The meeting was called to order at 1 :00 pm after a one hour study session. CASE N0: 1288 5A APPLICANT (AND ADDRESS): AMERICAN CLEANERS, 74-111 Highway 111 , Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign program. LOCATI�1: 74-I11 Highway I11 ZONE: C-1 S.P. Approval subject to the front facing sign not exceeding the allowed 36 square feet. 2. CASE N0: 281 C APP�ICANT CAND ADDRESS): MONTEREY DESIGN PARTNERSHIP, c/o Rick Holden, 73-330 Ei Pasea, Suite B, Palm Desert, CA 92260. NATURE OF PROJECTIAPPROVAL SOUGHT: Review of color proposals and window details. � � MINUTES ARCHITECTURAL COMMISSION JANUARY 27, 1987 LOCATION: Southwest corner Sonora and Monterey Avenue. ZONE: O.P. S.P. 3. CASE N0: 1292 SA APPlICANT (AND ADDRESS) : MISSISSIPPI JACK'S, 73-091 Country Club Drive, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage. IOCATION: Westerly commercial unit at Plaza de Monterey. ZONE: PC 2 Approval subject to the upper case letters being a maximum 10-1/2" and the lower case letters being maximum 8". All other conditions listed in the staff report to apply also. III. CASES: A. Final Drawings: 1. CASE N0: 1286 SA APPLICANT (AND ADDRESS): A.T. SIGNS for DAN LOVE, 28545 Felix Valdez, Temecula, CA 92390. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign program for Dan Love's Barbecue. LOCATION: 72-560 El Paseo ZONE: PC 3 S.P. Mr. Smith outlined the staff concerns which included the use of two different sign types, the cocktail signs and the exposed raceway. Commissioner Holden felt that either ons of the sign styles woul� be fine as long as only one style was used. He rec�mmended that the "Cocktail" signs be removed. Mr. Love exp 1 a i ned that there was an entrance to the bar area wt�ere the one cocktail sign is to be located. He noted that he was requesting the addition of a cupola similar to the existing cupola in the center. 2 '�wr � MINUTES ARCHITECTURAL COMMISSION JANUARY 27, 1987 Commissioner Holden felt that proportionately the cupola was too tall for the building. Commissioner fJrury indicated that she would like to review the existing cupola before approving this request. She felt that the signs needed to be the same style so the wall did not appear so busy. Commissioner McCrea felt that the two different sign types might work if it were designed so that the can sign would not be bright. Chairman Gregory suggested that the can sign be smaller. Mr. Love noted that if the can were smaller it would not be visibte from E1 Paseo. It was moved by Commissioner Drury, seconded by Commissioner Holden to approve the signs subject to the following conditions. I . That the "Barbecue Restaurant" sign be individual letters. 2. That the "Cocktaii" sign (sign C) be deteted. Motion carried 4-0 2. CASE N0: 1264 SA APPIICANT (AND ADDRESS): RANDY'S CAFE, 73-560 Highway 111 , Palm Desert, CA 92260; PORTALS, 73-28Q E1 Paseo, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Clarification of approval . LOCATION: 73-560 Highway 111 ZONE: C-1 S.P. Mr. Smith indicated that the commission should restate i�s position on the approval of said awning and determine if said awning is installed as intended. Commissioner Holden stated that he felt the awning was installed as per the architecturat commission approval . Commissioner Drury indicated that she had not seen the awning as instatled but, witta an explanation of the installation of said awning, she agreed that it was installed correctly. It was moved by Commissioner McCrea, seconded by Commissioner Drury to reaffirm the previous approval of this awning and to confirm that the awning is installed as architectural commission intended. Carried 3-0-1 (Chairman Gregory abstaining) . 3 � � M I NUTES ARCHITECTURAL COMMISSION JANUARY 27, 1987 3. CASE N0: COC 86-4 APPLICANT (AND ADDRESS) : IRVING FEIGER, 3574 Bogert Trail , Palm Springs, CA 92264. NATURE OF PROJECT/APPROVAL SOt1GHT: Request for approval of plans for Certificate of Conformance for 5 units. LOCATION: 74-155 Larrea Mr. Smith indicated that the commission should be looking at improving the existing project so that the applicant may obtain certificate of conformance. He noted that in study sessian commission had some concerns with landscaping. Chairman Gregory explained that the new landscape architect licensing law requires that landscape plans be prepared by a licensed architect if other than a single family home. He noted that he would have to abstain from the vote. Mr. Beatty, representative, indicated that they were proposing to add an 8' wali to block the trash area and were requesting a sign stating the apartment name. They plan to use the existing landscaping and gravei and are providing railroad ties in the gravel areas. Landscape planters witl be added in the gravel area. Commissioner Hoiden felt that there was a lack of landscaping and suggested that the wail for the trash be replaced with a hedge. He noted that the wall with no returns would be unstable. He thought that planting could cost less than the wall would cost to construct. Mr. Beatty expressed concern over problems and expense that wouid be created by removing the asphait and installing a planter and watering system. He noted that if there was a problem with the wall he could delete i� completely. Commissioner Drury had no preference for the wall or pianting at the trash area but did feel that some landscaping should be required to provide a softening effect. Commissioner Holden feit the commission had b�en very lenient in requiring sufficient upgrades when a certificate of conformance is requested. Chairman Gregory noted that the commission is here to make sure that significant upgrades are made so that these projects become an asset to the city. He felt the tandscaping was extremely minimai . 4 � � MINUTES ARCHITECTURAL COMMISSION JANUARY 27, 1987 Commissioner Drury indicated that commission felt if this was a new building proposai they would not approve it as presented. She noted that there should be a middle ground that can be agreed on. Mr. Beatty explained that he is looking for some direction on what the commission wants here. Commissioner Holden indicated that there have been na new projects approved with this much gravel and the lack of landscaping. Mr . Beatty produced figures and pictures of the surrounding neighborhood buildings of which more utilized gravel than grass. Chairman Gregory indicated that he would not have a favorable vote witho�t some additional landscaping improvements and the adherence to the landscape architect licensing law. It was moved by Commissianer Drury, seconded by Commissioner McCre� to continue this case to allow the applicant time to study their proposal . Carried 4-0 [V. DISCUSSION ITEMS: None V.
