PALM DESERT ARCHITECTURAL COMMISSION

I. The meeting was called to order at 2:00 p.m. after a one hour study session.
Members Present: Ron Gregory, Chairman

It was moved by Commissioner Cook, seconded by Chairman Gregory to approve
the minutes of June 11, 1985 as written. Carried 2-0-1 Commissioner Holden
abstained)
Il. There were no minute motion cases found acceptable at the study session.
III. CASES:
A. Final Drawings:
1. CASE NO: 983 SA
APPLICANT (AND ADDRESS): PALM DESERT TOWN CENTER, 72-840
Highway 111, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of freestanding
sign.
LOCATION: North side Highway 111, access driveway west of Plaza Way.
ZONE: PC (3) S.P.
Chairman Gregory indicated that the sign would be confusing to traffic and
appear a visual clutter.
Commissioner Holden noted that the monument itself was nicely done but that
the sign face was too busy. He felt that some of the proposed occupants of
the sign should not be granted another advertising sign, specifically the
Cinema 7 which already has a large amount of signage.
Mr. John Kazmer asked for some direction.
Commissioner Cook pointed out that each of the occupants on the proposed
sign already have an existing exterior sign. He suggested one sign that would
state the nightly activities in the mall. The proposed sign has too many
colors, too many types of graphics and too many names. It should be a
simple, concise sign.
Mr. Robert George indicated that they are trying to hilite the major
attractions by providing a variety of colors.
Mr. Smith stated that they are allowed a maximum of 100 square feet of sign
face and that the proposal is for 130 square feet.
The findings of the commission were that the sign exceeded the 100 square
foot maximum permitted by code, the sign represented a collection of logos,
contained too many colors, too many types of graphics and it was too
busy and confusing.
Accordingly it was moved by Commissioner Cook, seconded by Commissioner
Holden to deny this case due to the above findings. Carried 3-0

APPLICANT (AND ADDRESS): VALLEY CHRISTIAN ASSEMBLY, P.O. Box
3074, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Review of landscape plans.
LOCATION: 73-979 Fred Waring Drive
It was moved by Commissioner Cook, seconded by Commissioner Holden to
approve the submitted plans. Carried 3-0
B. Preliminary Plans:
1. CASE NO: M F
APPLICANT (AND ADDRESS): SANBORN AND RYLEE, 250 Newport Center
Drive, Suite 200, Newport Beach, CA 92660.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans
for a 20 unit residential development.
LOCATION: East side San Luis Rey between Larrea and Shadow Mountain Dr.
ZONE: R-3 20,000 (3)
Commission discussed and reviewed the submitted plans.
It was moved by Commissioner Holden, seconded by Commissioner Cook to
grant preliminary approval. Carried 2-0-1 (Chairman Gregory abstaining)
2. CASE NO: 1012 SA
APPLICANT (AND ADDRESS): BANK OF AMERICA, 73-820 El Paseo, Palm
Desert, CA 92260; HEATH & COMPANY, 3225 Lacy Street, Los Angeles,
CA 90031.
NATURE OF PROJECT/APPROVAL SOUGHT: Revision to existing sign
program.
LOCATION: 73-820 El Paseo
ZONE: C-1 S.P.
Chairman Gregory indicated that the bright colors would be acceptable to
him if they were used in a small quantity. He suggested changing the red
to rust and the white to ivory.
Jamie White, applicant, stated that she had seen alot of bright colored
awnings on E1 Paseo. She questioned the difference between the colors of
signs and awnings.
Commissioner Holden moved to deny, Commissioner Cook seconded.
Commissioner Cook noted that the commission had requested color photos of
a similar sign for review, which the applicant did not supply. He also
indicated that the original signs were not corporate colors.
Ms. White indicated that she would be willing to work with the colors so that
the sign could be approved at this meeting.
The prior motion and second to deny were withdrawn and a new motion made.
It was moved by Commissioner Cook, seconded by Commissioner Holden
to approve this case subject to the following condition.
1. That the white be changed to ivory, the red be changed to rust #2346 and
the blue be changed to dark brown #2418.

IV. DISCUSSION ITEMS:
1. Awnings and signage thereon.
Mark Beatty of Portals gave a slide presentation showing the various types
and colors of awnings that have been done. He indicated that other awning
companies have been using canvas which must be recovered every 3-4 years.
Mr. Diaz asked the commission if it thought there were too many awnings in
Palm Desert and if it thought that all awnings should come to the
architectural commission for review.
The commission agreed that all awnings should be approved through the
architectural commission they also thought that there were not too many
awnings in Palm Desert.
Commissioner Holden suggested that applicants requesting awnings be
required to supply a picture of the adjacent building also.
V. ADJOURNMENT:
The meeting was adjourned at 2:50 p.m.
