The meeting was called to order at 2:00 pm after a one hour study session. Carried 3-0-1 (Commissioner Cook abstained) It was moved by Commissioner Holden, seconded by Chairman Gregory to approve the minutes of September 10, 1985 as written. Carried 2-0-2 (Commissioners' Martin and Cook abstaining) . It was moved by Commissioner Cook, seconded by Commissioner Holden to approve the minutes of September 24, 1985 as written. Carried 2-0-2 (Commissioner Martin and Chairman Gregory abstaining) . II. Moved by Commissioner Cook, seconded by Commissioner Holden to approve the following cases by minute motion. Carried 4-0. 1. CASE NO: 288 MF APPLICANT (AND ADDRESS): NICK JORGENSEN, 48-596 Oakwood Way, Palm Desert, CA 92260. NATURE OF PROJEC ZAPPROVAL SOUGHT: Final landscape plan approval for triplex. CASE NO: 1049 SA APPLICANT (AND ADDRESS): HIS N' HERS NAIL BOUTIQUE & IMPORTS, 73-405 El Paseo, Suite 32E, Palm Desert, CA 92260; PORTALS, 73--280 El Paseo, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of retractable awning with signage. LOCATION: Unit fronts onto Lupine Lane, opposite Tai Ping entry. ZONE: C-1 S.P. III. CASES: A. Final Drawings: 1. CASE NO: 271 C APPLICANT (AND ADDRESS) : COUNTESS VON HUELLESSEM INTERNATIONAL FASHIONS, 73-405 E1 Paseo, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage. LOCATION: South side El Paseo in El Paseo Village. ZONE: C-1 S.P. It was noted that at the last meeting the commission's concerns were that the color was too harsh and that a detailed elevation drawing would be needed. Count Von Huellessem explained to the commission that they wanted something that would be visible. Commissioner Holden felt that the awning served no purpose except for signage. Chairman Gregory indicated that the awning would cover the beam of the building and questioned if that would be covering an asset of the architecture. Commissioner Martin noted that he would like the lettering on the awning to match the style of the existing sign. Commissioner Holden indicated that if the awning was lowered to expose the beam then it might be acceptable. 2 MINUTES ARCHITECTURAL COMMISSION OCTOBER 8, 1985 It was moved by Commissioner Martin, seconded by Commissioner Gook to approve Case No. 271 C subject to the following conditions: 1 . That the graphics on the awning match the style of the existing sign. 2. That the maximum sign area be 12 square feet and one sign only. 3. Scallops on the bottom of the awning to be limited to two inches. 4. That the awning material be a long lasting, no fade material . Carried 3-1 (Commissioner Holden opposed) 2. CASE NO: 291 MF APPLICANT (AND ADDRESS): OTRA 1 . 27252 Calle Arroyo, San Juan Capistrano, CA 92675; BILL WRIGHT, 68-619 Perez Road, Cathedral City, CA 92234. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary and final approval of plans for garage and covered parking. LOCATION: Area bounded by Panorama Drive, E1 Camino, Sunset Lane and Abronia Trail . ZONE: R-3 Commissioner Cook was concerned that the structures would cut off the corner visibility and thought that the parking structures were not really needed. Mr. Brad Gates, applicant, indicated that he was trying to improve the area by providing covered parking and garages. Commissioner Holden indicated that he would prefer to see less covered parking which would move the structure further from the street for better visibility. He suggested reducing the structure from 6 covered spaces per unit to 4 covered spaces per unit. Chairman Gregory felt that there would be too much structure and asphalt and not enough landscaping. Mr. Sawa indicated that the planning commission was requiring an additional 3 foot hedge between the curb and the first parking space. 3 MINUTES ARCHITECTURAL COMMISSION OCTOBER 8. 1985 Commission concurred that the project might be more acceptable if there were four parking spaces per unit instead of six per unit. It was moved by Commissioner Holden, seconded by Chairman Gregory to deny this case based on the following findings. Carried 3-1 (Commissioner Martin opposed) . 1 . Structure would over-crowd the site. 3. CASE NO: 289 MF APPLICANT (AND ADDRESS): ROYCE CONNOR, 74-935 Highway 111 , Indian Wells, CA 92210: C.W. MAXWELL, 1109 Mesquite Avenue, Palm Springs, CA 92264. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of landscape plan. LOCATION: Northeast corner of Alessandro and Santa Ynez. ZONE: R-3 Chairman Gregory indicated that the number of trees and vines should be doubled and that a header board should be used around the wall . Moved by Commissioner Cook, seconded by Commissioner Holden to approve subject to the following conditions. Carried 4-0 1 . That the amount of street trees and vines be doubled. 4. CASE NO: SAT ANT 9 APPLICANT (AND ADDRESS) : HIGH PERFORMANCE SATELLITE TELEVISION SYSTEMS, P.O. Box 1891 , Palm Desert, CA 92261 . NATURE OF PROJECT/APPROVAL SOUGHT: Approval of one roof mounted, solid. satellite dish antennae. LOCATION: 74-140 El Paseo, southwest corner of El Paseo & Hwv ill . ZONE: C-1 S.P. Mr. Smith indicated that commission reviewed this in study session and its basic concern was with the antennae not being adequately screened from public streets. 4 MINUTES ARCHITECTURAL COMMISSION OCTOBER 8, 1985 Mr. John Adams explained that he would prefer to place the antennae in the parking lot but parking spaces could not be deleted. Commissioner Martin suggested placing the antennae on a pole and raisina it above the cars without deleting any parking spaces. Mr. Smith indicated that if the antennae were placed toward the rear of the parking lot near the alley above the cars staff would have no objection. Chairman Gregory said that he would prefer to see the 8' dish on 1 v be placed on the roof. Commissioner Holden felt that less people would see the dish if it were in the parking area. It was moved by Commissioner Martin, seconded by Commissioner Cook to approve this case subject to the following conditions: 1 . That a maximum of one dish antennae may be located in the rear of the parking lot. 2. That the dish be painted either a brown or green color. 3. That the maximum size be 12 feet in diameter. 4. That the dish be installed on a pole to assure adequate visibility throughout the parking lot. Carried 4-0 7. CASE NO: 1045 SA APPLICANT (AND ADDRESS): CARVER CO, 559 S. Palm Canvon Drive, Palm Springs, CA 92262; GOLDEN STATE SIGN SYSTEMS< till B. Montalvo Way, Palm Springs, Ca 92262. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign program for retail stores in commercial complex. LOCATION: Southeast corner of Monterev and Country Club Drive. ZONE: PC (2) Commissioner Martin stated that he would prefer the letters to be reduced to 8" for the 2' fascia on the octagonal building. The remaining buildings have a 3' fascia which the 12" letters would be fine. 5 v4we MINUTES ARCHITECTURAL COMMISSION OCTOBER 8, 1985 Commission had some concerns with the proposed colors. Mr. Jack Brand, applicant, indicated that they were trying to liven up the center and make it more attractive. Commissioner Martin indicated that he liked the blue but not the yellow and that he would be willing to approve just the blue. Commissioner Holden stated that there is already several different colors approved for this center. He noted that the design and style of the signs were fine. Mr. Brand suggested that the commission approve the sign program concept and that he come back with a color proposal at a later date. Moved by Commissioner Cook, seconded by Commissioner Martin to approve this case subject to the following conditions: 1 . That the lettering on the octagonal building be reduced to B". 2. That the yellow color be deleted, only blue is approved at this time. Carried 4-0 8. CASE NO: 164 C APPLICANT (AND ADDRESS): MOBIL OIL CO. , c/o HILLYARD & CO. , P.O. Box 256, Balboa Island, CA 92662; RON GREGORY & ASSOCIATES. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revised landscaping plans adjacent to Mobil Oil station. LOCATION: Southeast corner of Monterey and Country Club Drive. ZONE: PC (2) There seemed to be conflicting plans on the height of the wall at the rear of the station. This matter was resolved and it was decided that the additional landscaping would not be necessary. It was moved by Commissioner Cook, seconded by Commissioner Martin to approve this case. Carried 3-0-1 (Chairman Gregory abstaining) . 6 VftW 'w 0 MINUTES ARCHITECTURAL COMMISSION OCTOBER 8, 1985 IV. DISCUSSION ITEMS: 1. CASE NO: 1038 SA APPLICANT (AND ADDRESS): THOMAS NOWLAN, 68-780 Olancha #A, Cathedral City, CA 92234. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identifi- cation signs for Domino's Pizza. LOCATION: 73-711 Highway III , south side Hwy III east of Larkspur. ZONE: C-1 S.P. Mr. Smith explained that the applicant had received approval previously and is now requesting a change to that approval . He requested the signs to hang from the building at an angle not to exceed 45 degrees from the horizontal . It was moved by Commissioner Cook, seconded by Commissioner Holden to approve this change. Carried 4-0. 2. GENERAL TELEPHONE Mr. Smith indicated that General Telephone was requesting to raise the roof of their building from 16 feet to 25 feet in height. He noted that staff's concern was with the parking lot on the north side of Alessandro having a chain link fence with the equipment visible from public streets. The building has existing visible roof mounted equipment. Commission felt that the storage area should be enclosed so that it is not visible and that the wall is to provide adequate visibility for vehicular traffic. Also an additional 6 foot parapet is to be provided to screen roof mounted equipment on the west part of GTE building roof. It was moved by Commissioner Holden, seconded by Commissioner Cook to approve this case subject to the following conditions: 1 . That a masonry wall be provided to restrict visibility of parking lot along with adequate landscaping around the exterior perimeter. 7 fir° MINUTES ARCHITECTURAL COMMISSION OCTOBER 8, 1985 2. That an additional 6 foot parapet be provided to screen roof mounted equipment on the west part of the existing roof which is not proposed to be raised. Carried 4-0 3. CASE NO: 62 C APPLICANT (AND ADDRESS): PALMS TO PINES DRAPERIES & CANVAS for Michael 's restaurant, 73-111 El Paseo, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a freestanding awning with signage. LOCATION: South side El Paseo east of Ocotillo. ZONE: C-1 S.P. Commissioner Cook indicated that he had the same concerns that he had at the previous submittal of this case. He felt that both ends of the awning should be the same and that it not end at a tree which makes the awning appear unfinished. Commissioner Holden stated that he felt that the commission should not approve landscape plans and then approve of people cutting down trees. He noted that the awning appears to lead nowhere. Chairman Gregory and Commissioner Martin had no objection to the proposed awning. It was moved by Chairman Gregory, seconded by Commissioner Martin to approve the awning as submitted. Vote 2-2 (Commissioners' Holden and Cook against) Motion did not carry. After further discussion Commissioner Cook noted that he would change his vote but indicated that he still thought that the awning was half a thought. Moved by Chairman Gregory, seconded by Commissioner Martin to approve the awning as submitted.
