The meeting was called to order at 1 :00 pm after a one hour study session. CASE NO: APPLICANT (AND ADDRESS): ANASTOPOULOS ARCHITECTS & PLANNERS, 4774 Mansfield Street, Suite #8, San Diego, California 92116-2457 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of height limit of single family residence. LOCATION: 72-668 Skyward Way, Palm Desert, CA 92260. ZONE: R-1 Commissioner Holden recommended that the applicant either hip the west end of the house or bring the height down one foot to soften the appearance of that elevation for the adjacent residence. Chairman Gregory suggested that the applicant resubmit to staff for approval showing the requested changes. 2 MINUTES ARCHITECTURAL COMMISSION AUGUST 25, 1987 It was moved by Commissioner Drury, seconded by Commissioner Holden to grant approval subject to the west elevation being hipped or roof taken down to 15 feet. Changes to be approved by staff. Carried 4-0 2. CASE NO: 1341 SA APPLICANT (AND ADDRESS): ONE ELEVEN TOWN CENTER/GRIFFIN CENTERS, INC. , 1123 S. Parkview Drive, Suite 300, Covina, CA 91724. NATURE OF PROJECT/APPROVAL SOUGHT: Project identification signage. LOCATION: Northwest corner of Highway III and Town Center Drive. Ms. Sass explained that the applicant was requesting approval of a sign program for the center. They are requesting the use of red, blue and green signage with the size of the signs to be determined by code. Mr. Dave Newsome of Griffin Centers indicated that he was hoping to receive approval of the sign program with the individual tenants coming to the city for signage approval . Chairman Gregory questioned whether the signs would be can or individual letters and asked to see samples of the colors proposed. It was moved by Commissioner Holden, seconded by Commissioner Drury to continue this item. Upon resubmittal applicant to submit typical layout and color samples. Carried 4-0 3. CASE NO: PP 87-17 APPLICANT (AND ADDRESS): SION GANNON, 73-647 Highway III , Palm Desert, CA 92260; CHARLES MARTIN, 40-480 Thunderbird Road, Rancho Mirage, CA 92270. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval for commercial building. LOCATION: Southeast corner of Highway III and Larkspur Lane. ZONE: C-1 Mr. Martin indicated that he had made the changes requested by the commission at preliminary review. 3 MINUTES ARCHITECTURAL COMMISSION AUGUST 25, 1987 Chairman Gregory was concerned with the amount of space being provided to plant trees on the Highway III frontage. Mr. Martin explained that there would be space between the columns and the sidewalk for the planting of trees. It was moved by Commissioner Holden, seconded by Commissioner McCrea to grant final approval . Carried 4-0 4. CASE NO: PP 87-14 APPLICANT (AND ADDRESS): RAY-AL ENTERPRISES, INC. , 73-170 Ramon Road, Thousand Palms, CA 92276. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of working drawings for office complex. LOCATION: North side Fred Waring Drive west of Monterey Avenue between Acacia and Adonis. ZONE: O.P. (Office Professional ) Commission reviewed the final working drawings and felt they were acceptable. It was moved by Commissioner Holden, seconded by Commissioner McCrea to grant final approval subject to the following conditions: 1 . Ficus trees to be a minimum 24" boxes. 2. Half of the Jacaranda to be up-sized to 30" boxes. 3. The African iris to be replaced with euryops Viridis. Motion carried 4-0 5. CASE NO: 1343 SA APPLICANT (AND ADDRESS): INTERNATIONAL LODGE, c/o WALLACE LANGFORD, 74-380 E1 Camino, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning and signage for condominium/motel project. LOCATION: 74-380 El Camino ZONE: R-3 (4) 4 144 MINUTES ARCHITECTURAL COMMISSION AUGUST 25, 1987 Mr. Drell indicated that the applicant was upgrading the hotel and wished to have a new sign also. Commission reviewed the sign and asked if the sign would be the same size as the existing sign. Mr. Drell replied that the sign would be the same size. It was moved by Commissioner Drury, seconded by Commissioner Holden to grant approval of said sign. Carried 4-0 6. CASE NO: PP 87-13 APPLICANT (AND ADDRESS): MIRALESTE INVESTMENT CORPORATION, P.O. Box 3234, Palm Desert, CA 92261 . NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of four single story apartments. LOCATION: South side Shadow Mountain Dr. , 500 feet west of Portola. ZONE: R-3 (3,000) Ms. Sass indicated that at preliminary review the applicant was asked to provide drawings showing how the facade worked and details of the rear elevation which were presented. Chairman Gregory felt the landscape plan was weak and suggested that it be revised. It was moved by Commissioner Holden, seconded by Commissioner McCrea to grant final approval subject to the landscape plan being enhanced. Carried 4-0 7. CASE NO: 317 C APPLICANT (AND ADDRESS): THOMAS MILLER, 11753 San Vicente, Los Angeles, CA 90049. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of gas station/Mobil mart final drawings. LOCATION: Northeast corner of Deep Canyon and Highway Ill . ZONE: P.C. (4) , S.P) . 5 '4r/ AGENDA ARCHITECTURAL COMMISSION AUGUST 25, 1987 Commission reviewed the plans with Chairman Gregory requesting a landscape plan. Ms. Sass indicated that only a preliminary landscape plan has been approved. It was moved by Commissioner Holden, seconded by Commissioner McCrea to grant final approval subject to approval of final landscape plans. Carried 4-0 8. CASE NO: 332 C APPLICANT (AND ADDRESS): BEN R. OLSON, JR. , P. 0. Box 587, Indio, CA 92202. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of remodel and upgrade of existing gas station and PDQ car wash. LOCATION: Highway III at San Marcos Avenue ZONE: C-1 , S.P. Ms. Sass explained that at preliminary review commission had requested the elimination or screening of roof top equipment and details on the mansard roof. Commissioner Drury asked if there was a landscape plan provided. Ms. Sass indicated that the landscaping would basically be the same as the existing landscaping. It was moved by Commissioner Drury, seconded by Commissioner McCrea to grant approval of Case No. 332C. Carried 4-0 9. CASE NO: PP 87-22 APPLICANT (AND ADDRESS) : EL PASEO COLLECTION, 73-061 E1 Paseo, Suite 5B, Palm Desert, CA 92260; HOLDEN & JOHNSON, 44-267 Monterey Avenue, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary and final approval of commercial remodel . LOCATION: Southeast corner of Highway 74 and E1 Paseo. ZONE: C-1 6 AGENDA ARCHITECTURAL COMMISSION AUGUST 25, 1987 Mr. Drell indicated that commission had requested an explanation of how the facade would tie in to the roof and suggested that it wrap around the rear elevation. Plans were submitted detailing these changes. Chairman Gregory asked if the existing roof would be visible. Mr. Foxx indicated that it may be visible from the opposite side of the street. Chairman Gregory felt there had been a substantial improvement and asked that a color board be provided. It was moved by Commissioner McCrea, seconded by Commissioner Drury to grant preliminary and final approval subject to final landscape plan and color/sample board being approved by the architectural commission. Carried 3-0-1 (Commissioner Holden abstaining) . B. Preliminary Plans 1. CASE NO: PP 87-31 APPLICANT (AND ADDRESS): CHARLES L. MARTIN, 40-840 Thunderbird Road, Rancho Mirage, CA 92270. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of club house project. LOCATION: Borders railroad tracks at I-10. Mr. Martin presented preliminary plans for a club house and explained that there are to be three buildings to have the roofs and stucco. Commission reviewed the plans and felt they were acceptable. It was moved by Chairman Gregory, seconded by Commissioner Holden to grant preliminary approval for the proposed club house. Carried 3-0-1 (Commissioner Drury abstaining) . 2. CASE NO: TT 22111 APPLICANT (AND ADDRESS): BIRTCHER DUNHAM, 73-080 El Paseo, #101 , Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architectural plans. LOCATION: Northeast corner of Mesa View and Alamo Drive. 7 IVAW New' AGENDA ARCHITECTURAL COMMISSION AUGUST 25, 1987 ZONE: P.R.-3 Ms. Sass indicated that additional solar protection may need to be provided on the east and west elevations and a typical landscape plan would need to be provided for review. Commission agreed that additional solar protection would need to be provided and asked that they show this on the final drawings. It was moved by Commissioner Drury, seconded by Commissioner Holden to grant preliminary approval subject to the addition of solar and over hang treatment on exposed east and west elevations. Carried 4-0 IV. MISCELLANEOUS: COMERFORDS Mr. Drell explained that Comerfords had moved and was requesting to construct a lattice structure similar to the one existing at the old location used for storing plants. Commission felt the plans should reflect more design style similar to the previously constructed lattice structure. V. ORAL COMMUNICATIONS: Mr. Sandy Baum expressed concern over the lack of quality landscaping being provided on the site of Case No. 332 C and suggested that the commission require additional landscaping. Mr. Jim Reeder, Fire Marshal , explained that he would be attending the architectural commission meetings in order to review plans pertaining to fire truck access. VI.
