The meeting was called to order at 1 :00 pm after a one hour study session. CASE NO: 1225 SA APPLICANT (AND ADDRESS): PHOTOGRAPHY BY DENNIS, by Portals, 73-280 El Paseo #6, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage. LOCATION: 73-382 El Paseo ZONE: C-1 S.P. Mr. Smith indicated that commission had concerns in study session regarding the placement of the awning on the building. Commissioner Cook felt that the awning would look out of place in the proposed location. He noted that it was located too high on the fascia. He stated that the complete block would be jeopardized with this one awning. Mr. Mark Beatty, Portals, indicated that the awning was in the current location to provide visibility and shade for the window. He noted that it was similar in style to the Studio 10 awning and that the owner of the building wished to revise the building. The business owner explained that the reason for the awning was to provide shading for the windows where photographs were to be displayed. Chairman Gregory indicated that the building needs an awning that is compatible with its design. Commissioner Cook felt that the owner of the buildings should provide a complete awning or revision plan for the whole building rather than just the one tenant. Chairman Gregory pointed out that the owner of Plaza Taxco coordinated several awnings on that building. He noted that the columns and the 3 MINUTES ARCHITECTURAL COMMISSION AUGUST 12, 1986 fascia were the strongest architectural points of the building and should not be covered. Commissioner Cook suggested that the awning be set back so that the beam and facia are still visible and the awning be a straight up and down awning. Mr. Beatty questioned the use of lateral arm awnings. Commissioner Drury indicated that she had no problem with lateral arm awning as long as they were appropriate for the building design. It was moved by Commissioner Drury, seconded by Commissioner McCrea to return this case to the applicant for resubmittal based on the possibility of locating the awning under the fascia and being more compatible for the building. Carried 4-0 2. CASE NO: 1226 SA APPLICANT (AND ADDRESS): ROBINSON'S by Brite Lite Neon Corporation, 5536 Satsuma Avenue, North Hollywood, CA 91601 . NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign program for department store. LOCATION: Palm Desert Town Center ZONE: PC (B) S.P. Mr. Smith explained that commission reviewed the proposed signs and were advised that the south facing sign was larger than code allowed. Mr. Wes Stople, Brite Lite Neon, indicated that they would prefer to have the requested size signs approved. He noted that they would be willing to decrease the size if necessary. Mr. Smith suggested that commission follow the staff recommendation to reduce the size of the south facing sign to meet code which would be 121 square feet. He noted that if commission wished they could ask for a code amendment which would allow additional signage area. It was moved by Commissioner Cook, seconded by Commissioner Drury to approve the signs as per staff recommendation of the south sign being reduced to 121 square feet. Carried 4-0 3. CASE NO: 308 C 4 MINUTES ARCHITECTURAL COMMISSION AUGUST 12, 1986 APPLICANT (AND ADDRESS): PACIFIC EQUIPMENT, 6171 Wimbledon Drive, Riverside, CA 92506; HOLDEN & JOHNSON, 73-330 E1 Paseo B, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of a 8500 square foot landscaping equipment warehouse showroom. LOCATION: Northeast corner of 42nd Avenue and Corporate Way. ZONE: S. I . This item was continued at the request of the applicant. B. Preliminary Plans: 1. CASE NO: 314 MF APPLICANT (AND ADDRESS): CTKO, 77-900 Avenue of the States, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of a senior center plan. LOCATION: Northwest corner of Country Club Drive, 500 feet west of Cook Street. ZONE: PR-5 Ms. Sass explained that the proposal was for reconfiguration of an already approved project and outlined the changes that had been made. Mr. Dick Oliphant, applicant, further explained the architecture and design of the proposed project and indicated that the architecture was done by Luis Berrigone the famous architect. Mr. Norm Shoan reviewed the site plan and pointed out how the different sections work together. A sidewalk and water treatment areas are provided throughout the project which create a natural environment. Mr. Larry Ryan, Morse Consulting, explained the various amenities which include a pool and spa area and large recreation and dining areas. He noted that there were trees located at the areas where the walkways meet with the roads that provide screening. 5 1%W' MINUTES ARCHITECTURAL COMMISSION AUGUST 12, 1986 Commissioner Drury questioned the amount of parking spaces provided and if the project would be built all at once. Mr. Oliphant indicated that 85 parking spaces were required and 105 are provided for. He noted that the buildings would be built all at one time. Commissioner Cook was appreciative of the architecture but felt it was inappropriate for the desert area. He noted that there was no provision for solar protection on any of the buildings which was not adequate in this area. Mr. Shoan indicated that the windows would not be exposed to the sun very often and he felt that the cooling effect of the water would provide a calm atmosphere. He noted that the walls had deep recesses and the windows will be pulled back. Commissioner Cook stated that the recesses were not apparent in the plans and indicated that the sun control needed to be addressed. He noted that the two commissioners that were absent would probably agree with his comments. Commissioner Drury questioned if the colors indicated on the plans were the actual colors to be used. Mr. Oliphant explained that these were the colors to be used and that they had been toned down from the original architects design. The bright colors are used to emphasize the entrances and other architectural points. Chairman Gregory felt that a less graphic landscape plan needed to be submitted showing details of shrubs and trees. It was moved by Commissioner Drury, seconded by Commissioner McCrea to grant conceptual approval subject to the addition of solar protection on all buildings, the colors being muted and a revised landscape plan. Carried 4-0 2. CASE NO: 313 MF APPLICANT (AND ADDRESS): HELIOS I , LTD, 30101 Town Center Drive, Suite 211 , Laguna Niguel , CA 92667. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of a senior center landscape plan. LOCATION: North of Country Club Drive between Portola and Cook St. ZONE: PR-5 6 `� rwrr MINUTES ARCHITECTURAL COMMISSION AUGUST 12, 1986 Ms. Sass explained the location and gave a description of the project. Chairman Gregory questioned the access for maintenance equipment into the atrium area. He felt the project had an attractive layout. Commissioner Cook was in favor of the conceptual plans. He indicated that it needed some additional solar protection but had good coverage on almost everything. Commissioner Drury was concerned with the area that the street looped was too consistent and needed some variation. Mr. Diaz suggested that they differentiate the buildings some by setting some back from the street where possible. Chairman Gregory recommended that the applicant look at making the patios larger. He felt that they would be used often, therefore they should provide more space. It was moved by Commissioner Cook, seconded by Commissioner Drury to grant preliminary approval subject to the following conditions. 1 . Minimum addition of solar protection to be provided. 2. Access be provided for maintenance equipment to atrium area. 3. The units on the loop to differentiate in set backs. 4. Review the possibility of making patios larger. Carried 4-0 3. CASE NO: 311 MF APPLICANT (AND ADDRESS): EDWARDS CONSTRUCTION, 11703 Anabel Avenue, Garden Grove, CA. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of elevations and landscaping for four-plex. LOCATION: South side of Shadow Mountain west of San Luis Rey. ZONE: R-3 13,000 (3) Mr. Drell presented a plan at study session which would delete the back out parking spaces onto the street. He suggested that windows 7 MINUTES ARCHITECTURAL COMMISSION AUGUST 12, 1986 be added to the front elevation of the garages and additional landscaping. He noted that a sidewalk will be required. Chairman Gregory stated that the landscape plan will need revision by someone who is familiar with the plants and trees appropriate for this area. It was moved by Commissioner Drury, seconded by Commissioner Cook to grant preliminary approval subject to addition of architectural detail on the north elevation of the garage and a revised landscaping plan. Carried 4-0 IV. DISCUSSION ITEMS: 1. APPLICANT (AND ADDRESS): D & D DEVELOPMENT, Raffles, NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of landscape plans. LOCATION: ZONE: Staff explained that the sidewalk was being reduced from 8 feet to 6 feet and that a four foot high berm measured from parking lot grade is required. The applicant indicated that the parking lot grade is different around the parking lot. It was moved by Commissioner Cook, seconded by Commissioner McCrea to approval the final landscape plan subject to the parking lot relationship being worked out with staff. Carried 4-0 2. CASE NO: 1201 SA APPLICANT (AND ADDRESS): THE LOCK SHOP, 73-260 Highway III , Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of two identification signs. LOCATION: 73-560 Highway III ZONE: C-1 8 ' nz MINUTES ARCHITECTURAL COMMISSION AUGUST 12, 1986 Mr. Diaz felt that the sign was too busy and recommended that the burglar person and the AABCO Safe Company be deleted. He also recommended that the letters be all black or rust or brown instead of yellow. The applicant explained that he had no objection to deleting the AABCO Safe Company but would prefer to keep the burglar because it was their logo. Commissioner Cook suggested that the applicant return with a revised color scheme. Chairman Gregory noted that the commission tries to discourage pictures on signs when possible. He felt that if it was a vital part of the sign it might be further considered. Moved by Commissioner Cook, seconded by Commissioner McCrea to approve subject to the letters being changed to brown, the burglar being deleted and the AABCO Safe Company being deleted. Letters must be in proportion with the sign. Carried 3-0-1 (Commissioner Drury abstaining) . 3. CASE NO: 304 MF APPLICANT (AND ADDRESS): HARRY SCHMITZ, P.O. Box 3992, Palm Desert, CA 92261 . NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of six unit senior project and carports. LOCATION: 44-620 San Rafael ZONE: R-3 S.O. Mr. Drell explained that the applicant wished to extend the roof of the homes to provide coverage for the carports. Mr. Cook suggested that the wall in front of the parking be replaced with landscaping. Chairman Gregory suggested using a dwarf oleander to provide a hedge and stated that the two trees located in the front parking area are to be 24" box trees. He requested that the shrubs against the building be larger than what is proposed. It was moved by Commissioner Drury, seconded by Commissioner McCrea to grant final approval subject to the elimination of the three foot high wall and replacing with hedge, changing the two front trees to 24" box and that the shrubs against the building be enlarged. Carried 3-0-1 (Commissioner Cook abstaining) . 9 Nof MINUTES ARCHITECTURAL COMMISSION AUGUST 12, 1986 4. CASE NO: 309 MF APPLICANT (AND ADDRESS): MANOR CARE, 1940 Old Tustin Avenue, Santa Ana, CA 92701 . NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign. LOCATION: Country Club Drive east of Monterey Avenue. ZONE: Mr. Drell indicated that the proposed sign was within code require- ments but he felt that the graphics of the lettering could be more attractive. The applicant indicated that the sign was ground lit and that the lettering is similar to existing signs in the surrounding area. He noted that the sign is the company prototype and they would like to remain consistent with their other projects. Chairman Gregory indicated that the landscape plan was revised satisfactorily. Commissioner Cook recommended that the two lines of lettering be brought closer together. The applicant agreed to this change. It was moved by Commissioner Drury, seconded by Commissioner McCrea to approve the final landscape plans and the sign with the condition that the two lines of the sign be closer together. Carried 4-0 5. CASE NO: 1123 SA Mr. Brooks requested that the commission reconsider this item and approve the awning with the black and white strips around the perimeter of the awning rather than the checks in green and white.
