It was moved by Commissioner Drury, seconded by Commissioner McCrea to
approve the minutes of April 14, 1987 as amended. Carried 4-0
II. Moved by Commissioner Drury, seconded by Camiissioner McCrea to approve

APPIICANT (AND ADDRESS): PALM DESERT DISPOSAL, 41575 Eclectic

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
expansion to parking and storage area and a second story addition.
LOCATIOPI: South side of Lennon Place between Eclectic and Corporate
Way.

Mr. Joy recommended that a screening wall and tandscaping be placed
at the Lennon Place entrance if planning commission is to grant
approval of said entrance. He indicated that he had questions with
the use of the driveway and also the width of 50 feet.
Chairman Gregory asked what provisions had been made for solar
protection.
The applicant explained that they were to have solar treated windows,
blinds and a small eve trim. He questioned the maximum height of
the roof mounted equipment.
Commissioner Holden explained that the equipment has to be screened
and kept below the 30 foot maximum height.
Chairman Gregory suggested that additional planting areas be provided
around the building to give a softening effect. He recommended that
the screening area to be provided at the Lennon Place entrance
be made broader and landscaping be provided on both sides of the
wall . He suggested that taller trees be planted at the rear of the
wall and lower planting at the front of the wall .
The applicant agreed to address the suggestions of further
landscaping around the building and at the screen wall area.
It was moved by Cort�nissioner Holden, seconded by Cor�nissioner McCrea
to grant preliminary approval with the above discussion to be
addressed at final submittal . Carried 4-0

APPLICANT (AND ADDRESS): CHAZAN CONSTRUCTION, 72-624 El Paseo,
Palm Desert, CA 92260.
NATURE � PRO.JECT/APPR�OVAL SOUGHT: Preliminary approval of site
plan and architectural design for 10,637 square feet of retail space.
LOCATION: Ei Paseo west of Sage.
ZONE: C-1
Mr. Martin presented his plans and explained that he was trying to
create the Rodeo Drive look. He indicated that the project meets
all code requirements.
Chairman Gregory felt that the proposed architectural style could
look out of place in the desert and noted that Rodeo Drive developed
individually rather than all at once.
Commissioner Drury had concerns with the placement of awnings prior
to occupancy. 5he felt that the design could fit the desert if the
commission looked to the future development rather than what
currently exists.
Chairman Gregory felt that Mr. Martin had taken some of the most
interesting buitdings from Rodeo Drive and put them all together
rather than having low key buildings separate these buildings as on
Rodeo Drive.
Corrxnissioner Holden felt the architecture was fine but noted that it
had to be done right. His concern was that the city has no
significant historical buildings and felt this project was more of a
redevelopment project.
Mr. Martin proposed that he utilize three or �four of these buildings
with another low key type building run through these buildings to
break them up. He noted that he was propos i ng w i ndows at the rear
of the buildings which the adjacent property owner requested be
deleted.
Mr. Drell indicated that the city would be requesting a ten foot
setback on both sides of the building to provide an adequate walkway
from the rear of the building. He noted that with 20 feet between
buildings it would provide additional window space and room for
courtyard area.

Mr. Martin requested that they be able to provide 10 feet on one
side and 5 feet on the other side.
It was moved by Chairman Gregory, seconded by Commissioner McCrea to
return this proposal to the applicant for restudy. Applicant to
address concerns regarding separation of radical front buildings with
low key buildings, providing of 5 foot setback at west elevation and
10 foot on east elevation and the use of targe high-crowned trees at
the street frontage. Carried 4-0
3. CASE N0: PP 87-15
APPLICANT (AND AODRESS): CNAZAN CONSTRUCTION, 72-624 E1 Paseo,
Palm Desert, CA 92260.

plan and architectural design for twelve unit apartment compiex.
LOCATION: Fred Waring Drive, 420 feet west of Portola.

Mr. Martin presented the proposal and indicated that the applicant
preferred the use of a wall rather than wrought iron as suggested by
staf f.
Chairman Gregory asked if it would be possible to off-set the
garages to provide a wider space between garages which could be
nicely landscaped.
It was moved by Corr�nissioner McCrea, seconded by Cornmissioner Holden
to grant preliminary approval subject to the following conditions.
1 . Landscape plan to be reviewed and approved.
2. Garages to be off-set to provide additional landscaping between
garages.
3. Landscaped island to be provided at the entrance and enhanced
paving be used.

plan and architectural design of eight unit apartment complex.

Mr. Martin explained that public works department was going to be
requiring an additional 14 feet of this property therefore, the
plans would be revised. He noted the changes that would be made to
the plans in order to compensate for the additionat 14 feet of
right-of-way required.
Commission reviewed the plans and had no concerns.
It was moved by Commissioner Drury, seconded by Chairman Gregory to
grant preliminary approval subject to the following conditions.
1 . Colored concrete to be provided at the driveway entrances.
2. Wrought iron to be provided on San Jacinto.

5. CASE N0: PP 87-14
APP!_ICANT (ANO ADDRESS): RAY-AL ENTERPRISES INC. , 73-170 Ramon Road,

NATURE OF F'RO.IECT/APPROVAL SOUGHT: Preliminary approvai for 18,550
square foot office complex.
LOCATION: North side Fred Waring Drive west of Monterey Avenue
between Accura and Adonis Drive.
ZONE: R-2 (proposed change of zone to O.P. )
Mr. Drell explained that the proposal has certain constraints
because of the shape and size of the site. He felt the commission
should review and determine if there was enough architectural
variety.
The applicant indicated that they are providing a seven foot block
wall at the rear to separate the single family. He noted that the
rear elevations are the same as the front elevations. Upon question
of Mr. Drell the applicant indicated that the carports would be made
of heavy beams and would not be attached to the building.

Chairman Gregory thought this was a low end approach to office
development and felt that the architecture could be improved and
suggested that the buildings tie together somehow. He expressed
concern with the parking access and turn around and was concerned
whether this was the type of development for this area.
Commissioner Drury asked if they could utilize two story buildings.
Mr. Drell indicated that they would be required to have a 65 foot
setback from the residential area and felt that the applicant would
have difficultly receiving approval of a two story project in this
location.
Commissioner �Drury suggested that the buildings be grouped in two
and three which would provide room for some larger open space plaza
type areas between the buildings.
Chairman Gregory noted that the landscape plan was weak and
recommended that the applicant hire a professional landscape
architect to design the landscaping.
It was moved by Corrxnissioner Drury, seconded by Commissioner McCrea
to refer this case back to the applicant for restudy with the above
comments and concerns to be addressed. Carried 4-0
6. CASE N0: 297 MF
APPLICANT (AND ADDRESS): L 8 T DEVELOPMENT, 74-133 Ei Paseo, Suite
9, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Amendment to previous approval .
LOCATION: Southwest corner of Catalina Way and San Carlos Avenue.
ZONE: R-2 S.O.
Mr. Drell indicated that the changes inciuded the addition of a f�ull
size swimming pool and the screening of roof top equipment.
Commissioner Holden asked what type of screening would be used. Mr.
Tirre, applicant, indicated that they could use a linear screen to
match the rest of the project.
It was moved by Corixnissioner Holden, seconded by Cor�nissioner Drury
to grant final approval of the proposed changes subject to the roof
equipment screening being linear rather than pop ups. Carried 4-p

Commission reviewed the plans and gave preliminary comments regarding
