The meeting was called to order at 1 :00 pm after a one hour study session. Carried 4-0-1 (Commissioner Holden abstaining) . II. Moved by Commissioner Cook, seconded by Commissioner Drury to approve the following cases by minute motion. Carried 5-0 1. CASE NO: 1267 SA APPLICANT (AND ADDRESS): PALMS TO PINES CANVAS for ANDREW LAWRENCE, Pinyon Pines, Box 69, Mountain Center, CA 92361 . NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage. LOCATION: 73-540 El Paseo ZONE: C-1 2. CASE NO: PP 86-46 APPLICANT (AND ADDRESS): RICHARD OLIPHANT, 77-900 Avenue of the States, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a four unit apartment structure. LOCATION: West of the southerly extension of Lantana Avenue. NATURE OF PROJECYAPPROVAL SOUGHT: Approval of height for single family home. LOCATION: 72-631 Homestead ZONE: R-1 III. CASES: A. Final Drawings: 1. CASE NO: 1263 SA APPLICANT (AND ADDRESS): THE LOCK SHOP, 73-560 Highway 111 , Palm Desert, CA 92260; PORTALS, 73-280 El Paseo, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage. LOCATION: 73-560 Highway III ZONE: C-1 S.P. Mr. Smith explained that the proposed awning was retractable and located at the rear of -the building. Commissioner Drury felt that the awning was not in keeping with the architecture of the building and was not being utilized for the purpose of providing shade for a door or window. Commissioner Holden agreed with Commissioner Drury and added that he wouldn't be as opposed if the awning were moved to provide shade for the rear door. Mark Beatty, Portals, explained that the awning was to be used for shading purposes when cars are being worked on in this location and would be retracted when not in use. Commissioner Drury felt the building should have been designed to provide for solar protection for the use of working on vehicles. 2 MINUTES ARCHITECTURAL COMMISSION NOVEMBER 25, 1986 Mr. Diaz indicated that there should be some concern when addressing the rear of the buildings that back onto a street. He noted that this building backs onto Alessandro and should be taken into consideration. Commissioner Martin felt that this being a commercial area it would be suitable. He had no objection to the location but he felt the use was unusual . It was moved by Commissioner Drury, seconded by Commissioner Cook to deny the proposed awning based on the above concerns. Carried 5-0 2. CASE NO: 1264 SA APPLICANT (AND ADDRESS): RANDY'S CAFE, 73-560 Highway 111 , Palm Desert. CA 92260; PORTALS, 73-280 E1 Paseo, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage. LOCATION: 73-560 Highway 111 ZONE: C-1 S.P. Mr. Smith explained that the proposed awning is to say "breakfast - salads - sandwiches". Commissioner Holden asked if the existing sign would be removed. The applicant indicated that it would remain as installed. Commissioner Cook was opposed to the sign located on the upper fascia. Commissioner Martin noted that the commission has been denying wording on awnings which explained products and/or services of the business. Commissioner Holden indicated that the proposed awning appeared to be only a band rather than an awning. Mrs. McWilliams explained that the awning was open at the top to allow sun and open air circulation. She noted that the awning was to provide some identity to the shop because people think they are part of the Lock Shop. She indicated she would be willing to add a top to the awning it the commission required. Mark Beatty, Portals, said he could add a flat mesh roofing on the awning. 3 MINUTES ARCHITECTURAL COMMISSION NOVEMBER 25, 1986 Mrs. McWilliams presented a list of several businesses which display more signage than their business name. Commissioner Martin suggested the wording be "breakfast - lunch" only rather than the products sold. Moved by Commissioner Drury, seconded by Commissioner Holden to approve the awning with the addition of a mesh roof that will return to the building. The wording on the awning is to be limited to "breakfast - lunch" only. Motion carried 4-1 (Commissioner Holden opposed) . COMMISSIONER COOK LEFT THE MEETING AT 2:45 P.M. 3. CASE NO: 1268 SA APPLICANT (AND ADDRESS): PAPA DAN'S PIZZERIA, 73-131 Country Club Drive C-1 , Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage. LOCATION: Plaza De Monterey ZONE: PC (2) It was moved by Commissioner Cook, seconded by Commissioner Drury to continue this case due to the lack of drawings and information. Carried 5-0. B. Preliminary Plans: 1. CASE NO: 319 C APPLICANT (AND ADDRESS) : TRAVELERS INN/DENNY JONES, 1802 Commercenter West. Suite B, San Bernardino, CA 92408. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of building and sign plans for 118 unit Travelers Inn. LOCATION: Southeast corner of Fred Waring and Highway 111 . ZONE: PC (4) Mr. Smith indicated that the applicant was requesting preliminary approval of architecture and signage. He explained that staff had no concerns with the architecture but felt that the red sign should 4 MINUTES ARCHITECTURAL COMMISSION NOVEMBER 2S. 1986 be changed to rust to match the roof tile. He noted that there was a problem with the minimum room size not being met which would have to be resolved. Commissioner Martin felt the ends of the building were bare and that the elevations should differ. Commissioner Drury suggested that the ends be softened by providing additional landscaping. She felt the sign should be changed to a color that would better coordinate with the roof tile. Mr. Denny Jones, architect, indicated that the end elevations would be broken up from the highway with landscaping that is provided on the putting green area. He felt the less cluttered wall would compliment the strong horizontal and vertical elements of the balcony areas. Mr. Dan Baker, Vice President Travelers Inn, explained that they had met with the Year 2000 Committee and made change they had requested which included increasing room size, providing interior halls and changing the type of air conditioning to be used. He noted that at the time of approval they complied with all requirements. He felt there would not be adequate space if the room sizes had to be increased. Mr. Diaz indicated that his department would not approve plans until they complied with the room size ordinance. He recommended that the case by continued until the room size problem was solved. Commissioner Cook was concerned with the site layout. He felt the pool area would not get much sun and the court yard areas would capture the noise of the food areas. He requested a sun angle study on the pool area. He had no problem with the architecture. Commissioner McCrea inquired as to the projected room rates for the hotel . Mr. Baker indicated they would start at just over $100. Commissioner Drury indicated she would like to see plans in preliminary stages again if any architectural changes occur because of room size increases. It was moved by Commissioner Drury, seconded by Commissioner Cook to grant preliminary approval subject to the sign color being changed to a rust color, softening of the end elevations if only with landscaping, study of pool and deck area for sun exposure and 5 MINUTES ARCHITECTURAL COMMISSION NOVEMBER 25, 1986 resolution of the room size requirement. Carried 4-0-1 (Commissioner Holden abstaining) . 2. CASE NO: TT 22111 APPLICANT (AND ADDRESS): BIRTCHER MESA VIEW, 73-080 El Paseo, Suite 101 , Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary subdivision design (grading and lot lines) . LOCATION: 38.589 acres south of Homestead, north of Mesa View Drive and east of Palm Desert Tennis Club. Commission determined that not enough information was provided to review this project, therefore, it was moved by Commissioner Drury, seconded by Commissioner McCrea to continue this case so the applicant may provide complete exhibits. Carried 5-0 3. CASE NO: 283 MF APPLICANT (AND ADDRESS): DENNIS FREEMAN NATURE OF PROJECT/APPROVAL SOUGHT: Approval of architecture for single family homes. LOCATION: Northeast corner Cook and Fred Waring. ZONE: PR-7 Mr. Freeman presented plans and indicated that wrought iron gates would be used to the back yards and that plans detailing the patios would be submitted at a later date. Commissioner Drury preferred the gates be solid. Mesh or corrugated steel was suggested. Mr. Freeman noted that wrought iron wears better and he offered to Provide trees in the walkways to bloc the view to the back yards. It was moved by Commissioner Drury, seconded by Commissioner Martin to approve the plans as submitted. Carried 4-0 6 MINUTES ARCHITECTURAL COMMISSION NOVEMBER 25, 1986 IV. DISCUSSION ITEMS: SMALLWOOD Mr. Drell explained that the proposal is for a 23 acre senior resort located on the north side of Fred Waring Drive. The applicant was asking for comments or suggestions. He explained the site layout and noted that the density is 12 units per acre. Commissioner McCrea felt that the use of additional sun control should be studied. Mr. Drell noted that they had a swimming pool located behind a building which might block the sun from the pool area. Mrs. Pamela Smallwood, applicant, indicated that they could provide a stepped up condition on the buildings around the pool area to allow additional sun time. She explained that Fred Waring Drive and the entrance of the project will have very lush landscaping and be very attractive.
