MINUTES
PALM DESERT ARCHITECTURAL REVIEW COMMISSION
TUESDAY - JUNE 11, 1985
2:00 P.M. COMMUNITY SERVICES CONFERENCE ROOM

I. The meeting was called to order at 2:00 p.m. after a one hour study session.

It was moved by Commissioner Cook, seconded by Commissioner Gregory to
approve the minutes of May 28, 1985 as written. Carried 2-0-1 (Commissioner
Martin abstaining).
II. It was moved by Commissioner Cook, seconded by Commissioner Martin to
approve the following cases by minute motion. Carried 3-0.
1. CASE NO: 1011 SA
APPLICANT (AND ADDRESS): GEORGE BERKEY, 73-640 E1 Paseo, Palm
Desert, CA 92260; CARL COX, 47-159 Youngs Lane, Indio, CA 92201.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of monument sign at
industrial park.
LOCATION: Southwest corner of Cook and Hovley.
ZONE: S.I. S.P.
Subject to the following condition:
1. That a detailed landscape plan be submitted for review.
2. CASE NO: 231 C
APPLICANT (AND ADDRESS): MR. & MRS. ROBERT PICKING, P.O. Box

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans
for a 2738 square foot commercial building.
LOCATION: Northwest corner of North Palm Desert Drive and San Carlos
Drive.
ZONE: C-1 S.P.
Subject to the conditions listed in the staff report.

APPLICANT (AND ADDRESS): DOUGLAS GRIFFITHS c/o GENERAL

1. CASE NO: 977 SA
APPLICANT (AND ADDRESS): ORTHO MATTRESS INC., 2035 E. Vista Bella

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business ID signs
for Ortho Mattress Store.
LOCATION: 73-394 Highway 111
ZONE: C-1 S.P.
Mr. Sawa informed the commission that the applicant is now proposing one
sign to be located over the arch way. They are proposing to fill in the notch
at the top of the arch in order to make the sign fit. The color proposed for
the internally lit letters was 2037 yellow with a bronze perimeter.
Commissioner Gregory indicated that the color was bright and that he would
prefer the #2465 yellow.
Mr. Andrade, applicant, stated that the reason for the bright color was so
that the sign would be visible during the day.
It was moved by Commissioner Martin, seconded by Commissioner Cook to
approve Case No. 977 SA subject to the color being changed to #2465 yellow.
2. CASE NO: 1012 SA
APPLICANT (AND ADDRESS): BANK OF AMERICA, 73-820 El Paseo, Palm
Desert, CA 92260; HEATH & COMPANY, 3225 Lacy Street, Los Angeles,
Ca 90031.
NATURE OF PROJECT/APPROVAL SOUGHT: Revision to existing sign
program.

Bank of America is proposing to change their existing sign program to match
the new corporate colors.
Commissioner Cook indicated that he would prefer the existing sign program
remain as is. He noted that the proposed colors look flashy and do not match
the colors and design of the building.
Commissioner Gregory suggested changing the red to rust . He explained that
the commission should try to remain consistent with their decisions regarding
signs. Commissioner Martin advised that he would approve the signs as
proposed.
It was moved by Commissioner Cook, seconded by Commissioner Martin to
continue this case until a more persuasive proposal is submitted or more
commissioners are present to make a motion. Carried 3-0
B. Preliminary Plans:
1. CASE NO: 259 C
APPLICANT (AND ADDRESS): J.W. ROBINSONS CO., 600 W. 7th Street, Los
Angeles, CA 90017, Attn: Fred Lo Nigro; LEO A. DALY, 3333 Wilshire Blvd.
#200, Los Angeles, CA 90010.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary architectural plan
approval of plans for a department store.
LOCATION: South side Palm Desert Town Center.
ZONE: P.C. (3) S.P.
Mr. Robert Smith of Leo A. Daly, architects, discussed the salient points of
the building indicating the building and landscaping materials to be used.
Commissioner Gregory indicated that the Washingtonia Palms would be
adequate but he would like to research the Red Hot Poker and the Statis. He
also indicated that he would like to see a more detailed landscape plan. Upon
further study Commissioner Gregory suggested replacing the Statis with the
Green-leaved Gazania - Mitsuwa or Sunrise Yellow. Replace the Red Hot
Poker with Day Lily.
Commissioner Cook questioned the projection of the west entrance of the
building. Mr. Robert Smith indicated that they had been discussing it
being flat with no projections. Commissioner Cook suggested that the west
entrance be restudied.
Moved by Commissioner Martin, seconded by Commissioner Cook to grant
preliminary approval subject to the west entrance being restudied. Carried 3-0
2. CASE NO: 258 C
APPLICANT (AND ADDRESS): FRANK GOODMAN, 77-900 Avenue of States,
Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Exterior remodel and sign
program.
LOCATION: 44-850 San Pablo
ZONE: Commercial
Commissioner Gregory indicated that he would prefer to see something
besides stucco on the fascia. Commissioner Martin suggested that the
building be completely stucco with the inserts painted a different color.

The applicant was proposing a bright red glossy tile. Commissioner Martin
indicated that a tile with a flat finish would be more preferable.
Commissioner Cook's only objection was with the tile appearing bright and
flashy.
Commissioner Gregory noted that he would like to see the landscape redone.
The street trees are small and do not enhance the appearance of the building.
He suggested replacing the existing trees with high crown 15 gallon Ficus
trees or palms.
It was moved by Commissioner Cook, seconded by Commissioner Martin to
grant conceptual preliminary approval subject to the following conditions:
1. That the tile be a subdued color with a dull matte finish.
2. That a landscape plan be submitted increasing the size of the street trees.
IV. DISCUSSION ITEMS:
1. PIETRO'S
Mr. Diaz presented a colored drawing for the rear of the restaurant. He
informed the commission that the applicant is proposing to enclose the rear
of the restaurant in order to conceal the supplies stored there. The
applicant is proposing to remove the existing landscaping and replace it with
13 Italian Cypress trees.
Commissioner Martin indicated that the arches do not match the design of
the building. He suggested that the applicant raise the height of the walls to
conceal the supplies.
Commissioner Cook thought the arches and the pillars were not needed.
2. ARTHUR MOSS - Southwest corner Monterey & Fred Waring - Professional
Office Building.
Commissioner Martin, asking for comments and suggestions, presented the
plans and indicated the salient points of the building.
Commissioner Cook stated that he would like to see the front elevation.
Commissioner Gregory questioned if there would be berming like the building
across the street. Commissioner Martin indicated that there would not be.
Commissioners' Cook and Gregory noted that they liked the plans as far as
they went.
