It was moved by Commissioner Holden. seconded by Commissioner Martin to
approve the minutes of October' 8. 1985 as amended. Carried 4-0-1

Commission indicated that it would like to see the copper element
remain on the buildina.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of new sign program.
LOCATION: Columbia Center, southwest corner Highway Ill and Highway

Mr. Smith indicated that staff had concern with the neon in the sign.
Commissioner Cook thought that the sign was placed too high on the
building and suggested that it be lowered or the size of the sign
reduced. He indicated that the rectanales around the smaller
letters should be deleted.
Commission questioned the location of the sign. The applicant
indicated that is was to be mounted on the fascia.
Moved by Commissioner Cook, seconded by Commissioner Holden to
aonrove the sign oroaram sub.iect to the followina conditions.

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary conceptual approval
Of plans to remodel existing commercial buildina.
LOCATION: Southeast corner Hiahwav III and San Luis Rev.
ZONE: C-1 S.P.
Mr. Smith explained that the applicant had received approval of city
council and Plannina commission but that the plans had been chanaed
since that approval . He indicated that it was now before this
commission for conceptual approval only and that he must return to
city council for approval of the changes. Application for aoorovai
of a monument sign was also submitted.
Commissioner Cook auestioned the other signs that appear on the
Plans. Mr. Smith indicated that only the monument sign was being
submitted at this time.
Commissioner Leung noted that the Pronertv Owner's Association had
approved the plans and that he had no comments.
It was moved by Commissioner Holden. seconded by Commissioner Cook
to arant conceptual approval subiect to the following conditions..
1 . That no more than one monument sign be Permitted, and that it be
located alona the Frontage Road.
Carried 4-0-1 (Commissioner Martin abstaining)

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
architectural plans for an industrial/office complex.
LOCATION: Southwest corner Cook Street and Hovley Lane.
ZONE: S. I . S.P.
Mr. Smith indicated that staff was concerned with the extensive use
of black glass in this environment.
Commissioner Martin indicated concern with the roof mounted
mechanical equipment being visible and suggested that the glass be
extended to screen the equipment. He also questioned the type of
glass material being used.
Daniela Bogdan, applicant, stated that she could send a sample of
the material for the commission's review.
Commissioner Cook thought that the lot was low and that would make
the roof mounted equipment even more visible from Cook Street.
Mr. Harold Housley indicated that thev were going to be bringing in
extra dirt to raise the pad site.
Commissioner Cook stated that he would like to see a site plan.
Moved by Commissioner Cook, seconded by Commissioner Martin to grant
preliminary approval subject to the conditions in the staff report
and the following. Carried 4-0-1 (Chairman Gregory abstaining)
1 . That a section through the building from the Cook Street and
Hovley Lane intersection be provided along with a line of sight
drawing assuring that roof mounted equipment will not be
visible.
4. CASE NO: 270 C
APPLICANT (AND ADDRESS) : BOB SANDIFER. P.O. Box 1008. Rancho

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of a 13.000
square foot industrial building.
LOCATION: Southwest corner Mediterranean and Beacon Hill .

Commissioner Martin noted that he did not see any type of screening
for roof mounted equipment. Commissioner Leung felt that the plans
were incomplete.
Chairman Gregory felt that there should be additional landscaping
provided between the two industrial parks. He suggested that the
trees be doubled and changed to a vertical growing tree.
Commissioner Martin thought that each property owner should be
required to provide trees every 20 feet on center or clusters.
Chairman Gregory suggested that the individual parking space be
deleted and that additional landscape be added.
Moved by Commissioner Leung, seconded by Commissioner Martin to
continue this case with the following conditions to apply to future
submittal .
1 . Restudy of landscape plan on the south property line and
eastern exposure.
2. Section drawing including line of site showing screening of
roof mounted equipment.
3. Samples of block cap and tiles to be used.

5. CASE NO: 282 C
APPLICANT (AND ADDRESS) : RICHARD AYRES, 73-445 El Paseo, Palm

NATURE OF PROJECT/APPROVAL SOUGHT: Exterior modifications in
connection with Cedar Creek Inn expansion (preliminary) .
LOCATION: Southwest corner of San Pablo and El Paseo.
ZONE: C-1
Mr. Joy indicated that the applicant has received city council
approval for the expansion.

Commissioner Holden indicated that since they were taking what was
previously open space he thought that they should provide additional
landscaping outside of the wall .
Commissioner Martin noted that the columns around the exterior
dining area should be increased in height and size to match the
existing columns on the building.
It was moved by Commissioner Martin, seconded by Commissioner Cook
to approve Case No. 282 C subject to the following conditions.
1 . That the columns supporting the gazebo be increased to match
the existing columns on the building.
2. That landscaping be added to the public side of the exterior
wall .
Carried 5-0
6. CASE NO: 260 C
APPLICANT (AND ADDRESS): VIP ADOBE & SHAHIN IKEZAWA INC, c/o
CATHERINE MAY & ASSOC. , 2200 Pacific Coast Highway 0314, Hermosa
Beach, CA 90254; WURZBURGER & ALBERT. 8008 W. Third Street. Los
Anaeles. CA 90048.
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a
248 room hotel with two restaurants and health club.
LOCATION: One hundred feet south of El Paseo, between Highway 74
and Ocotillo.
ZONE: PC (4) S.P.
Mr. Sawa outlined the case and indicated that the La Paon restaurant
was not aoing to be remodeled as previously planned. Mr. Sawa also
noted that the applicant has received preliminary property owner's
association approval and that final approval will be necessary
before building permit issuance.
There was some question as to what was going to happen to the
existing trees.
Mr. Wurzburger indicated that 105 of the existing trees were to be
replanted into the design. He stated that he could compose a letter

indicating the number and types of trees that are to be replanted.
Mr. Sawa noted that it would be a good idea.
Commissioner Cook questioned the building to property line setback.
Mr. Wurzburger indicated that it is 10 feet.
Moved by Commissioner Cook, seconded by Commissioner Leung to grant
final approval on the building and preliminary approval on landscape
plan subiect to the following conditions. Carried 5-0
1 . That a final landscape plan be approved prior to building
permit issuance.
2. That the Tristania be deleted from the landscape plan.
7. CASE NO: 1058 SA
APPLICANT (AND ADDRESS): FRANK URRUTIA, 73-550 Alessandro. Suite
1 , Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign.
LOCATION: 73-550 Alessandro
ZONE: R-3
Mr. Smith indicated that the sign is to be a typical tenant sign 18"
by 3' with 6" and 2" letters.
Moved by Commissioner Holden, seconded by Commissioner Martin to
approved the proposed sign. Carried 5-0
8. CASE NO: 269 C
APPLICANT (AND ADDRESS): 1ST BANK OF PALM DESERT. 10403 W. Colfax
Avenue, Lakewood, CO 80215; HOLDEN & JOHNSON. 73-330 El Paseo ##B,
Palm Desert. CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT. Final approval of plans for
permanent bank and preliminary and final approval of plans for
temporary bank.
LOCATION: Northeast corner of Monterey Avenue and Highway Ill .
ZONE: C-1 S.P.

Mr. Holden indicated that along with approval of permanent and
temporary banks he would like conceptual approval of a sign. He
noted that the location of the sign was to be above the height limit
that code permits and that it would have to be approved by planning
commission. The proposed sign was to be solid metal , baked-on car
enamel being back-lit and the preferred color being fleetwood
green.
Mr. Sawa asked the commission if it would be in favor of amending
the code pertaining to height limits for signs.
Commission was in favor of amending code for sign height limits.
Commissioner Martin questioned the need for the temporary bank when
final approval of the permanent bank has already been received.
Mr. Holden explained that approval from Caltrans was needed prior to
construction of the permanent building.
Moved by Commissioner Martin, seconded by Commissioner Cook to grant
final and preliminary approval on temporary building, final approval
on permanent building and conceptual approval of sign program.
Carried 4-0-1 (Commissioner Holden abstaining) .
IV. DISCUSSION ITEMS:
1. CONTINENTAL AND VACATION INN'S
Mr. Smith explained that city council had concurred that each hotel
should be allowed 35 square feet in sign area.
Chairman Gregory stated that he had concerns with the colors of
Continental Inn and with the slump stone on the base of the signs.
Commissioner Cook questioned how the signs relate to the buildings.
The applicant indicated that the stucco on the base of the sign
would match the stucco on the buildings.
Mr. Smith noted that the location of the Vacation Inn sign was fine
but there is concern with the location of the Continental Inn sign.
He also noted that the future restaurant will not be allowed a
freestanding sign.

Commission felt that the Continental Inn sign would be a traffic
hazard in its current position.
It was moved by Commissioner Holden, seconded by Commissioner Martin
to approve Vacation Inn sign as submitted. Carried 5-0
It was moved by Commissioner Holden, seconded by Commissioner Martin
to approve the Continental Inn sign with the following condition.
1 . That the sign location be submitted to staff for approval
pertaining to the safety of the sign.
Carried 5-0
2. AGRICULTURAL COMMISSION LETTER
Chairman Greaory indicated that he had received a letter from the
agricultural commission stating that all landscape plans must be
approved by them.
The commission thought that this was an impracticable requirement
and as such they did not wish to formally respond to the letter.
3. HIROKO'S AWNING - Case No. 213 C Amendment #1
Portals submitted a blue and pink 6 foot dome front awning.
Commissioner Cook questioned if the awning would oxidize. Mr.
Beatty indicated that it would a little.
Moved by Commissioner Martin, seconded by Commissioner Cook to
approve the awning as submitted. Carried 5-0
4. REQUIREMENTS FOR SUBMITTALS
Mr. Mark Beatty, Portals, questioned the requirements for submit:tincl
awnings for review. He felt that he has worked hard to meet the city
standards and that other applicants for awnings have received
approval with inadequate information.
