MINUTES
PALM DESERT ARCHITECTURAL REVIEW COMMISSION
TUESDAY - SEPTEMBER 11, 1984
2:00 P.M. COMMUNITY SERVICES CONFERENCE ROOM

I. The meeting was called to order at 2:00 p.m. after a one hour study session.

Moved by Commissioner Cook, Seconded by Commissioner Leung, to approve the
minutes for the meeting of August 14, 1984, as submitted. Carried 2-0-3
(Commissioners Gregory, Holden, and Martin abstaining).
Moved by Commissioner Martin, Seconded by Commissioner Holden, to approve the
minutes for the meeting of August 28, 1984, as submitted. Carried 2-0-3
(Commissioners Cook, Gregory, and Leung abstaining).
II. Moved by Commissioner Holden, Seconded by Commissioner Martin, to approve the
following cases by minute motion:
1. CASE NO: SAT ANT #5
APPLICANT (AND ADDRESS): PARACLIPSE OF COACHELLA VALLEY, 41-
301 Jamaica Sands, Bermuda Dunes, CA 92201.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of installation of
satellite dish antenna on roof.
LOCATION: Tucker's Restaurant at rear of 74-175 El Paseo.
ZONE: C-1, S.P.
2. CASE NO: 269 MF
APPLICANT (AND ADDRESS): CHARLES GARLAND, 33-163 Cathedral
Canyon Drive, Cathedral City, CA 92234.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans
for a duplex.
LOCATION: West side of Portola at Chicory.
ZONE: R-2
Approval was subject to the following condition:
1. Final construction drawings, including a final landscaping, grading,
lighting, amenities, trash storage, walkway layout, irrigation plans and
sign program shall be submitted to the architectural review commission.

No final inspection or occupancy permit shall be given by the department
of environmental services to this project until the aforementioned
approved plans and construction shall have been completed.
The minute motion on these cases was approved 4-0-1 (Commissioner Cook
abstained).
III. CASES:

B. Preliminary Plans:
1. CASE NO: 225 C
APPLICANT (AND ADDRESS): FRANK R. GOODMAN & ASSOCIATES, 77-
900 Avenue of the States, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary and final
approval of plans for a 5000 square foot commercial building.
LOCATION: North side of Highway 111, 400 feet east of Cabrillo Avenue.
ZONE: C-1, S.P.
Mr. Smith reviewed the actions of the commission at its last meeting.
Commissioner Martin explained the concerns of the commission members
that were present at the last meeting.
The commission discussed the use of landscape planting to unite the
buildings in conformity.
Commissioner Cook suggested some type of street tree program. Mr. Diaz
replied that that could be discussed at the next meeting.
Commissioner Martin indicated that he would like to see some variation in
the fascia.
Moved by Commissioner Cook, seconded by Commissioner Martin, to
approve the preliminary and final plans, subject to conditions.
Approval was subject to the following conditions:
1. Construction plans shall be submitted for approval to the city fire
marshal prior to issuance of building permits. All conditions shall be
made a part of construction and no certificate of occupancy shall be
issued until completed.
2. Final construction drawings, including a final landscaping, grading,
lighting, amenities, trash storage, walkway layout, irrigation plans and
sign program shall be submitted to the architectural review
commission.No final inspection or occupancy permit shall be given by
the department of environmental services to this project until the
aforementioned approved plans and construction shall have been
completed.
3. That all conditions of PP 84-25 shall be met.
4. That the applicant return to the commission prior to issuance of
building permit and receive approval of the commission of revisions to
the building fascia that will serve to make this building distinctive.

2. CASE NO: 273 MF
APPLICANT (AND ADDRESS): WESTERN COMMUNITY DEVELOPERS,
1919 Grand Avenue, 2A, San Diego, CA 92109.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of 512
apartment units.
LOCATION: South side of Country Club Drive, 1515' east of Monterey.
ZONE: AHDPR-22
Mr. Drell gave a brief overview of the staff report and indicated that the
commission's main concern was the lack of solar protection.
Mr. Art Harris and Mr. Roy Johnson were present representing the
applicant.
The commission expressed concern regarding the exposure of the air
conditioning units. Also of concern was the view of the carports from
Country Club Drive.
Moved by Commissioner Martin, seconded by Commissioner Leung, to grant
preliminary approval subject to conditions. Carried unanimously 5-0.
Approval was subject to the following conditions:
1. Provide solor protection for east, west, and south elevations.
2. Provide a vertical screening for the air conditioners.
3. Provide a section through the carports from the centerline of Country
Club Drive.
4. Restudy colors of roof tile.
5. Provide a more detailed and larger scale pool area plan.
6. Extend colonnade to cover the planters on both ends of the clubhouse.
7. That the applicant provide a colored rendering of the carport facilities.
