMAN KODAMA, 2800 Van Ness Avenue, San Francisco, CA 94109 NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a six unit condominium project. LOCATION: East side of Ocotillo Drive, 260 feet south of Tumbleweed Lane. ZONE: R-3 20,000 (3) S.P. 3. CASE NO: 276 MF APPLICANT (AND ADDRESS) : RALPH SANTOPIETRO, c/o CHARLES MARTIN, 73-725 El Paseo, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a 12 unit apartment complex. LOCATION: Southeast corner San Pablo and Santa Rosa. ZONE: R-2 Subject to the following condition. Preliminary Plans: 1. CASE NO: 238 C APPLICANT (AND ADDRESS) : MENNIE ABELARDO, 74-360 Highway 111, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign program for proposed restaurant. LOCATION: 74-360 Highway 111, Palm Desert, CA 92260 ZONE: C-1 S.P. Mr. Smith outlined 3 possible types of signs as had been proposed by the applicant. Commissioner Leung expressed concern with the weather resistance of the wood block letters the applicant suggested using. Mr. Smith suggested that the individual channel letters using ivory and brown be used. Commissioner Holden said he had driven past the site and it would appear that the renovations approved by the commission are not being carried out. The building does not look like the building shown in the approved plan. Moved by Commissioner Holden, seconded by Commissioner Leung to refer the sign request back to the applicant for submission of accurate plans depicting the frontof the building and that detailed sign information be provided. Commission felt that it could not grant approval without seeing actual drawings of the building and the sign, including colors and textures. Motion carried 5-0. 2. CASE NO: 275 MF APPLICANT (AND ADDRESS) : JAMES G. SATTLEY, 74-050 San Marino Circle, Palm Desert, CA 92260 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for six unit apartment. LOCATION: Northeast corner of San Pablo and Santa Rosa. ZONE: R-2 Mr. Sawa presented plans submitted by applicant. Commissioner Holden suggested that solar protection on some doors and window is needed. The roof should also be made level. Commissioner Martin suggested moving the walls along San Pablo closer to the street. Moving the walls back would make more patio and storage space. Mr. Sattley mentioned that the commission requested that the walls be 6' in height. Mr. Sawa stated that the north and east property lines must have 6 ' walls, but all others may be 5 ' or less. Commissioner Gregory suggested that revised landscape plans be submitted upgrading and increasing the size and quantity of materials. t -2- ''4w MINUTES PALM DESERT ARCHITECTURAL REVIEW COMMISSION OCTOBER 9, 1984 CASE NO: 275 MF (CONTINUED) Moved by Commissioner Martin, seconded by Commissioner Holden to approve the preliminary plans subject to conditions as follow: 1. That the roof be level. 2. That solar protection be placed on exposed doors and windows. 3. That revised landscape plans be submitted. 4. That the patio walls be relocated on San Pablo. 5. That all second story windows have multiple panes and archi- tectural enhancement (ie: knee brace to provide eyebrow over window). Motion carried 4-0. IV. DISCUSSION ITEMS: 1. CASE NO: 244 C APPLICANT (AND ADDRESS): PORTALS, 83-741 Hopi Avenue, Indio, CA 92201 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for awning over door. LOCATION: 74-063 Highway 111, Palm Desert ZONE: C-1 S.P. Mr. Smith presented proposed awning with sign. He noted that the awning is to overhang past the fascia by some 3 feet (without support posts) . Commissioner Leung expressed concern and felt that it would make the building look oversized. In addition, if other units in the building also want awnings it could pose a problem. Commission Martin said the overhang was no problem but he would like the color to be changed from red to rust. Mr. Diaz noted that the awning might be of some benefit from sun exposure. Moved by Commissioner Martin, seconded by Commissioner Gregory to approve with the following condition. That the color be changed from red to rust. Carrried 3-0-1, Commissioner Leung opposing. 2. CASE NO• 273 MF APPLICANT (AND ADDRESS): WESTERN COMMUNITY DEVELOPERS, 1919 Grand Avenue, 2A, San Diego, CA 92109 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revisions to preliminary approval plan for 12 apartments. LOCATION: South side of Country Club Drive, 1515 east of Monterey. ZONE: AHDPR-22 A representative of the applicant presented a detailed swimming pool area plan which showed 3 separate pools. After discussion it was decided that the lap pool should be lengthened to provide minimum 25 meter length for 6 lanes. Moved by Commissioner Cook, seconded by Commissioner Holden to approve the detailed swimming pool plan subject to increasing the length of the lap pool. Carried 5-0. f -3- MINUTES PALM DESERT ARCHITECTURAL REVIEW COMMISSION OCTOBER 9, 1984 3. CASE NO• 176 C APPLICANT (AND ADDRESS): BOARD OF REALTORS REQUEST: Final approval of completed building. LOCATION: west side Monterey, north of Town Center. ZONE: R-2 Mr. Smith advised commission that the applicant was requesting final building approval and issuance of his certificate of occupancy. At the time of commission approval of the working drawings, concern was expressed relative to the roof mounted equipment. Commission was shown pictures of exposed roof equipment. Frank Goodman was present on behalf of the applicant. Following discussion it was decided that the roof equipment should be painted to match the building. Moved by Commissioner Holden, seconded by Commissioner Cook to direct staff to final the Board of Realtors building subject to the applicant painting the roof mounted equipment to match the building. Carried 5-0. 4. MONTEREY PARTNERSHIP at the southeast corner of Monterey and Fred Waring Drive. Charles Martin advised commission that he represented the applicant and had received planning commission approval to construct a professional office building on the site and showed commission plans and a rendering of same. In response to a request for preliminary comments, commission expressed concern over the lack of landscaping along the east side of the property. It was suggested that additional planting of trees be placed in the parking lot (ie: on the lines between spaces) . V.
