The meeting was called to order at 1 :00 pm after a one hour study session. Carried 3-0-1 . (Commissioner Drury) It was moved by Commissioner Drury, seconded by Commissioner Cook, to approve the minutes of June 9, 1987 as written. Carried 4-0. II. Moved by Commissioner Drury, seconded by Commissioner Cook to approve the following cases by minute motion. Carried 4-0. III. CASES 1. CASE NO: 1326 SA APPLICANT (AND ADDRESS) : THERE IS A WAY, P. 0. CASE NO: 1330 SA APPLICANT (AND ADDRESS): HARRY MOSSBERG, 73-241 Highway III , Suite 3E, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of window mounted business signs. NATURE OF PROJECTAPPROVAL SOUGHT: Approval of final working drawings for senior housing project. LOCATION: East side of Monterey north of San Gorgonio. ZONE: R-1 Senior Overlay It was moved by Commissioner Drury, seconded by Commissioner McCrea, to return the architectural drawings to the applicant for restudy of 2 MINUTES ARCHITECTURAL COMMISSION JUNE 23, 1987 maintenance access to courtyard areas, details of carport area and architectural details. The height of building gable on single story buildings which encloses the mechanical equipment should also be restudied. Carried 3-0-1 (Chairman Gregory) . 2. CASE NO: PP 86-9 APPLICANT (AND ADDRESS) : DAVE MANOOKIAN, P. 0. Box 2060, Sun Valley, ID 83353 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revisions to approved landscape plan. LOCATION: Southeast corner of San Pablo and Santa Rosa. ZONE: R-3 S.O. It was moved by Commissioner Cook, seconded by Commissioner McCrea to grant approval subject to changes marked in ink on the city copy of plans. Copy to be returned to applicant. Carried 4-0. 5. CASE NO: PP 87-15 APPLICANT (AND ADDRESS): CHAZAN CONSTRUCTION, 72-624 E1 Paseo, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of working drawings and landscape plan for seven unit apartment complex. LOCATION: Portola at San Jacinto - south of De Anza Way. ZONE: R-1 (Request for R-2 5,000) It was moved by Commissioner Drury, seconded by Commissioner Cook to approve the architectural plans subject to a final landscape plan being resubmitted for approval . Carried 4-0. Architectural plans may be submitted to Building Department for plan's check. Building permits may not be issued prior to final approval of landscaping. Landscaping needs more action along the wall , trees increased in size and more plantings, before working drawings are approved. 3 1r MINUTES ARCHITECTURAL COMMISSION JUNE 23, 1987 5. CASE NO: SF 879 APPLICANT (AND ADDRESS): ROBERT JOHN KRAUSE, 44-374 Portola, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a fence along front property line. LOCATION: 44-574 Portola, one lot north of De Anza Way. ZONE: R-1 Continued to next meeting since applicant was not present. B. Preliminary Plans 1. CASE NO: PP 87-20 APPLICANT (AND ADDRESS): CHUCK STROTHER/TRIAD PACIFIC DEVELOPMENT, P. 0. Box 1514, Palm Desert, CA 92261 . NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architecture and landscape plan for office park/residential mixed-use development. LOCATION: N.E. corner of Cook Street at Hovley Lane ZONE: PR-5, S.P. (request for PR-9 and 9 acres on O.P. ) Applicant presented a model of planned project to the Commission. Commissioner Drury mentioned a concern that there might be a traffic problem with the entrance being where it is and if there was a possibility of maybe putting another one in the opposite direction. Applicant advised that an EIR is being prepared and that the traffic flow would be resolved with this study. It has already been determined that a traffic light could be installed if there is a problem. The proposal is for a 100' setback or greenbelt located along common property lines which was a concern of the commission. Suggestion was that possibly something of a recreational nature could be planned for the corners of the project. 4 MINUTES ARCHITECTURAL COMMISSION JUNE 23, 1987 Request for a zone change has been made. Commissioners made some general comments about the project. No action was taken. 2. CASE NO: PP 87-24 APPLICANT (AND ADDRESS): MONTEREY INVESTMENT GROUP, 77-900 Avenue of the States, Palm Desert, CA 92260/JOHN OUTCAULT (Architect) , 74-133 El Paseo, #11 , Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a 20,784 square feet 2-story office project located in an O.P. zone at the southwest corner of Monterey Avenue and Fred Waring Drive. LOCATION: Southwest corner of Monterey Avenue and Fred Waring Drive. ZONE: O.P. A restudy has to be made regarding the windows and balconies since they overlook the housing area at the rear of planned complex. Applicant will resubmit plans for screening balconies so that privacy for the homes will be maintained. It was moved by Commissioner Drury, seconded by Commissioner Cook to grant architectural approval subject to a restudy of the landscaping along the walkways between buildings as well as at the rear of the building in the parking area in addition to the revised privacy Issue. Carried 4-0. C. Miscellaneous Plans: 1. CASE NO: COC 87-2 APPLICANT (AND ADDRESS): IRVING FEIGER, 3574 Bogert Trail , Palm Springs, CA 92264. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of Certificate of Conformance for existing 16 unit apartment project. LOCATION: East side of Monterey, north of San Gorgonio. ZONE: R-1 Senior Overlay A video tape tour was conducted by Mr. Drell showing the improvements 5 MINUTES ARCHITECTURAL COMMISSION JUNE 23, 1987 made to property to secure a Certificate of Conformance from the City. Chairman Gregory commented concerning the grass being up to the building edge. The lawnmower cannot be pushed against the buildings when mowing the lawn and as a result the buildings will be marred by equipment bumping against them. He felt that a strip of some form of shrubbery or landscaping should be done to alleviate the problem. A minimum of 2' would be acceptable. Commission needs to see a plan before they can grant approval of the project improvements for Certificate of Conformance. It was moved by Chairman Gregory, seconded by Commissioner Cook to approve the Certificate of Conformance subject to the posting of a $3,000 bond or cash deposit for installation of plant material adjacent to the building within a 60-day period. The bond will be released when landscaping is installed and receives final approval . IV. DISCUSSION ITEMS: None V. ORAL COMMUNICATIONS: None VI.
