I. The meeting was called to order at 2:00 pm after a one hour study session.

It was moved by Commissioner Holden, seconded by Commissioner Martin to
approve the minutes of November 12, 1985 as amended. Amendment on page 3,
Cedar Creek Inn, condition number 2 to be changed to 15" minimum beam.

the following cases by minute motion. Carried 5-0 (Commissioner Leung

1 . CASE NO: 1045 SA (Amendment)
APPLICANT (AND ADDRESS): CARVER COMPANY, 559 S. Palm Canyon Drive,

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised signs from

APPLICANT (AND ADDRESS): HIGH PERFORMANCE SATELLITE TELEVISION
SYSTEMS, P.O. Box 1891 , Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Clarification on approval of roof
mounted, solid, satellite dish antennae.
LOCATION: 74-140 El Paseo
ZONE: C-1 S.P.
It was clarified that the commission had approved two satellite
antennae dishes.
3. CASE NO: 275 C
APPLICANT (AND ADDRESS): CRYSTAL LTD, c/o MC COLLOUGH & ASSOCIATES,
AIA, 16815 Von Karman Avenue, Suite 201 ; ED MARK c/o INDUSTRIAL
WEST, 74-947 Highway III , Indian Wells, CA 92210.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of 35,000
square foot office/industrial complex.
LOCATION: Southwest corner of Hovley Lane and Beacon Hill .
ZONE: S. I .
Subject to the following conditions.
1 . That the south wall be on the property line.
2. Final plans to provide section showing screening of roof
mounted equipment.
3. Commission suggested that the bottle trees in the parking area
be replaced with shade trees and perhaps some dwarf oleanders
be used.

1. CASE NO: 1064 SA
APPLICANT (AND ADDRESS): WHOLESALE FURNITURE DISTRIBUTORS, 44-850

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identifi-
cation sign.
LOCATION: Northwest corner San Pablo and Alessandro.
ZONE: C-1
Mr. Smith indicated that the commission, at study session, felt that
Mr. Goodman had committed to providing a sign program with a marque
type of sign for this building.
It was moved by Commission Cook, seconded by Commissioner Holden to
continue this case until a sign program for the building is received.
Carried 5-0
2. CASE NO:
APPLICANT (AND ADDRESS): NEIL'S APPAREL, 73-790 El Paseo. Palm
Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage.
LOCATION: 73-790 El Paseo
Mr. Smith indicated that the concerns of the commission at the last
submittal were that the awning should be narrowed to fit in with the
door and that it be extended to the curb line rather than in the
middle of the sidewalk. The applicant was informed by the Public
Works Department that there would be a traffic signal in the area
that the poles for the awning were to be placed.
Commissioner Leung stated that he thought the poles would be fine at
the property line and that he did not mind the awning beina wider
than 6 feet.
Commissioner Martin noted that there might be a liability concern
with the poles being planed in the middle of the sidewalk. He
suggested that the applicant cantilever the awning or that some type
of planter be placed around the poles.

Commissioner Holden indicated that the awning should tie in with the
design of the building and he felt that this awning did not. He
noted that he thought the color was fine the way it was.
Commissioner Cook thought that maybe the awning did not belong on
the building at all . He noted that the building deserves a ten foot
wide awning but that this particular design did not fit with the
building. Commissioner Holden agreed that the awning looks like it
does not belong on this building. He felt that if the awning was
properly designed it could be 10 feet wide.
Chairman Gregory informed the applicant that it might be in his best
interest to resubmitt.
Commissioner Leung suggested that it be a rectangular marque and
that it be cantilevered.
Moved by Commissioner Cook, seconded by Commissioner Leung to
continue this case for resubmittal with the following concerns to be
addressed. Carried 5-0
1 . Posts to be placed at or behind property line.
2. Awning to be rectangular to match building design.
3. If the awning is designed in an appropriate manner, it could be
10 feet wide.
3. CASE NO: 878 SA
APPLICANT (AND ADDRESS): RUSTY PELICAN, 2862 McGan Avenue, Irvine,
CA 92714; JOHN HOWENSTINE, INC. , 3188 J Airway Avenue, Costa Mesa,
CA 92626.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of new sign program.
LOCATION: Northwest corner Highway III and Painters Path.
ZONE:
The applicant was requesting to replace the existing painted letters
with channel internally lit letters and race way with the letters
being ivory with black trim cap.
Commissioner Cook noted that the commission had denied other requests
in this same center for internally lit signs because of this business

being the first in the center and did not request this type of sign.
He indicated that if this were approved then all of the other
businesses in the center might want illuminated signs. Commission
felt that they would have to deal with that at the time it occurs.
Moved by Commissioner Holden, seconded by Commissioner Leung to
approve this case subject to the existing signs being removed.

4. CASE NO: 62 C
APPLICANT (AND ADDRESS): PALMS TO PINES DRAPERIES & CANVAS, for
Michael 's Restaurant, 73-111 El Paseo, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning.
LOCATION: South side E1 Paseo east of Ocotillo.
ZONE: C-1 S.P.
Mr. Smith indicated that the applicant was requesting an awning on
the building located in the courtyard.
Commissioner Martin stated that he would want sides on the awning.
Commissioner Cook questioned why it did not relate to the existing
awning.
Moved by Commissioner Martin, seconded by Commissioner Cook to
approve this awning with the condition that sides are to be provided.
Carried 5-0
5. CASE NO: 1067 SA
APPLICANT SAND ADDRESS): IMPERIAL SIGN COMPANY for Desert Empire
Golf Center, 46-120 Calhoun Street, Indio, CA 92201 .
NATURE OF PROJECTIAPPROVAL SOUGHT: Approval of awning.
LOCATION: 74-121 Highway III
ZONE: C-1
Mr. Drell explained that the proposed awning is to be green with
ivory letters.

Commissioner Martin questioned whether they could have signage on
all three sides of the awning. Mr. Smith indicated that they could
not unless specifically approved by commission.
Commission had some concern about the placement of the awning on the
building. The applicant indicated that it would be located closest
to the front of the store.
It was moved by Commissioner Cook, seconded by Commissioner Holden
to approve this case subject to the lettering being on the front of
the awning only, no lettering on the sides. Carried 5-0
IV. DISCUSSION ITEMS:
1 . CANYON COVE AND DEEP CANYON TENNIS CLUB
Mr. Drell informed the commission of the problem at this location
with the fencing of three to four lots. He indicated that the
Deep Canyon people would like to see wrought iron fencing with
landscaping instead of just plain wood.
Commissioner Cook suggested that it be painted and double faced and
plant some trees.
Commissioner Martin suggested that the Deep Canyon Tennis Club wall
be stuccoed. Commissioner Leung indicated that landscaping should
have been required before this.
Commission agreed that they would like to see additional landscaping
with the fence being painted to a color preferred by the residents.
2. COUNTESS VON HUELLESSEM AWNING
Commissioner Holden indicated that the commission had never received
proper drawings showing all four sides of the structure. The
proposal was for the awning to be on two sides of the building only.
He questioned if there was a way that we could have them change this.
Commissioner Martin stated that he thought that the awning was on
all four sides of the building.
Mr. Smith explained that if the awning was less than the four sides
that it must come back to this commission.

3. NONCHALANCE
Commissioner Martin questioned the use of pink lights on this
building. Commissioner Holden questioned that approval of the front
doors being extended to the front of the building. He noted that
the parapet was still plywood and that the rear of the building had
no parapet at all . There is also lots of equipment storage at the
rear of the building.
Mr. Weller indicated that he would look into this matter.
4. ORTHO MATTRESS
Commissioner Martin noted that Ortho did not fill in the arch behind
the sign as was a condition of the approval .
Mr. Smith asked Mr. Weller to check his plans in building to see
what they say.
5. FISH AND CHIPS BUILDING
Commissioner Martin indicated that a can has been placed there and
has been empty for a long time now. He stated that a false front or
something should be placed in the can or the box should be removed.
Mr. Smith said that he would discuss this matter with Frank Allen,
Code Director.
6. CASHMERE SHOP
Commissioner Holden indicated that this awning is almost a free
standing awning and it does not tie in with the building.
Mr. Smith stated that he did not recall a building permit being
issued for this awning , although , it was approved by the
architectural commission. He felt that if there was no permit
issued then we might be able to review this again.
Mr. Weller stated that he would check to see if a permit was issued.

7. POOL STORAGE ON PANORAMA
Commissioner Cook indicated that he was concerned with the storage
area on Panorama which is built right on the street surrounded with a
chain link fence with green backing.
Mr. Smith noted that code states you may store things outside as
long as it is not visible from a public street.
Commissioner Holden indicated that there are trucks parked there that
are visible from the street. He noted that the commission required
that General Telephone provide landscaping and a solid screen to
obstruct visibility of trucks and equipment.
Mr. Smith asked Mr. Weller to look into this matter.
