I. The meeting was called to order at 1 :00 pm after a one hour study session.

It was moved by Commissioner Holden, seconded by Commissioner McCrea to
approve the minutes of January 27, 1987 as written. Carried 4-0-1

II. Moved by Camiissioner Cook, seconded by Commissioner Drury to approve
the follaring cases by minute motion. Carried 5-0 (Commissioner Holden
abstaining on Case No's. 315 C and 324 C) .
1. CASE N0: 315 C
APPLICANT (AND ADDRESS): BREEZE AIR CONDITIONING (JOE CQKER) , P.O.
Box 0, Palm Desert, CA 92261 .
NATURE OF PROJECTIAPPROVAL SOUGHT: Final approval of plans for an
industrial/ warehouse/office building.
LOCATION: West side of St. Charles Place, north of Mediterranean,
ZONE: S. I .
Approval subject to the following conditions.
1 . Landscaping maintenance on St. Charles Piace shall be provided
by the property owner.
Z. Installation of four foot sidewalk on St. Charles Place.
3. Size, number and location of driveways to public works specifi-

retention area for storm and nuisance water collection.

NATURE OF PROJECT/APPROVAL S(NJGHT: Preliminary approval of plans
for three professional office buildings.
LOCATION: West side of Monterey Avenue 350 feet south of Fred
Waring Drive.

APPLICANT (AND ADDRESS): DAN �OVE, E1 Paseo, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of cupola for Dan
Love's Barbecue Restaurant.
LOCATION: 72-560 E1 Paseo
ZONE: PC 3 S.P.
Mr. Smith explained that the applicant was submitting a proposal
and two options.
Mr. Love indicated that the building was approximately 210 feet
across the roof. He noted that there are six empty stores behind
his restaurant. He felt the copula would help hi-lite his restaurant
and also the surrounding stores.
Chairman Gregory stated he was not in objection to a copula but �elt
it should be in proportion with the buiiding.
Commissioner Cook agreed but added that he was opposed to the fire
torches in the copula. He felt the applicant would benefit rnore by
developing an entry roof area that wouid better identify the entry.
He stated that the copula should be located in the courtyard area if
it is to help identify severai stores in the area.

Mr. Curiey indicated they are trying to pick up on some of the same
elements as the existing Love's Restaurant's and the architecture of
the existing buildings.
Commissioner Drury advised that she had driven by and looked at the
existing clock tower. She felt it was out of proportion because of
it's height.
Mr. Love indicated that they are trying to create a festive feeling
with the torches.
Chairman Gregory had no concerns with the torches but suggested that
the copula be lower and wider to proportionatety fit the building.
Commissioner Cook explained that his concern with the torches was
that they would fall under the category of a blinking sign and he
would not approve the copula with the torches.
It was moved by Commissioner McCrea, seconded by Comnissioner Drury
to continue this case to allow restudy. Carried 5-0
2. CASE N0: 1290 SA
APPLICANT (AND ADDRESS): GENERAL NEON 8 PLASTIC SIGN COMPANY, Joel
Kudter, 10142 Shoemaker Avenue, Santa Fe Springs, CA 90670; BIRTCHER

NATURE OF PROJECT/APPROVAL S�1GHT: Approval of two freestanding
signs.
LOCATION: Southeast corner of Highway 111 and Fred Waring Drive.
ZONE: PC 4
Mr. Smith explained the proposal and noted the changes recommended
by staff.
Commissioner Cook felt that "La Posada" and "Restaurant Park" should
be the same color and letter style.
Commission was concerned with the shape of the sign retating to the
lettering on the sign. The "Travelers Inn" portion should be changed
to rust.

Mr. Kudler� representative, indicated that the proposal was what the
developer had requested. He indicated that the sign had been
preliminarily designed by the landscape architect.
Chairman Gregory had no concern with the shape of the sign but agreed
the "La Posada" and "Restaurant Park" should be the same color and
style.
It was moved by Commissioner Cook, seconded by Commissioner McCrea
to continue this case until March 10, 1987. Carried 5-0
3. CASE N0: COC 86-4
APPLICANT (AND ADDRESS): IRVING FEIGER, 3574 Bogert Trail , Paim
Springs, CA 92264.
NATURE OF PROJECT/APPROVAL SOUGHT: Request for approval of plans
for Certificate of Conformance for 5 units.
LOCATION: 7d-155 Larrea
Mr. Beatty expiained the proposed changes and indicated they are
trying to keep maintenance costs down by providing lower maintenance
type planting.
Chairman Gregory pointed out that the type of planting that requires
most maintenance is hedges, several of which were added to the plan.
Mr. Beatty stated that this was what the client wanted. Mr. Feiger
asked that the trees in the parking area be deleted because of trash
accumulation and car problems.
Commissioner Cook had no concern with the dumpster location or the
deletion of the trees in the parking area.
Chairman Gregory felt the landscape plan was not a super plan. He
noted that the AE Design landscape plan was much more superior and
advised that less maintenance would be required for that plan.
Mr. Drell advised that the commission should require a super
landscape pian since the landscaping is the major portion of the COC
process.
Chairman Gregory suggested that a drip system be installed and the
ground cover be deleted to require less rnaintenance.

It was moved by Commi ss i oner Cook, seconded by Commi ss i on McCrea to
grant approval of the AE Design plan for the area north of the
parking lot and the third (Portals) design for the parking area.
Gazanias to be deleted at the owners discretion. Carried 4-0
Mr. Beatty presented awning plans for this project and requested
approval .
Commission reviewed the proposed plans and found them acceptable.
It was moved by Commissioner Cook, seconded by Corrmiissioner Holden
to grant approval of awnings as submitted. Carried 4-0
4. CASE M0: 1296 5A
APPLICANT (AND ADORESS) : DALE BURTON'S, 73-445 El Paseo, Palm
Desert, CA 92260; PORTALS, 73-280 E1 Paseo #6, Palm Desert, CA
92260.
NATURE OF PROJECT/APPROVAL S�1GHT: Approval of awning with signage.
LOCATION: Corner of San Pablo and E1 Paseo.
ZONE: C-1
Mr. Beatty outlined the details of the proposal and responded to
questions by the commission.
Commission was satisfied with the proposal and therefore, it was
moved by Commissioner Holden, seconded by Commission�r McCrea to
grant approval as submitted. Carried 4-0
