The meeting was called to order at 2:00 p.m. after a one hour study session. Members Present: Ron Gregory Charlie Martin A1 Cook Bernie Leung Members Absent: Rick Holden Staff Present: Ray Diaz Steve Smith Stan Sawa Donna Gomez Moved by Commissioner Martin, seconded by Commissioner Cook to approve the minutes of the February 26, 1985 meeting as written. Carried 3-0-1 (Commissioner Leung Abstaining). II. Moved by Commissioner Cook, seconded by Commissioner Maritin to approve the following aases by minute motion. Carried 4-0. 1. CASE NO: 978 SA APPLICANT (AND ADDRESS): MOBIL OIL COMPANY (PHILLIP BONINA), 612 S. Flower Street, Room 933, Los Angeles, CA 90017; QUIEL BROS. SIGNS, 272 S. J Street, San Bernardino, CA 92410. NATURE OF PRO�ECT/APPROVAL SOUGHT: Approval of sign program monument sign at existing Mobil Station . LOCATION: 73-611 Highway 111 at Larkspur. ZONE: C-1 S.P. Subject to the conditions noted in the staff report. 2. CASE NO: 280 MF APPLICANT (AND ADDRESS): PAUL M. CASE NO: 249 C APPLICANT (AND ADDRESS): HOTEL PROPERTIES (Continental Inn), 4350 Executive Drive, San Diego, CA 92121; G.E. HOLGUIN & ASSOC. P.O. Box 13152, Tucson, AZ 85732; C. HAVER & ASSOC., 74-390 Highway 111, Palm Desert, CA 92260. NATURE OF PROIECT/APPROVAL SOUGH?: Final approval of plans for a 129 room hotel on 2.96 acres. LOCATION: South side of Highway 111, approximately 285 feet east of Shadow Hills Road. ZONE: PC (4) S.P. Commissioner Gregory indicated that the landscape plan was not adequate as a final plan for the reason that it did not show sizes and detail of materials to be used. It was discussed by the commission that it could approve the final plans with the landscape plan to be approved at a later date. Moved by Commissioner Leung, seconded by Commissioner Martin to approve the working drawings subject to the conditions stated on the staff report and the following: 1. That the landscape plan be resubmitted to the Architectural Review Commission prior to building permit issuance. Carried 4-0 2. CASE NO: 977 SA APPLICANT (AND ADDRESS): ORTHO MATTRESS INC., 2035 E. Vista Bella Way, Rancho Dominquez, CA 90220 Attn: A. Andrade; WESTERN SIGN & GRAPHICS, 1618 N. Missle Way, Anaheim, CA 92801, Attn: L. Bursten. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business sign for Ortho Mattress Store. LOCATION: 73-394 Highway 111 ZONE: C-1 S.P. Commissioner Martin noted that the signs seemed too large for the building and the color was a little bright. Commissioner Cook suggested that the applicant use the existing sign that was to be used at the rear of the building and place it on the front of the building on one of the side stucco areas. It's too large to fit on the center area above the door. Commissioner Cook was also opposed to the proposed color. Commissioner Gregory indicated using a lighter yellow might make the color acceptable. The commission suggested using ��2114 blue and ��2325 yellow. The applicant noted that he could reduce the size of the letters of the sign if need be. 1Vloved by Commissioner Cook, seconded by Commissioner Leung to continue this case until a resubmittal is received. Carried 4-0 � � MINUTES ARCHITECTURAL COMMISSION MARCH 26, 1985 3. CASE NO: 164 C APPLICANT (AND ADDRESS): CARVER MANAGEMENT CORP., 599 S. Palm Canyon Drive, Palm Springs, CA 92262; BERNIE LEUNG, 73-960 E1 Paseo ��4, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for buildings A, B, C & E in shopping center. LOCATION: Southeast corner of Monterey Avenue and Country Club Drive. ZONE: PC (2) Mr. Sawa addressed some concerns that were pointed out in the staff report. The applicant did not wish to install a hedge along Country Club Drive to screen the parking lot area. They preferred to use mounding to screen the parking area. It was pointed out that the mounding would not meet the 3 to 3.5 foot requirement. Mr. Diaz read the screening requirements from the zoning ordinance: "25.58.110. All off-street parking areas shall be screened to minimize the visual impact on adjacent streets and properties. No parking space shall be located within 6 feet of any street property line." Mr. Diaz noted that no specific height is mentioned and also pointed out that the said parking area is 13 feet from the street property line. He noted that this is a minor modification based on the code and could be taken to planning commission for approval. Moved by Commissioner Martin, seconded by Commissioner Cook to approve the plans as submitted in that the case of the code modification be brought to the planning commission and all planning commission conditions be met. Carried 2-0-2 (Commissioners' Gregory and Leung abstaining). 4. CASE NO: SAT ANT 8 APPLICANT (AND ADDRESS): RITE TV, 74-065 Highway 111, Palm Desert, CA 92260. NAT'URE OF PROJECT/APPROVAL SOUGHT: Approval of satellite antenna dish. LOCATION: 74-065 Highway 111 Commission questioned if the antenna dish could be painted or covered with a cloth mesh. The applicant replied that painting it with darker colors would interfere with reception and that it could not be covered with a mesh cloth. Moved by Commissioner Cook, seconded by Commissioner Martin to approve Case No. SAT ANT 8. Carried 4-0 IV.
