I. The meeting was called to order at 1 :00 pm after a one hour study session.

It was moved by Commissioner McCrea, seconded by Chairman Gregory to
approve the minutes of April 28, 1987 as written. Carried 2-0-1
(Commissioner Cook abstained) .
II. Moved by Carmissioner McCrea, seconded by Commissioner Cook to approve
the folla+ing case by minute motion. Carried 3-0.
1. CASE PIO: 317 C
APPLICANT (AND ADDRESS): THOMAS MILLER, 11753 San Vicente, Los
Angeles, CA 90049.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of gas
statio�/Mobil mart architectural redesign.
LOCATION: Northeast corner of Highway I11 and Oeep Canyon Road.
ZONE: PC (4) S.P.
Approval subject to the following conditions:
1 . Rather than white building, #10610 off white color be used.
2. Wider columns are to be provided to match hotel structure.

A. Final Drawings:
1. CASE NfJ: 1318 SA
APPLICANT (AND ADDRESS): CARL KARCHER ENTERPRISES, P.O. Box 4999,
ANAHEIM, CA 92803.
NATURE OF PROJECT/APPROVAL SOUGHT: Exterior refurbishing including
painting and backlit awning.
LOCATION: 73-125 Highway 111
ZONE: C-1 S.P.
Mr. Smith explained the proposal and indicated that there may be
some concerns with awning colors.
General concern by the Commission was the somewhat garnish and
overall circus tent appearance with regard to the bright reds and
yellow colors. Appticant indicated that the use of beige rather
than yellow would tone down the bright red cotor.
Commissioner Cook suggested that rather than the bright red color a
rust color red might be used.
Chairman Gregory recommended that the red trim on windows and red
door be deleted. Applicant preferred that the red trim remain and
the red door be deleted. Applicant explained that the use of the
awning was to provide visibility to the buiiding by reflecting light
onto the building.
It was moved by Commissioner Cook, seconded by Commissioner McCrea,
to refer this case back to the applicant for restudy. Carried 3-0.
2. APPLICANT (AND ADDRESS): COMPACT RADIO, 73-660 Highway 111 , �alm
Desert, CA 92260; PACIFIC OU7DOOR PRODUCTS, 340 E. Menlo, Hemet. CA
92343.
NATURE OF PROJECT/APPROVAL SOUGHT: Replacement of canvas awning
with aluminum 20' X 24' awning at rear of building.
LOCATION: 73-660 Highway 111
ZONE: C-1
This case was withdrawn from the agenda.

B. Preliminary Plans:
1. CASE I�O: PP 87-14
APPLICANT (AND ADDRESS): RAY-AL ENTERPRISES INC. , 73-170 Ramon Road,
Thousand Palms, CA 92276.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval for 18,550
square foot office complex.
LOCATION: North side Fred Waring Drive west of Monterey Avenue
between Acacia and Adonis Drive.
ZONE: R-2 tProposed change of zone to O.P. )
Commission's concerns in study session were the berms, signage, and
carports. Commissioner Cook expressed that there could be more
interest by wrapping the berm around corners and then down in the
center instead of straight across, which gives a monotonous
appearance.
Commission Cook suggested the possibility of aligning the handicap
spaces with the walkways.
Chairman Gregory reconrnended breaking up the carports to lessen the
long driveway effect.
It was moved by Commissioner Cook, seconded by Commissioner McCrea,
to grant a conceptual approvai with the foliowing concerns to be
addressed at pretiminary submittal .
1. Variation of landscape treatment.
2. Show proposed sign locations.
3. Carports to be broken up through walkway areas with hanc�icap
spaces to align with walkways.
4. Provide elevations showing proposed carports.
Carried 3-0.

APPLICANT (AND ADDRESS): SION GANNON, 73-647 Highway 111 , Palm

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
elevations for retail/office building.
LOCATION: Southeast corner Highway lll and Larkspur Lane.
ZOhiE: C-1
Mr. Martin presented the proposed plans and indicated the changes
that had been made since the previous submittai .
Chairman Gregory commented that the building should be more
pedestrian oriented with less mass on the corners.
Mr. Martin indicated that there would be a walkway with stairs on
each end of the building and that possibly a fountain or some type
of landscaping could be done on the northwest corner.
Commissioner Cook suggested setting the columns back and landscaping
done in front of them.
Mr. Martin stated that street trees would be no problem and will
indicate this on the revised plans.
It was moved by Gommissioner McCrea, secanded by Commissioner Cook
to grant conceptual approval and for it to come back for preliminary
approvai . Carried 3-0.
3. CASE N0: 330 C
APPLICANT {AND ADDRESS): CHAZAN CONSTRl1CTI0N, 72-624 E1 Paseo,
Palm Desert. CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of site
plan and architectural design for 10,637 square feet of retail space.
IOCATION: E1 Paseo west. of Sage.
ZONE: C-1
Mr. Martin presented the plans and proposed changes which had been
made from the previous meeting.
Commission reviewed the plans and were generally pleased witt� the
changes as shown. _
It was moved by Commissioner Cook, seconded by Commissioner McCrea
to grant approval to the applicant on a conceptual basis. Carried
3-0.
