The meeting was called to order at 1 :00 pm after a one hour study session. Carried 2-0-2 (Commissioners' Martin and Holden abstaining) . II. Moved by Commissioner Holden, seconded by Commissioner Martin to approve the following cases by minute motion. Carried 3-0-1 (Commissioner McCrea abstaining). 1. CASE NO: 294 C APPLICANT (AND ADDRESS): GUY EVANS, 83-777 Avenue 45, Indio, CA 92201 ; JOHN GREGORY ASSOC. , 72-691 Spyglass, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of a 20,000 square foot office/warehouse complex. LOCATION: Northeast corner of Corporate Way and Lennon Place. ZONE: S. I . 2. CASE NO: 307 C APPLICANT (AND ADDRESS): FRANK GOODMAN, 77-900 Avenue of the States, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of a 7,000 square foot office building. MINUTES ARCHITECTURAL COMMISSION AUGUST 26, 1986 LOCATION: Southwest corner of Alessandro and San Carlos. ZONE: C-- I 3. CASE NO: 316 C APPLICANT (AND ADDRESS): GEORGE A. CASWELL, 945 Pebble Beach Drive, Upland, CA 91786. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a industrial warehouse building. LOCATION: West side of Corporate Way, 403 feet south of Hovley Lane. ZONE: S. I . Approval is subject to the following conditions. 1 . Handicap parking space to be relocated to more practical position. 2. Landscape plan to be upgraded in size, quality and quantity. 4. CASE NO: 161 C APPLICANT (AND ADDRESS): FOUNDATION FOR THE RETARDED OF THE DESERT, 73-255 Country Club Drive, Palm Desert, CA 92260; WENDELL VEITH, 45-275 Prickly Pear Lane, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Amendment to a previously approved addition to facility. LOCATION: 73-255 Country Club Drive ZONE: Public Use Approval subject to the condition that roof mounted equipment shall not be visible or extend above the parapet. III. CASES: A. Final Drawings: 1. CASE NO: 1130 SA 2 1 .rr MINUTES ARCHITECTURAL COMMISSION AUGUST 26, 1986 APPLICANT (AND ADDRESS): MISSION PROPERTIES, 72-221 Highway 111 , A5, Palm Desert, CA 92260. NATURE OF PROJECTLAPPROVAL SOUGHT: Approval of new sign program for real estate office. LOCATION: Los Sombras Center ZONE: PC (4) The applicant explained that the colors of the proposed sign would be burgundy and grey and it would be externally lit. Mr. Diaz recommended that the sign be relocated to the masonry wall in front of the proposed location. Commissioner Holden suggested that the sign be placed 12" below the tope of the wall . Chairman Gregory felt the sign should have some depth to it. He recommended a 2" border. It was moved by Chairman Gregory, seconded by Commissioner Holden to approve the awning as submitted and the sign with the conditions that the sign be located 6" below the top of the masonry wall and it be encased in a minimum 2" frame. Carried 4-0 B. Preliminary Plans: 1. CASE NO: 317 C APPLICANT (AND ADDRESS): THOMAS MILLER, 11753 San Vicente, Los Angeles, CA 90049. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of a 168 unit Home-tel Style Inn, with restaurant and a service station as part of concept. LOCATION: Northeast corner of Highway III and Deep Canyon Road. ZONE: PR-5, N S.P. and P.C. (4) S.P. Ms. Sass outlined the project and reviewed staff's concerns. Chairman Gregory suggested deleting one tennis court and relocating one to orient east/west. 3 `Wrr MINUTES ARCHITECTURAL COMMISSION AUGUST 26, 1986 Mr. Littlejohn, architect, indicated that one court could be removed to provide for additional landscaping. Commissioner Martin was opposed to the areas where the buildings were in a straight line and felt they should be staggered. Mr. Diaz noted that the maximum height limit allowed is 30 feet and the applicant is requesting 32 feet. Commissioner Martin suggested deleting the fire places which would bring the height down. He felt that the materials proposed for the building were not suitable for the desert and pointed out that he had concerns with the gas station. Commissioner Holden noted that the form of the building was fine but pointed out that the architecture did not provide for adequate solar protection. Chairman Gregory was concerned with the buildings being located too close together. At the recreation area the surrounding buildings would block the sun from the pool area. He suggested that the one tennis court be removed to provide adequate space for staggering of the buildings. Commissioner Martin felt that the registration building should be at the entrance to the site. He had no objection to the closeness of the buildings. Mr. Diaz noted that it is required that some type of screening be provided for the trash area. Commissioner Martin requested that the vents at the service station show on the plans so that the commission may review the location and screening. He noted that the carwash and cashier buildings should be hidden if possible. He felt the architecture of the gas station did not have to be identical to the hotel . Chairman Gregory questioned if the south Highway III frontage and landscaping could be increased and the car wash moved near the trash area. The applicant indicated that the car wash could be moved north slightly and the frontage and landscaping could be increased. It was moved by Commissioner Holden, seconded by Commissioner Martin to continue this case to allow applicant to review and act on suggestions made by commission. Carried 4-0. The following are items to be addressed. 4 ..r' MINUTES ARCHITECTURAL COMMISSION AUGUST 26, 1986 - architecture - including solar protection and building materials - elevation drawings - height limit - removal of one tennis court to provide staggering of buildings - parking and registration area concerns - elimination of volleyball court - acceptable location for satellite dish - possibility of jogging trail - concrete on gas station - hiding of buildings on station site - increase landscaping and setback on Highway III - north/south cross section drawing - enriched hardscape - sufficient parking for restaurant & hotel 2. CASE NO: 302 C APPLICANT (AND ADDRESS): ATLANTIC RICHFIELD COMPANY, c/o FRANK WELLS, 4337 Fairlawn Drive, La Canada, CA 91011 . NATURE OF PROJECT/APPROVAL SOUGHT: Referred for discussion from planning commission. LOCATION: Southwest corner of Portola and Highway 111 . ZONE: C-1 Mr. Drell explained that planning commission felt this proposal should be reviewed by architectural commission again to discuss the architecture. Mr. Wells felt the concerns of planning commission ere the colors and building materials. He noted that the building was to be stucco with red roof tile. Commissioner Holden preferred that a barrel the be used rather than an "S" tile. He was opposed to the fascia being plastic and internally illuminated. He felt the material should be higher quality and non-illuminated. Commissioner Martin suggested that the sharp edges of the building be rounded and that a lighter tan color tile be used. Chairman Gregory stated that the band colors should be muted slightly and asked if the fascia was to be tile. 5 MINUTES ARCHITECTURAL COMMISSION AUGUST 26, 1986 Mr. Wells indicated that they could use a vinyl tape for the fascia rather than the plastic. He explained that the tile would be very expensive. Commissioner Holden felt that the parapet wall should be widened to match the other wall or deleted. Chairman Gregory suggested the striping be removed from the roof of the canopy and it be stucco to match the other buildings. Moved by Commissioner Holden, seconded by Commissioner McCrea to grant approval subject to the following conditions. Carried 3-0-1 (Chairman Gregory abstaining) . 1 . Fascia band material to be upgraded. 2. Canopy to be flat with stucco band to match buildings. 3. Color samples to be submitted. 4. Sharp corners on the buildings to be softened. 5. Illumination of fascia to be deleted. 6. Widen or delete upper parapet. 3. CASE NO: 315 C APPLICANT (AND ADDRESS): BREEZE AIR CONDITIONING (JOE COKER) , P.O. Box 0, Palm Desert, CA 92261 . NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for an industrial/warehouse/office building. LOCATION: West side of St. Charles, north of Mediterranean. ZONE: S. I . Mr. Holden explained the project and noted that they were short on required parking spaces. Mr. Diaz stated that planning commission has shown concerns with project's that build as a warehouse and rent the space as office which requires additional parking. Commissioner Martin requested color and material samples which were presented upon his request. It was moved by Commissioner Martin, seconded by Chairman Gregory to grant preliminary approval . Carried 3-0-1 (Commissioner Holden abstaining) . 6 MINUTES ARCHITECTURAL COMMISSION AUGUST 26, 1986 IV. DISCUSSION ITEMS: 1 .
