I. The meeting was called to order at 1 :00 pm after a one hour study session.

It was moved by Commissioner Cook, seconded by Commissioner Drury to
approve the minutes of June 24, 1986 as amended. Carried 4-0
II. Moved by Commissioner Holden, seconded by Commissioner McCrea to approve
the following cases by minute motion. Carried 4-0
1. CASE NO: 288 C
APPLICANT (AND ADDRESS): FRANK & AGNES MANCUSO, 72-281 Highway

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of working drawing and

APPLICANT (AND ADDRESS): SHIP-N-POST, 74-140 E1 Paseo #3, Palm
Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Sign and wall mural approval .
LOCATION: 74-140 El Paseo
ZONE: C-1
Mr. Drell indicated that the applicant was requesting approval of a
business identification sign and wall mural .
Commissioner Martin had no problem with the proposed sign but felt
that the mural colors and size were not appropriate for the wall of
the building.
Chairman Gregory felt the sign was rather small and appeared
cluttered. He recommended that the letters be smaller or the mailman
be deleted.
Commissioner Holden thought that the mailman should be deleted from
the sign. Commissioner McCrea felt that the flag portion of the
sign should be removed and the letters be larger and centered on the
sign.
Commissioner McCrea made a motion to deny the wall mural and to
approve the proposed sign with the deletion of the flag portion.
Motion died for lack of a second.
Chairman Gregory made a motion to deny the wail mural and approve
the sign as submitted, seconded by Commissioner Martin. Vote 2-2.
Motion did not carry.
The applicant indicated that she wished to give her building some
identity by painting it a different color.

Commissioner Martin noted that there must be a sign program for this
building since there was an existing can. Mr. Diaz indicated that
sign programs seem to always be deviated from.
Commissioner Holden felt that if it were one tenant and one building
the colors could be changed.
Commissioner Martin questioned the amount of frontage the applicant
had available. Mr. Drell indicated it was approximately 20 feet.
Commissioner Martin suggested that the existing can be removed and
replaced with a larger sign which would provide better visibility.
It was moved by Commissioner McCrea to continue this case to allow
the applicant to restudy the option of a larger sign and eliminating
the flag portion with the wall mural being denied. Motion was
seconded by Commissioner Martin. Carried 3-1 (Commissioner Holden
opposed) .
2. CASE NO: 296 C
APPLICANT (AND ADDRESS): DESERT CITIES BAPTIST CHURCH, P.O. Box
2215, Palm Desert, CA 92261 .
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of landscape
plan.
LOCATION: East side of Portola, north of Country Club Drive.

It was moved by Commissioner McCrea, seconded by Commissioner Martin
to continue this case upon the request of the applicant. Carried 4-0
3. CASE NO: 305 C
APPLICANT (AND ADDRESS): DEMETRIOU/BERNIE LEUNG, 73-550 Alessandro,
Suite 2, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of 7,000 square
foot commercial building.
LOCATION: North side of Frontage Road, west of San Marcos.

Commissioner Martin questioned the location of poles that were to be
placed in the area of the building and the sign program.
Mr. Leung indicated that the poles did not apply to this project and
that a sign program would be submitted at a later date. He noted
that he did need a final landscape plan.
Mr. Diaz indicated that planning commission will require shade trees
In the parking area.
It was moved by Commissioner Martin, seconded by Commissioner Holden
to approve this case subject to the following conditions.
1. Final landscape plan to be approved by this commission.
2. Sign program for the building to be reviewed and approved by
this commission.
Carried 4-0
4. CASE NO: 265 C
APPLICANT (AND ADDRESS): BILL ALEXANDER, 483 E. Via Escuela, Palm
Springs, CA 92262.
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for
48,000 square foot two story office warehouse.
LOCATION: West side of Corporate Way.
ZONE: S. I .
It was moved by Commissioner Holden, seconded by Commissioner McCrea
to continue this case upon the request of the applicant. Carried 4-0

unit senior housing apartment project.

LOCATION: South side of Country Club 1600 feet east of Monterey.
ZONE: Propose PR-5 Senior Housing Overlay
Mr. Drell indicated that the project is to be 15 units per acre on a
7- 1/2 acre site. He noted that the plans submitted were very
preliminary and asked for comments.
Chairman Gregory felt that the straight alley way, the roof line and
the layout of the site plan were not very appealing. Commissioner
Martin thought that there should be additional landscaping around
the perimeter of the site.
Commissioner Holden was concerned with the lack of solar protection
on all elevations and indicated that it should be required. He felt
that the project could be further developed showing some variation
in the site plan. Chairman Gregory felt that the northern elevation
roof line should be further studied.
It was moved by Commissioner Martin, seconded by Commissioner McCrea
to continue this case with the above discussion to be addressed at
next submittal . Carried 4-0
2. CASE NO: 314 C
APPLICANT (AND ADDRESS): FRANZ TIRRE, 74-133 E1 Paseo, Suite K, •
Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of a 12,600
square foot office warehouse.
LOCATION: North side of Lennon, 330 feet west of Eclectic.
ZONE: S. I .
Mr. Joy explained that staff was requiring a joint access easement
between this project and the adjacent Bermuda Partners project to
eliminate dead-end parking.
Commissioner Martin questioned the need for the joint access. Mr.
Joy explained that the fire marshal requires a 40' radius turn
around on a parking lot over 150 feet deep.
Mr. Tirre stated that he did not want the joint access and felt it
would present a liability problem and provided no benefits to his
project. He indicated that there was adequate space for a fire

truck to turn around on the existing plan. He stated that he could
provide a crash gate at the rear of the parking lot it necessary.
Commissioner Martin noted that the building is to have a fire
sprinkler system which seems to provide some mitigation to the
problem.
Mr. Diaz explained that staff attempts to eliminate dead-end parking
isles whenever possible.
Commissioner Martin questioned the amount of back up space allowed at
the west elevation parking area. The applicant indicated that
there was 26 feet between the buildings.
Chairman Gregory was concerned with the trash area butting up to the
property line and with the three foot wide planter area. He felt
that the planter should be increased to five feet. Mr. Joy indicated
that the gate could be relocated closer to the rear of the property
when the joint access is put in.
It was moved by Commissioner Holden, seconded by Chairman Gregory to
grant preliminary approval subject to revised landscape plan and
joint access easement. Carried 2-1-1 (Commissioner Martin opposed,
Commissioner McCrea abstaining) .
3. CASE NO: 311 C
APPLICANT (AND ADDRESS): BERMUDA PARTNERS, 33-255 Date Palm Drive,
Cathedral City, CA 92234.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans
for a 9500 square foot office/warehouse.
LOCATION: North side of Lennon Place between Eclectic and Corporate.
ZONE: S. I .
Mr. Joy indicated that the city requires 24 feet of back up space.
Chairman Gregory suggested eliminating the planter and putting it
against the building.
Mr. Myers, applicant, indicated that he would be willing to add the
additional two feet of landscape planter and put a 6" curb at the
building.

Commissioner Martin felt the fire marshal condition should not be
required. Commissioner Holden questioned the need for additional
turn around space when the amount provided is adequate for fire
truck turn around.
Mr. Myers suggested that the wall between the two projects be
removed which the fire marshal felt was acceptable.
It was moved by Commissioner Holden, seconded by Chairman Gregory to
grant preliminary approval subject to the following:
1 . Review of revised landscape plan.
2. That a joint access easement between this project and adjacent
Franz Tirre project be required.
Carried 2-1-1 (Commissioner Martin opposed, Commissioner McCrea
abstaining) .
IV. DISCUSSION ITEMS:
1. CHARTER COMMUNITIES
Mr. Drell explained that commission had already granted preliminary
approval and that the applicant was submitting colored drawings for
commissions review.
Commissioner Martin questioned the amount of overhang provided for
solar protection. Mr. Peter Givas, architect, explained that the
overhang went from three feet to four feet and that the large lower
level windows were provided with trellis's for additional shade.
Mr. Givas stated that the current plans show one to one parking
which they would like to change to 3/4 to one. He indicated that
studies show the 3/4 to one to be adequate for this type of project.
Mr. Drell explained that the parking ratio would have to be deter-
mined by the planning commission. He questioned the number of
employees that would work there and the use of three color tile for
the roof as at San Tropez Villas.
Mr. Norm Reynolds indicated that there would be approximately 40
employees which would not all work at the same time.

It was moved by Commissioner Martin, seconded by Commissioner McCrea
to approve the colors as submitted with the addition of the three
color the roof. Carried 3-0-1 (Chairman Gregory abstaining) .
2. MANOR CARE
Mr. Diaz explained that the project has planning commission approval
and the applicant is requesting preliminary approval from
architectural commission. Conceptual landscape plan was submitted
for review.
Mr. Lofton Moore of Manor Care indicated that there would be 64
parking spaces provided with a signed covenant stating that
additional spaces would be provided if needed.
Commissioner Holden pointed out the problem of access to the court-
yards for maintenance equipment.
Chairman Gregory noted that the ground cover selected was not
appropriate and suggested replacing with African daisy.
It was moved by Commissioner Holden, seconded by Chairman Gregory to
grant preliminary approval . Carried 4-0
