PALM DESERT ARCHITECTURAL COMMISSION
TUESDAY - NOVEMBER 12, 1985

I. The meeting Was called to order at 2:00 pm after a one hour study session.

It was moved by Commissioner Martin, seconded by Commissioner Holden to
approve the minutes of October 22, 1985 as written. Carried 4-0
II. Moved by Commissioner Martin, seconded by Commissioner Holden to approve
the following case by minute motion. Carried 3-0-1 (Chairman Gregory
abstaining)
1. CASE NO: 264 C
APPLICANT (AND ADDRESS): LARRY LABONTE, AIA, 2182 Dupont Drive,
Suite 12, Irvine, CA 92621 .
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a
7,000 square foot kidney dialysis center.
LOCATION: Southwest corner of Hovley Lane and Corporate Way.
ZONE: S. I .
Subject to the conditions stated in the staff report.

1. CASE NO: 282 C
APPLICANT (AND ADDRESS): RICHARD AYRES, 73-445 E1 Paseo, Palm
Desert, CA 92260; CHRISTIAN ASSOC, 1000 S. Palm Canyon, Palm
Springs, CA 92262.
NATURE OF PROJECT/APPROVAL SOUGHT: Final reconsideration of Cedar
Creek Inn patio plans.
LOCATION: Southwest corner of San Pablo and E1 Paseo.
ZONE: C-1
Mr. Smith informed the applicant of the commissions concerns at study
session regarding the size of the posts and the amount of landscaping
outside of the wall .
Commissioner Martin indicated that his concern was with the base of
the structure. He thought that it should tie in with the rest of
the building by being a heavier structure.
Chairman Gregory and Commissioner Holden noted that they had no
objection to the structure. Commissioner Holden stated that he
would like to see additional landscaping on the outside of the wall .
Chairman Gregory suggested that the applicant use glu lam.
Mr. Mark Hileman, architect, explained that if they went to 15" glu
lam it would make the structure look like an addition rather than a
simple trellis structure. They were trying to create a lacy kind of
structure for shade purposes only.
It was moved by Commissioner Holden, seconded by Chairman Gregory to
approve this item subject to the landscaping on the outside of the
wall be enhanced. Vote 2-2. Motion did not carry.
Commissioner Leung stated that the trellis would be on the corner
and be visible to the public and thought that it should match the
vocabulary of the existing building. He indicated that he would
like to see 15" glu lam, 12" posts and additional landscaping on the
outside of the wall .
A motion was made by Commissioner Leung to continue this case so that
the above mentioned conditions be drawn and that the revised plans be
returned to this commission for final approval . Motion died for lack
of a second.

It was moved by Commissioner Martin, seconded bY Commissioner Holden
to approve thie case subject to the fo| |owino conditions. Carried
3-1 (Commissioner Leuno opposed) .

fence with ootted trees and chains.
LOCATION.,: Northeast corner of El Paseo and Larkspur.

Mr . Smith indicated that the commission at study session stated
that it would | |ke to see the eize and co|or of the chain and mots
to be used.
Commissioner Leunq explained that he thouqht that it would be o
public harard. The chains are at a level that would be hard to see.
Commissioner Martin indicated that the size of the chain links was
his concern. He thouqht if the } inks were larger that thev wnulo be
more visible. Commissioner Holden stated that he would prefer to
see some tyoe of horizontal bars with the note around that.
Chairman Greuury xuogoated that the ano| icent submit e table la.vout
so that the location of the oots could be plaoed between every
tab}e. He also nuqgested that the aon} Ycent use a different tvpe of
tree in the pnte than Oleander. He ouestionod whether this tyne o�

It was moved by Commissioner Holden, seconded by Commissioner Martin
to refer this item back to the applicant for restudy of the
following.
1 . That larger ( ie: higher) pots be used.
2. That a table lay out be submitted.
3. That a minimum of 3" chain links to be used.
4. That the Oleander trees be substituted with a different
landscape material , commission suggested Kumquat.
Motion carried 4-0
Commissioner Leung left at this point of the meeting.
3. CASE NO:
APPLICANT (AND ADDRESS): NEIL`S APPAREL, 73-790 El Paseo, Palm
Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage.
LOCATION: 73-790 El Paseo - Northwest. corner El Paseo and San Luis
Rey.
ZONE: C-I S.P.
At study session Commissioner Leung indicated that the commission has
been approving awning posts at 18" from the curb. Commissioner
Martin noted that the current position would place the poles in the
middle of the pedestrian walkway. It should be approved with the
posts 18" from the curb subject to an encroachment permit from public
works.
Commissioner Holden stated that the awning should relate to the
entrance door somehow and that the light fixtures inside of the
awnina should not be visible from the rear of the awning.
Mr. Smith explained to the applicant, Mr. Rogers, that the commission
was requiring that the awning be 1811 from the curb and that it be
narrowed to relate to the door entrance. Also that an encroachment
permit will be necessary.

It was moved by Commissioner Holden, seconded by Commissioner Martin
to approve this case subject to the following conditions. Carried 3-0
1 . That the awning posts be 18" from the curb.
2. That the awning be narrowed to relate to the entrance door.
3. That an encroachment permit be obtained from the public works
department.
B. Preliminary Drawings:
1. CASE NO: 273 C
APPLICANT (AND ADDRESS): R.K. DEVELOPMENT, 74-947 Highway III ,
Indian Wells, CA 92210; BOB RICCIARDI , 45-275 Prickly Pear Lane,
Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans
for a 44,000 square foot office/industrial complex.
LOCATION: Southeast corner of Sego Lane and Beacon Hill .
ZONE: S. I .
Mr. Joy indicated that the only difference between this building and
the other buildings by this architect in the same park was that this
building has no indentations. Planning Commission required
additional landscaping.
Moved by Commissioner Holden, seconded by Commissioner Martin to
approve as submitted. Carried 3-0
IV. DISCUSSION ITEMS:
1. CASE NO: 270 C
APPLICANT (AND ADDRESS) : BOB SANDIFER, P.O. Box 1008, Rancho
Mirage, CA 92270.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of a 13,000
square foot industrial building.
LOCATION: Southwest corner Mediterranean and Beacon Hill .

Commission had continued this case at it's last meeting with items to
be addressed by the applicant at his next submittal .
Mr. Joy indicated that all of the items of concern had been
addressed. The applicant submitted a brochure on the type of block
to be used and the type of tile.
Commission had no further concerns with this case.
It was moved by Commissioner Holden, seconded by Commissioner Martin
to grant preliminary approval as submitted. Carried 3-0
2. CASE NO: 279 C
APPLICANT (AND ADDRESS): TRIAD DEVELOPMENT COMPANY, c/o Strother
Construction Company Inc. , 74-990 Velie Way, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of change from brick to
painted concrete.
LOCATION: Southwest corner Cook Street and Hovley Lane.
ZONE: S. I . S.P.
Mr. Chuck Strother, applicant, indicated that he was requesting to
change the veneer brick to painted concrete in a desert tone color.
Commissioner Martin indicated that the commission requested photos
and colors to be used when the final drawings are submitted.
Moved by Commissioner Martin, seconded by Commissioner Holden to
approve the change from brick to painted concrete. Carried 3-0
3. CITY OF RANCHO MIRAGE - COVERED PARKING
Mr. Smith explained that the City of Rancho Mirage is going to
require covered parking and questioned if the commission thought
that Palm Desert should also require this.
Commissioner Holden thought that we should encourage it to applicants
but that it should not be required. He noted that there are many
different ways to provide shade for parking areas than covered
parking. Chairman Gregory felt that it should not be required
either.

4. CASE NO: 281 C
APPLICANT (AND ADDRESS): MONTEREY DESIGN PARTNERSHIP, c/o Rick
Holden, 73-330 E1 Paseo, Suite B, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for two
story office building.
LOCATION: Southwest corner of Sonora Drive and Monterey Avenue.
ZONE: R-2 S.P. (change of zone to O.P. S.P. pending)
Mr. Holden indicated that he was going to have to decrease the
height of this building at one point from 10 feet to 9 feet.
Moved by Commissioner Martin, seconded by Chairman Gregory to grant
approval subject to a final landscape plan being approved. Carried
2-0-1 (Commissioner Holden abstaining) .
