The meeting was called to order at 2:00 p.m. after a one hour study session. Members Present: Al Cook Ron Gregory Rick Holden Members Absent: Bernie Leung Charlie Martin Staff Present: Steve Smith Stan Sawa Donna Gomez Moved by Commissioner Cook, seconded by Commissioner Holden, to approve the minutes for the meeting of September 11, 1984 as sub- mitted. Carried unanimously 3-0. II. Moved by Commissioner Cook, seconded by Commissioner Holden, to approve the following cases by minute motion: 1. CASE NO: 127 MF (Amendment) APPLICANT (AND ADDRESS): FRANZ TIRRE, 46-333 Burro Weed Lane, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL: Final approval of changes to a previously approved 10 unit development. LOCATION: Southeast corner of San Gorgonio and Las Palmas Avenue. ZONE: R-3 2. CASE NO: SAT ANT #6 APPLICANT (AND ADDRESS): MCI TELECOMMUNICATIONS CORPORATION, 6015 12th Street, Department 758/081, Arlington, VA 22202 Attn: Stephen Jay Smith NATURE OF PROJECT/APPROVAL SOUGHT: Approval of installation of dish antenna on roof. LOCATION: 45-275 Prickly Pear Lane - former city hall. ZONE• C-1, S.P. III. CASES: A. Final Drawings: None B. Preliminary Plans: 1. CASE NO: 262 MF APPLICANT (AND ADDRESS): PAUL M. FILING, 3 Cueta Drive Rancho Mirage, CA 92270; KURTZMAN KODAMA, 2800 Van Ness Avenue, San Francisco, CA 94109 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary and final approval of plans for a six unit condominium project. -1- MINUTES PALM DESERT ARCHITECTURAL COMMISSION SEPTEMBER 25, 1984 CASE NO: 262 MF ( Continued ) LOCATION: East side of Ocotillo Drive , 260 feet south of Tumbleweed Lane . ZONE : R-3 , 20 , 000 ( 3 ) S . P . Mr . Sawa highlighted the salient points from the staff report and noted that in response to the lack of solar protection offered by the design the applicant is pro- posing solar screens on some windows . Commissioner Cook suggested that in order to provide adequate solar protection , ;sun ;screens bhould be used on the south , east and west windows and doors . Commissioner Holden felt that a real street elevation was needed to permit �.the commission to adequately evaluate the plan . In addition , more details are needed on the site plan . Commissioner Gregory suggested that Windmill Palms and English Ivy not be used . The Mediteraniun Fan Palms could replace the Windmill Palms . The ivy will not do well in sun he noted . Under the circumstances the commission felt that it could not grant both preliminary and final at this time . Moved by Commissioner Cook , seconded by Commissioner Holden to grant preliminary subject to the following : A. That a real street elevation of the project be provided for review by the commission . B . That the plans be revised to provide solar screens on all doors and windows except those with north exposure . C . That the landscape plan be revised to replace Wind- mill Palms with Mediteraniun Fan Palms and to locate the ivy out of the sun . D . Final construction drawings , including a final land- scaping , grading, lighting , amenities , trash storage , walkway layout , irrigation plans and sign program shall be submitted to the architectural review commission . No final inspection or occupancy permit shall be given by the department of environmental services to this project until the aforementioned approved plans and construction shall have been completed . Carried unanimously 3-0 . 2 . CASE NO : 239C APPLICANT (AND ADDRESS) : GARY LEEDS , 591 Camino De La Reina #1001 , San Diego , CA 92108 and Joseph M. Piscotta , AIA , 4470 Park Blvd . #103 , San Diego , CA 92116 NATURE OF PROJECT/APPROVAL SOUGHT : Preliminary approval of plans for a 1019 room hotel . LOCATION: South side of Hwy 111 , approximately 680 feet east of Shadow Hills Road . -2- wd►. Sawa advised commission that applicant had requested that this item be continued at this time . Moved by commissioner Cook , seconded by Commissioner Holden to continue Case 239C indefinitely . Carried unanimously 3-0 . 3 . CASE NO: 272 MF APPLICANT (AND ADDRESS) : KEN SCOTT , 601 9th Street , Coronado , CA 92118 . NATURE OF PROJECT/APPROVAL SOUGHT : Preliminary approval of plans for a four unit apartment complex . LOCATION: South side of Shadow Mountain Drive at San Pablo . ZONE : R-3 13 , 000 ( 3 ) Mr . Smith distributed revised elevations submitted by the applicant . Mr . Ken Scott was present and indicated that he had recently met with representatives of the Palm Desert Property Owner ' s Association and the revised elevations were prepared in response to directions received from that body . Commission noted that the revised elevations provided two different roof types on the carports and the result would leave a less than attractive entry area due to the one high wall which would result . Commission outlined a possible roof alternative which would improve the situation . Moved by Commissioner Cook , seconded by Commissioner Holden to approve the preliminary plans , subject to conditions. A. Final construction drawings , including a final landscaping , grading , lighting , amenities , trash stroage , walkway layout irrigation plans , and sign program shall be submitted to the Architectural Review Commission . No final inspection or occupancy permit shall be given by the Department of Environ- mental Services to this project until the aforemen- tioned approved plans and construction shall have been completed . B. That the open parking spaces be screened as required by code either by means of a 3 foot wall or other suitable means . C. That the alternate elevation of the carport be prepared and submitted for consideration by the property owner association . Carried unanimously 3-0 . -3- MINUTES PALM DESERT ARCHITECTURAL COMMISSION SEPTEMBER 25, 1984 IV. DISCUSSION ITEMS : 1 . CASE NO: 273 MF APPLICANT (AND ADDRESS) : WESTERN COMMUNITY DEVELOPERS 1919 Grand Avenue , 2A , San Diego , CA 92109 NATURE OF PROJECT/APPROVAL SOUGHT : Approval of revisions to preliminary approval plan for 12 apartments . LOCATION: South side of Country Club Drive , 1515 east of Monterey . ZONE : AHDPR-22 Art Harris , representing the applicant said these plans had been prepared in response to conditions imposed on the preliminary approval . The revised plan indicated how solar protection would be provided for the units, detailed construction of the carports and showed a site cross section through Country Club Drive off the carports . Commission felt these additional details were accep- table . Moved by Commissioner Cook , seconded by Commissioner Holden to approve the details provided in response to some of the conditions imposed on the preliminary approval . Carried unanimously 3-0 . 2 . CASE NO : 198 C - SCA - Palm Desert Disposal Mr . Smith explained that he had been given to understand that the applicant may intend to install roof mounted air conditioning equipment on the project at Eclectic Street . Commission reviewed the final plans approved in December 1983 and confirmed : A. No roof mounted air conditioning equipment was delineated on the plans. B . Any change ( ie : addition of roof mounted air conditioning equipment ) would have to be first approved by this commission . 3 . CASE NO : 225 C - Frank Goodman Mr . Sawa showed commission revised plans for the commercial building which had been previously approved subject to final approval of the front elevation . Following review it was the decision of commission that the revised elevation would be acceptable if the metal panel extended down to the top of the soffit . V.
