PALM DESERT ARCHITECTURAL COMMISSION
TUESDAY - OCTOBER 28, 1986

I. The meeting was called to order at 1 :00 pm after a one hour study session.

It was moved by Commissioner Martin, seconded by Chairman Gregory to
approve the minutes of October 14, 1986 as written. Carried 3-0-2
(Commissioners' Cook and Holden abstaining).
II. Moved by Commissioner Holden, seconded by Commissioner Cook to approve
the following cases by minute nation. Carried 5-0
1. CASE NO: 878 SF
APPLICANT (AND ADDRESS): RICK JOHNSON CONSTRUCTION, P.O. Box 2288,
Indio, CA 92202.
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of landscape plan
and building height for single family residence.
LOCATION: 72-964 Skyward, between frontage road of Highway 74 and
Alamo Drive.
ZONE: R-1
Approval subject to the following conditions.
1. Landscape plan to replace gardenias with more suitable planting
material .

1. CASE NO: 1255 SA
APPLICANT (AND ADDRESS): COMMERCIAL SIGNS, 7422 Varna Avenue, North
Hollywood, CA.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of monument sign
replacement and two parking signs for Wells Fargo Bank.
LOCATION: E1 Paseo and Lantana Avenue.
ZONE: C-1
Mr . Smith explained that the commission questioned if the
freestanding sign was to be illuminated and if there had to be so
much writing on the directional signs.
That applicant indicated that the sign would not be illuminated and
that the directional signs were made somewhere else for them to
install .
Commissioner Holden questioned the colors to be used. The applicant
indicated that it would have a black background with gold letters
and red trim. Commissioner Holden felt that ivory would look better
than the gold color.
Chairman Gregory stated he had no objection to the proposed signs.
Commissioner McCrea asked what the finished height of the
freestanding sign would be.
The applicant explained that the height is between five and six
feet. Ms. Sass noted that the maximum height limit allowed is ten
feet.
It was moved by Commissioner McCrea, seconded by Commissioner Holden
to approve the signs as submitted. Carried 4-0 (Commissioner Cook
absent at the vote) .

APPLICANT (AND ADDRESS): ROBERGE JEWELRY, 73-520 El Paseo, Palm
Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage.
LOCATION: Northeast corner of San Pablo and El Paseo.
C-1 S.P.
Commission reviewed the plans and pictures presented by the
applicant.
Commissioner Holden was concerned with the ends of the awning. He
felt that the tree at the end of the awning would be cut and
therefore expose the unfinished end of the awning.
The applicant explained that the beams on the San Pablo side would
be trimmed but the El Paseo side will not be trimmed.
It was moved by Commissioner Martin, seconded by Commissioner Cook
to approve the proposed awning subject to drawings being submitted
detailing the ends of the awning and how it is to attach to the
building. Carried 5-0
IV. DISCUSSION ITEMS:
1 . WOODEN FENCES
Mr. Diaz explained that he was reviewing whether to require all
fences and walls come to architectural commission for approval or
that all single family homes come to the commission.
Commissioner Cook felt that staff was capable of distinguishing
good fences. He suggested they go to city council for approval
rather than architectural commission.
Chairman Gregory stated that the architectural commission should not
have to review fences.
Commissioner Holden suggested that the city adopt an ordinance
allowing only block or stucco walls. He noted that the architectural
commission is to review the aesthetics of buildings and projects.

He felt the walls were not included and had no aesthetic value to
review.
Commissioner Martin noted that one city council member was in favor
of keeping neighborhoods the way they are which would seem to
pertain to fences and walls.
2. SIGNS
Commissioner Martin noted that there were some signs and awnings on
Highway III that needed to be removed. He thought that some may
have been put up without permits.
3. CITY FUNDS
Commissioner Martin felt that when the city gives or lends money to
an organization, the city should have a say in the development of
that project. He pointed out the COD golf academy. He felt the
parking and trailer areas should have had landscaping like any other
project would have been required to provide.
Mr. Diaz suggested that they be required to go through all city
channels. Commissioner Martin felt that would be the solution.
4. MOBIL STATION
Commissioner Martin wanted to provide h i s opinion on the industrial
design of the new Mobil Station on Ramon and Date Palm. He felt
that the design was unacceptable for this city. He stated that his
previous comments about approving the industrial design had changed.
He was now opposed to the industrial design.
