The meeting was called to order at 2:00 pm after a one hour study session. Carried 3-0- 1 (Commissioner Holden abstaining) . II. Moved by Cam�issioner Holden, seconded by Commissioner Drury to approve the following cases by minute motion. Carried 4-0 1. NATURE OF F'ROJECT/APPROVAL SOUGHT: Preliminary approval of 12,000 square foot industrial buiiding. IOCATION: St. Charles Place, Paim Desert Business Center ZONE: S. I . Subject to the sidewalk being determined by city policy. III. CASES: A. Final Orar+ings: l. CASE N0: 851 SA APPLICANT (AND ADDRESS): BONWIT TELLER, 72-800 Highway lll , Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Amendment to sign program. LOCATION: Palm Desert Town Center ZONE: PC Mr. Smith indicated that in study session the commission was concerned with the sign being placed on the fascia. Mr. Stan Elkins explained that they were not set on where to place the sign. They would be open to recommendations from the commission. It was moved by Commissioner Holden, seconded by Commissioner Martin to approve the sign located on the wall , not on the fascia. Carried 4-0. B. Preliminary Plans: 1. CASE N0: 302 MF APPLICANT (AND ADDRESS): RAY-A� ENTERPRISES, 73-660 Boca Chica Trail , Palm Desert, CA 92260. 3 �rr� V� MINUTES ARCHITECTURAL COMMISSION APRIL 22, 1986 NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval for a six unit apartment project. LOCATION: Southeast corner of Catalina Way and San Pablo. ZONE: R-3 Mr. Dreli explained that commission had concerns in study session with sun control on west facing windows and with the elevations having some type of continuity. Chairman Gregory indicated that he would prefer a different look for this as a main access through town. He suggested that the units closest to San Pablo be brought down to one story which would show some type of sensitivity to the street. He questioned the setback requirement for this lot. Mr. Dreli explained that the setback requirement is 20 feet from curb and that the project conforms to all ordinance requirements. Commissioner Drury stated that she had no concerns with the project. Cortunissioner Martin's concerns were with the continuity of elevations and with the sun control for windows. He felt the two foot pop-outs did not provide adequate screening and requested that the commission see all elevation drawings of all buildings. Commissioner Holden agreed that there should be some compatibility of elevations. Moved by Commissioner Martin, seconded by Commissioner Drury to grant preliminary approval subject to the fotlowing conditions: 1 . That additional sun protection be provided for windows. 2. That the elevations tie-in with the design theme of the building. Carried 3-1 (Chairman Gregory opposed) IV. DtSCU5SI0N 1TEMS: 1. CASE N0: 1138 SA APPLICANT (AND ADDRESS): FUTON FURNITURE GALLERY, 73-743 Highway 111 , Palm Desert, CA 92260. 4 � � MINUTES ARCH I TECTl1RAL C�IM I SS I ON APRIL 22, 1986 NATURE OF PROJECT/APF'ROVAL SOUGHT: Approval of neon sign. LOCATION: 73-743 Highway 111 ZONE: Mr. Smith indicated that cortxnission, at study session, had thought that the sign was not unacceptable. It felt that if the total signage did not exceed the sign area permitted by code, staff could then grant approval . Corrxnissioner Holden felt that some neon signs were inappropriate. Cornmission concurred that it would prefer to review all neon signs for the city. Moved by Commissioner Martin, seconded by Cortrnissioner Drury to approve the neon sign if adequate sign area exists as permitted by code. Carried 4-0 2. CASE N0: 298 MF APPLICANT (AND ADDRESS): JOHN DELLA, 265 N. Saturmino Drive, Palm Springs, CA 92262. NATURE OF PROJECT/APPROYAL SOUGHT: Preliminary approval of a three unit apartment pro,�ect. LOCATION: Driftwood Street 90 feet west of Deep Canyon. ZONE: R-3 Mr. Diaz exptained that there was a problem with parking which needed to be worked out. Commissioner Martin felt that it was not permitted to have cars back onto the street. Mr. Diaz indicated that it was aliowed but that it was discouraged. He also noted that there should be additional screening on the west and south facing windows. Mr. Smith suggested that the size of the units be reduced to provide additional space for parking. Commissioner Martin objected to the front elevation. Commissioner Holden noted that the commission reviews the architecture and design of the building and felt that this was a box building. 5 � � MINUTES ARCHITECTURAL COMMISSION APRIL 22, 1986 Chairman Gregory felt that the building could be softened some by putting additional planting in the parking area and in the front of the building. He suggested that the units have private yards and thought that the pool area was minimal and that planting should be added. Mr. Della indicated that he could add a small wall to provide private yards. Commissioner Martin thought that the plan needed restudy even though the project might be upgrading the area. He had concerns with the parking situation and also with the mansard roof. Chairman Gregory felt that the appiicant should resubmit showing attention to Cortxnnissioner Martin's concerns and also his comments. He suggested that he provide additional landscaping in the front of the building and move the parking to a more suitable location. Commissioner Martin felt that there was more than one way of doing this project. He indicated that the planning commission would solve the parking problem and suggested that the front unit have a roof and the back units have flat roofs with parapets to hide all mechanicai equipment. Moved by Commissioner Drury, seconded by Chairman Gregory to grant preliminary approval subject to restudy of the mansard roof, landscaping, parking and pool areas. Vote 2-2 (Commissioner's Holden and Martin opposed) The vote therefore died and Chairman Gregory continued the case. 3. LOBLAND NARING - Awning Mark Beatty, Portals, presented drawings for an awning proposed for the �obland Waring office. Commissioner Holden indicated that the property owner's association shoutd approve this before coming to architectural commission. He felt that the awning did not tie-in to the buiiding in any way.
