It was moved by Commissioner McCrea, seconded by Commissioner Martin to
approve the minutes of December 9, 1986 as written. Carried 3-0-2
(Commissioners' Cook and Holden abstaining).
II. Moved by Commissioner Holden, seconded by Commissioner Cook to approve
the following cases by minute motion. Carried 5-0 (Chairman Gregory
abstaining on Case No. 306 C, Commissioner Cook abstaining on Case No. 317
MF and Commissioner Martin opposed Case No. 317 MF) .
1. CASE NO: 1275 SA
APPLICANT (AND ADDRESS): RANDALL VENTURA, 73-895 Highway 111 , Palm

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage.

APPLICANT (AND ADDRESS): COUNTESS VON HUELLESSEM, 73-405 El Paseo,
Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning as installed.
LOCATION: 73-405 El Paseo
ZONE: C-1 S.P.
Mr. Smith explained that this item had been continued from the last
meeting. He understood that the approved awning was to be placed on
a frame and not attached to the beam.
Commissioner McCrea indicated that he had viewed the awning on-site
and had no concerns with it as installed.
Commissioner Holden asked why the awning was not installed as
approved by the architectural commission.
Mr. Ernie Brooks explained that the proposed awning/valance was
presented by Count von Huellessem and built and installed by him as
instructed by the Count. The Count understood that the approval was
for a valance.
Chairman Gregory had no objection to the proposal as installed but
felt that some type of penalty should be imposed when a building
permit is not obtained prior to construction or installation.
Commissioner Martin indicated that he would not approve the proposal
if it were to be presented as a new request. He felt that this
valance would set a precedent for the entire building.
Commissioner Holden was concerned that additional canvas signs would
be requested throughout the city.
Mr. Drell noted that the commission might want to set up a condition
for maintenance of canvas signs and awnings.
Commissioner Martin recommended that the valance be removed by
January 1 , 1987 and that the applicant resubmit a new proposal .
It was moved by Commissioner Cook, seconded by Commissioner Martin
to require that the awning/valance be removed by January 1 , 1987
since the awning was not installed as approved and without a permit.
A new proposal may be submitted for approval . Carried 3-2 (Chairman
Gregory and Commissioner McCrea opposed) .

Mr. Smith noted that this decision may be appealed to city council
within 15 days.
2. CASE NO: 1276 SA
APPLICANT (AND ADDRESS): HEATH SIGN COMPANY, 4703 Bengal Street,
Dallas, TX 75235 for Tony Roma's.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identifi-
cation sign.
LOCATION: 73-155 Highway III
ZONE: C-1 S.P.
Mr. Smith indicated that in study session the commission suggested
that the north facing sign be lowered by approximately two feet and
the east sign facing the alley be one line and moved back 18".
Commissioner Cook indicated that there may be a notch in the area
where the north sign would be moved to. He suggested that the notch
be filled and painted the same color as the can.
The applicant was concerned that if the east facing sign was moved
back the building next door would block the visibility of the sign
from Highway 111 .
Commissioner Cook noted that the scale of the sign was too small to
be read from Highway 111 . He asked if the backs of the letters were
to be closed.
The applicant indicated that they would be closed back with neon
lighting inside.
It was moved by Commissioner Holden, seconded by Commissioner McCrea
to approve the signs subject to the following conditions.
1 . The east facing sign to be moved south 18".
2. The east facing sign to be single line copy.
3. The north facing sign to be moved down one foot with any
notches to be filled in and painted the same color as the can.

3. CASE NO: 297 MF
APPLICANT (AND ADDRESS): L & T DEVELOPMENT, 74-133 El Paseo, Suite
9, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of 20 unit senior
citizen apartment project.
LOCATION: Southwest corner of Catalina Way and San Carlos Avenue.
ZONE: R-2 S.O.
It was noted that a landscape plan was needed and that the applicant
should be present to address any questions from the commission.
Therefore, it was moved by Commissioner Martin, seconded by
Commissioner Holden to continue this case. Carried 5-0
4. CASE NO: PP 86-16
APPLICANT (AND ADDRESS): RICHARDSON & SONS, 74-320 Fred Waring
Drive, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of industrial
building.
LOCATION: Palm Desert Business Center
ZONE: S. I .
Mr. Drell explained that the final working drawings are identical to
the preliminary plans.
Commission reviewed the plans and found them acceptable. It was
moved by Commissioner Martin, seconded by Commissioner Cook to grant
final approval as submitted. Carried 5-0
B. Preliminary Plans:
1. CASE NO: PP 86-51
APPLICANT (AND ADDRESS): TED LENNON & ASSOCIATES, 47000 Vintage
Drive East, Indian Wells, CA 92210.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans
for a 17,625 square foot retail office complex.

LOCATION: Southeast corner of El Paseo and Larkspur Lane.
ZONE: C-1 S.P.
Mr. Smith explained that a similar plan had been submitted in 1982.
He noted that he had some major concerns with the site plan. He
felt the one way driveway should be addressed by the commission and
noted that all parking spaces are needed. Mr. Smith indicated that
the proposed tower is in excess of the 30 feet maximum which will
require city council approval .
Mr. Lennon explained that the project would have an area with a
fountain and he noted that it was critical that they get the building
area that they need because of the high cost of the land. He
informed the commission that the redevelopment agency was looking at
closing off Larkspur which would give him additional space.
Mr. Smith had concern with how the parking area will connect with
the parking area of the adjacent eastern property as proposed. He
felt that the planning commission would not approve a five space
parking reduction. Mr. Diaz felt the site was too crowded.
Commissioner Martin indicated that the proposal would tie-in well
with the surrounding buildings and he felt that the parking situation
should not be a factor in preventing this from being built. He
stated that the parking problem should be solved in order that they
may proceed.
Mr. Diaz asked the applicant if he would be willing to pay for
additional parking stalls that he is lacking. He explained that
there may be a future parking structure or area which stalls could
be purchased.
Mr. Lennon indicated that he would be willing to participate in the
parking assessment.
Commissioner Holden felt the architecture was fine and recommended
that the parking problem be worked out with staff.
It was moved by Commissioner Martin, seconded by Commissioner McCrea
to grant preliminary approval subject to the following conditions.
1 . That a letter from the Palm Desert Property Owner's Association
be provided stating their approval , specifically of the tower
and the parking area.

2. That the amount of parking and parking circulation be resolved.
Carried 4-0-1 (Commissioner Cook abstaining)
IV. DISCUSSION ITEMS:
1 . S. BENNETT, Silver Spur Trail - single family height review
Mr. Holden explained that because of the adjacent pad height they
provided a stepped effect to minimize the blockage of visibility.
After reviewing the proposed plans, it was moved by Commissioner
Martin, seconded by Commissioner McCrea to approve the plans as
submitted. Carried 4-0-1 (Commissioner Holden abstaining) .
2. MR. FEIGER/Mark Beatty - nonconforming apartments
Tumbleweed Apartments
Mr. Beatty explained that they are proposing to underground the
trash dumpster and provide corrugated shade structures on the
buildings.
Mr. Drell felt the corrugated shade material would not be permanent
and suggested using a more durable material .
Commissioner Holden indicated that if the material was placed in a
nice frame that the commission would review prior to installation he
would approve the proposed material .
Mr. Beatty noted that they may extend the existing fence and paint it
a lighter color. Commission felt that the fence did not need to be
extended.
Larrea & Garden Square Apartments
Mr. Beatty indicated that they were going to underground the dumpster
at this site and put a wall around it. He noted that the disposal
company does not want gates on the dumpster areas. He stated they
will be providing beige gravel with rocks and boulders at this site.
Commission agreed that the applicants were headed in the right
direction in upgrading these projects.

3. CHAZEN - Fairhaven & Fred Waring Drive
Mr. Martin explained that he was asking for final architectural
approval except for landscaping which will be submitted later. He
submitted tile samples and color samples for the building. He noted
that the maximum height would be 25 feet.
After review of the presented plans it was moved by Commissioner
McCrea, seconded by Commissioner Cook to grant final approval
subject to final landscape plan review. Carried 4-0-1 (Commissioner
Martin abstaining).
4. CHAZEN - Palms to Pines Center
Mr. Martin indicated that this project is lacking 28 parking spaces
which they are working on the site plan to provide. He noted that
he was requesting final architectural approval . The color of the
building to match the existing adjacent buildings.
It was moved by Commissioner McCrea, seconded by Commissioner Cook
to grant final approval . Carried 4-0-1 (Commissioner Martin
abstaining) .

The meeting was adjourned at 2:45 p.m.
