PALM DESERT ARCHITECTURAL REVIEW COMMISSION
TUESDAY, JULY 23, 1985

I. The meeting was called to order at 2:00 p.m. after a one hour study session.

It was moved by Commissioner Holden, seconded by Commissioner Leung to
approve the minutes of the meeting of July 9, 1985 as written. Carried
1-0-2 (Commissioners Leung and Cook abstaining) .
II. Moved by Commissioner Cook, seconded by Commissioner Holden to approve the
following cases by minute motion. Carried 3-0
1. CASE NO: 1018 SA
APPLICANT (AND ADDRESS): P.S.M.C. IMMEDIATE CARE, A-2 72-605 Highway

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign program for Palm
Springs Medical Center.

Subject to the conditions contained in the staff report and the
following:
1. That automatic sectional garage doors be provided in each unit.

APPLICANT (AND ADDRESS): ARTHUR MIRSKY, ARCHITECT FOR LUCKY STORES,
24531 Mulholland Highway, Calabasas, CA 91302.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for
a storage and office addition to supermarket.
LOCATION: Southwest corner of San Pablo Avenue and Highway 111 .
ZONE: C-1 S.P.
Subject to the following conditions to be approved by staff:
1. Delete parking directly in front of the store, expand the sidewalk
and provide additional landscaping treatment.
2. The addition to the rear of the building is to be rounded on the
corners and parapet to match existing design of the building.

NATURE OF PROJECT/APPROVAL SOUGHT: Change in color of sign face in
existing freestanding sign.
LOCATION: Northwest corner Cook Street and 42nd Avenue.

Mr. Smith informed the commission that the applicant wished to removed
his application from the agenda.
It was moved by Commissioner Cook, seconded by Commissioner Leung to
adjourn this case sine die. Carried 3-0

2. CASE NO: 983 SA
APPLICANT (AND ADDRESS): PALM DESERT TOWN CENTER, 72-840 Highway
111 , Palm Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of freestanding sign.
LOCATION: North side Highway 111 , access driveway west of Plaza Way.
ZONE: PC (3) S.P.
Mr. George indicated that they had addressed the commission's past
concerns by reducing the colors and tenants on the proposed sign. He
stated that they could be flexible with the colors.
Mr. Diaz suggested the "International Food Court" and "Entertainment
Nightly" be the same color.
Commissioner Cook stated that changing the white and the "Interna-
tional Food Court" and "Entertainment Nightly" to ivory would be
acceptable. He also mentioned that he would like to see the Cinema 10
and Red Robin lined up somehow.
It was moved by Commissioner Leung, seconded by Commissioner Cook to
approve case no. 983 SA subject to the following conditions:
1 . That all of the white in the sign and the "International Food
Court" and "Entertainment Nightly" be changed to ivory.
2. That the top of the Cinema 10 and Red Robin signs be aligned.
B. Preliminary Plans:
1 . CASE NO: 223 MF
APPLICANT (AND ADDRESS): WESTERN COMMUNITY DEVELOPERS, c/o QUAIL
CONTRACTORS, INC. , 73-725 El Paseo, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary landscape and revised
club house plans.
LOCATION: South side of Country Club Dr, 1515 feet east of Monterey.
ZONE: AHDPR-22
Mr. Drell outlined the staff report and noted some of the changes in
the plans.

Commissioner Holden indicated that any roof mounted equipment that
might exceed the height of the parapet should be properly screened.
It was moved by Commissioner Holden, seconded by Commissioner Cook to
approve Case No. 223 MF. Carried 3-0.
IV. DISCUSSION ITEMS:
1 . STUDIO 10 BEAUTY SUPPLY, EL PASEO - AWNING
Mr. Mark Beatty presented plans for a white awning with signage.
Commissioner Cook thought that the awning was inappropriate for the
area. He indicated that the awning should be set between the two
masonry edges.
The commission preferred to see a grey and burgundy awning rather than
the white.
Commissioner Cook suggested the Studio 10 to be on the front of the
awning and the Beauty Supplies to be on the sides.
It was moved by Commissioner Cook, seconded by Commissioner Holden to
approve this item subject to the following conditions:
1 . That the colors be changed to grey and maroon (burgundy) .
2. Existing signs to be removed.
3. Deletion of Beauty Supplies on the front section of awning.
4. Expand the awning to fill in between the masonry edges.
Carried 3-0
2. BERKEY SUBDIVISION LANDSCAPE PLAN - 1011 SA
Commissioner Leung indicated that there was a need for trees around
the sign.
Mr. Diaz was concerned with the sign and landscaping being in the line
of site or on public property.
Commission continued this case until a site plan indicating the
location of the sign relative to lot #1, the public right of way and
the curb, is received.
3. ANNENBERG ART GALLERY - 1021 SA
It was pointed out that a sign program had already been established
for this center.

Mr. Bruce Kykendale was present on behalf of the owner and indicated
that the occupants have 60 feet of frontage and are only requesting 28
feet of signage. They are proposing to take out existing cans and
replace with individual channel letters utilizing the brown and ivory
colors.
Commissioner Holden thought that the sign should follow the sign
program set for the center.
It was moved by Commissioner Cook, seconded by Commissioner Leung to
approve the sign as proposed. Carried 2- 1 (Commissioner Holden
opposing) .
4. 1ST BANK OF PALM DESERT
The commission had questions on the street access and the traffic flow.
Commissioner Holden indicated that this information would be on the
final working drawings.
V. ADJOURNMENT:
The meeting was adjourned at 3: 15 p.m.
