I. The meeting was called to order at 2:00 p.m. after a one hour study session.

It was moved by Commissioner Cook, seconded by Commissioner Martin to approve
the minuites of April 23, 1985. Carried 3-0
Z'he minuites of April 9, 1985 are to be carried over for approval at next meeting.
II. Moved by Commissioner Cook, seconded by Commissioner Holden to approve the
following cases by minute motion. Carried 3-0

A. Final Drawings:
1. CASE NO: 977 SA
APPLICANT (AND ADDRESS): ORTHO MATTRESS INC., 2035 E. Vista Bella
Way, Rancho Dominquez, CA 90220, Attn: A. Andrade: WESTERN SIGN &
GRAPHICS, 1618 N. Missle Way, Anaheim, CA 92801, Attn: L. Bursten.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business ID signs
for Ortho Mattress store.
LOCATION: 73-394 Highway 111
ZOIVE: C-1 S.P.
Commission noted that the concerns at the last submittal of this sign request
were the size being too large and the colors being too bright.
Commissioner Cook indicated that these concerns were not addressed. The
square feet of signage is now more than the original proposed signs.
Commissioner Martin explained that the building is not large enough to carry
the 3 signs proposed. He suggested placing the "Ortho" on the left side and
the "Factory Showroom" on the right side, leaving the middle archway open.
Commissioner Holden suggested having one sign over the archway. He could
keep the "Ortho" the same size and reduce the size of the "Factory
Showroom" so that it would all fit on one sign to be placed over the archway.
Commissioner Martin informed the applicant that he should come back with a
new proposal that is smaller in size, perhaps just one sign.
Moved by Commissioner Cook, seconded by Commissioner Martin, to continue
this case. Carried 3-0
2. CASE NO: 256 C
APPLICANT (AND ADDRESS): COOK HOVLEY STREET ASSOCIATES,
73-640 El Paseo ��6, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of parkway
landscaping plans for industrial park.
LOCA'I'ION: Southwest of the intersection of Hovley Lane and Cook Street.
ZOIVE: S.I S.P.
The commission agreed to continue this item to the next meeting for revie�w
of the landscape plans by Chairman Gregory. Moved by Commissioner Cook,
seconded by Commissioner Holden to continue this case. Carried 3-0
3. CASE NO: 992 SA
�PPLICANT (AND ADDRESS): URRUTIA ARCHITECT'S, 69-730 Highway
111, Suite 107, Rancho Mirage, CA 92270.
NATURE OF PRO�ECT/APPROVAL SOUGHT: Reconsideration of monument
sign.

LOCATION: Southeast corner of Shadow Hills and Highway 111.
ZONE: C-1
Mr. Urrutia informed the commission that he would like them to reconsider
the request for the monument sign based on the reason that the colors to be
used are the colors of the interior and they would prefer to keep the exterior
colors the same.
Commissioner Martin indicated that he would like to see final drawings
delineating the graphics of the sign.
Commissioner Cook noted that the design of the proposed sign doesn't match
the rest of the building. Commissioner Holden advised that he had no strong
objections to the sign.
Moved by Commissioner Cook, seconded by Commissioner Holden to grant
preliminary approval subject to the following condition:
1. That final working drawings delineating specifics of the sign be submitted
to this commission prior to sign permit issuance. Carried 3-0
4. CASE NO: 784 SF
APPLICANT (AND ADDRESS): BILL & NANCY FROST, P.O. Box 2548, Palm
Desert, CA 9226L
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for a single
family dwelling.
LOCATION: West hill area, west of the community center.
ZONE: HPRD
Mr. Smith indicated that this project had been reviewed approximately one
year ago. The concern at that time was with the roof. Commission saw no
problems with the proposed roof.
The applicant advised that he wished to utilize natural landscaping.
Commission concurred that landscape plans will not need to be submitted but
a note could be put on the plans that the site be restored to its natural state
and that this statement constitute the landscape plan.
It was moved by Commissioner Holden, seconded by Commissioner Cook to
approve this case subject to �he following:
1. That the site be restored to its natural state and that this statement
con�titute the landscape plan. C��r�ried 3-0
5. CASE NO: 219 C
APPLICANT (AND ADDRESS): R.J. CHRISTOFF & ASSOCIATES, 174 S.
Orange Street, Suite B, Orange, CA 92666.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a trash
compactor.
LOCATION: Palm Desert Town Center
ZONE: PC (3), S.P.
Mr. Smith advised commission that Sizzler is requesting a trash compactor on
the north side of the building. It is to have a wood fence and trelis and is to
be 8 feet high. They will have to relocate their handicap parking spaces
which will be in a more convenient location.
Mr. Diaz indicated that trash compactors are typically located inside
buildings. If it is going to be outside it should look like a part of the building
not an addition.

Case No. 219 C Continued
Commissioner Martin suggested that the storage area be stucco to match the
building and that landscaping be provided to screen the structure.
Commissioner Holden asked that the applicant provide additional drawings
that would show the -w✓ood gates and trelis.
It was moved by Commissioner Holden, seconded by Commissioner Cook to
grant preliminary approval subject to the following:
1. The trash compactor area walls must be stucco to match the building.
2. Provide additional drawings showing gates and trelis and additional
landscape area around the perimeter.
6. CASE NO: PP 85-9
APPLICANT (AND ADDRESS): HOLDEN & JOHNSON ARCHITECTS, 73-330
El Paseo, Suite B, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans
for a bank.
LOCATION: Northeast corner of Monterey and Highway 111.
Commissioner Martin noted that the applicant should watch for sun glare at
the drive thru window because patrons will be facing west at this point and
this is a problem at Bank of America. Commissioner Holden suggested using
landscaping to help screen the sun.
The commission indicated that it wished, for the record, to indicate its
support for the proposed site plan utilizing the street vacation in that area.
It was moved by Commissioner Cook, seconded by Commissioner Martin to
grant preliminary approval for this case. Carried 2-0-1 (Commissioner Holden
abstai ned)
IV. DISCUSSION ITEMS:
l. LUCKY STORES, INC. - Signage
Mr. Sawa noted that they are allowed 155 square feet of signage and are
requesting 150 square feet.
Commissioner Cook indicated that he would go along with the sign program if
the colors were keyed down some. He felt that they were too bright.
Commissioners' Martin and Holden had no objections.
Moved by Commissioner Holden, seconded by Commissioner Martin to approve
Lucky signs. Carried 2-1 (Commissioner Cook was opposed).
2. FIRE STATION - PORTOLA AVENUE & COUNTRY CLUB DRIVE
Commissioner Martin questioned the relationship of the wall between the fire
station and the country club homes.
Mr. Diaz indicated that the wall is to be 15 feet high, which staff feels is too
high.
Mr. John Outcault, architect representing the city, advised that it had been
discussed to drop that area down in tiers (crib walls) and add landscaping.
It was pointed out that the city engineers and the property owners are
working this out.
It was moved by Commissioner Holden, seconded by Commissioner Cook to
approve with the following condition to apply.
1. Landscape plans to be reviewed at next architectural commission meeting.
