The meeting was called to order at 1 :00 pm after a one hour study session. Carried 5-0 II. Moved by Commissioner Holden, seconded by Commissioner Drury to approve the following cases by minute motion. Carried 5-0 1. CASE NO: 1381 SA APPLICANT (AND ADDRESS): EADIE ADAMS REALTY COMPANY, 73-255 El Paseo, Suite 2, Palm Desert, CA 92260. MATURE OF PROJECT/APPROVAL SOUGHT: Approval of two awnings with signage. LOCATION: Southeast corner of E1 Paseo and Sage. ZONE: C-1 S.P. 2. CASE NO: 1386 SA APPLICANT (AND ADDRESS) : JOE & DEE DEE POLZIN for SOUTHWEST COLLECTIBLES, 75-535 Kachina Circle, Indian Wells, CA 92210. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of signage. MINUTES ARCHITECTURAL COMMISSION NOVEMBER 10. 1987 LOCATION: 72-750 El Paseo ZONE: C-1 III. CASES: A. Final Drawinos: 1. CASE NO: 1379 SA APPLICANT (AND ADDRESS): VICTOR MIHAJSON, 74-767 S. Cove Drive, Indian Wells. CA 92210. MATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning with signage for new restaurant. LOCATION: 72-850 E1 Paseo. Palms to Pines East ZONE: PC (2) Victor Mihaison was present and told commission that his new restaurant needed this canopy awning and valance in order to better delineate it from other businesses in the center. Commission felt that the colors (beige and burgundy) were acceptable however, the canopy awning extending into the parking lot should be in a more defined area so that cars will not drive into the support posts. This could be done through installation of curbs. creation of a planter area or the addition of enhanced paving in this area. Commission also felt the scallops should be eliminated as well as the stripes on the valance. Accordingly. it was moved by Commissioner Drury. seconded by Commissioner McCrea to continue this case to allow the applicant to revise his plans to reflect the changes noted above. Carried 5-0 2. CASE NO: 1341 SA (Amendment ##1 ) APPLICANT (AND ADDRESS): LINENS & THINGS c/o HEATH & COMPANY, 3225 Lacy Street. Los Angeles, CA 90031 . NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification sian. 2 MINUTES ARCHITECTURAL COMMISSION NOVEMBER 10, 1987 LOCATION: One Eleven Town Center ZONE: PC 3 Mr. Smith advised commission that the plans had been revised to reflect the color program adopted by commission and the size reduced to comply with code; consequently the plans were approved by staff. Therefore, no action was necessary on this application. 3. CASE NO: 1380 SA APPLICANT (AND ADDRESS): CASEY KLINE GALLERY, 73-725 El Paseo ##23D, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of signage for second story business. LOCATION: El Paseo - south side next to Mama Ginas, above Ted Land Shoes. ZONE: C-1 Commission reviewed the proposed plans and found them acceptable. Therefore, it was moved by Commissioner Holden, seconded by Commissioner Drury to approve this case. Carried 5-0 4. CASE NO: 925 SA (Amendment ##1 ) APPLICANT (AND ADDRESS): PORTALS for THE BLUEPRINTER, 73-280 El Paseo ##6, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of menu on awning. LOCATION: 74-21- Highway III ZONE: C-1 Mark Beatty asked the commission for clarification on menu signs. Commission explained that they review each case on an individual basis and they have no set policy on menu signs. 3 MINUTES ARCHITECTURAL COMMISSION NOVEMBER 10, 1987 Mr. Beatty therefore asked that this item be continued. Therefore, it was moved by Commissioner McCrea, seconded by Commissioner Sullivan to continue this case. Carried 5-0 5. CASE NO: 1377 SA APPLICANT (AND ADDRESS): MEDIA PRODUCTS dba GRANT BOOK WAREHOUSE, 6720 S. Clemente Court, Tempe, AZ 85283. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of signage for business. LOCATION: 72-695 Highway 111 , A-1 and A-2 former location of "The Alley". ZONE: PC (3) , S.P. Commission reviewed the proposed signage and indicated that it would not approve a temporary sign as a permanent sign. Chairman Gregory felt a temporary sign should represent better things to come, and this one doesn't. It was moved by Commissioner Sullivan, seconded by Commissioner McCrea to deny this case. Carried 5-0 6. CASE NO: 337 C APPLICANT (AND ADDRESS) : CHEVRON c/o TAIT AND ASSOCIATES, 900 Orangefair Lane, Anaheim, CA 92001 . NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of landscape plan and sign. LOCATION: Southeast corner of Plaza Way and Highway 111 . ZONE: C-1 Commission reviewed the proposed plans and felt the landscape plan was unacceptable. Commission advised that the modified sign was acceptable but wanted a monument sign which is not to exceed eight feet in height. It was moved by Commissioner Holden, seconded by Commissioner Sullivan to grant approval subject to the following conditions: 4 MINUTES ARCHITECTURAL COMMISSION NOVEMBER 10, 1987 1 . Monument sign not to exceed eight feet in height. 2. Landscape plan to be revised for resubmittal . Carried 5-0 7. CASE NO: 1376 SA APPLICANT (AND ADDRESS): ROSENTHAL & ASSOCIATES, 72-261 Highway 111 , Palm Desert, CA 92260; IMPERIAL SIGN, 46-120 Calhoun Street, Indio, CA 92201 . NATURE OF PROJECT/APPROVAL SOUGHT: Approval of identification sign. LOCATION: 72-261 Highway III , Las Sombros restaurant/office park. ZONE: PC (4) Commission reviewed the proposed plans and felt they were acceptable. It was moved by Commissioner McCrea, seconded by Commissioner Drury to grant approval subject to the following condition. 1 . The sign to be lowered by six inches from the top of the wall and narrowed in depth by eight inches. Carried 5-0 8. CASE NO: PP 87-2 & PP 87-3 APPLICANT (AND ADDRESS) : HSM PROPERTIES, P.O. Box 3352, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of carport design. LOCATION: Shadow Mountain Drive west of Portola. ZONE: R-3 (3) Ken Stendell was present and showed commission brochures for a prefabricated metal/aluminum carport structure. Commission felt that the awning structures could better relate to the architecture of the main buildings. In addition, commission 5 MINUTES ARCHITECTURAL COMMISSION NOVEMBER 10. 1987 felt the aluminum fascia would be susceptible to dents and bangs from objects. The applicant's architect should provide an acceptable solution. It was moved by Commissioner Holden, seconded by Commissioner Sullivan to continue this matter to allow the applicant's architect time to provide details showing how the carport fits in with the building. Carried 5-0 9. CASE NO: 288 C AMENDMENT APPLICANT (AND ADDRESS): DOMINICK MANCUSO, 305 Tolosa Circle. Palm Desert. CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Amendments to working drawings for restaurant/office building under construction. LOCATION: Palms to Pines Village (Carl 's Jr. Center) . ZONE: C-1 Commission reviewed the proposed amendments to the building. It was moved by Commissioner Holden, seconded by Commissioner McCrea to: 1 . Deny requested landscape substitution for trellis structure. Applicant may modify trellis so not to interfere with CVWD easement. Carried 3-2 (Chairman Gregory and Commissioner Drury opposed) . 2. Main sign located on elevator tower approved. Two signs on ends denied pending review of impact of trellis structures on visibility. Carried 4-1 3. No action taken on window treatment changes. 10. CASE NO: 1359 SA APPLICANT (AND ADDRESS) : D & A SHADE COMPANY for SPECTACULAR SHADES, P.O. Box 417. Palm Sprinas. CA 92263. Ms. Sass presented the plans and noted changes in the design submitted from the last meeting. Jack Gahistrum, attorney representing the applicant, further Presented the desian and aareed -to mitigate concerns expressed by the commission. Upon review by the commission, it was moved by Commissioner Drury, seconded by Commissioner McCrea to grant approval subject to the following conditions. 1 . The awnings to return to the building. 2. The colors to be silk screened on the canvas. Carried 3-1-1 (Commissioner Holden opposed, Commissioner Sullivan abstained) . B. Preliminary Plans: 1. CASE NO: PP 87-29 APPLICANT (AND ADDRESS): DOVELAND DEVELOPMENT COMPANY. 135 Columbia Drive. Rancho Miraae, CA 92270. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architecture and landscape plans. LOCATION: South side of El Paseo, approximately 180 feet east of San Luis Rey. ZONE: C-1 The proposed plans were reviewed by the commission and some concerns were expressed. It was moved by Commissioner Sullivan, seconded by Commissioner Holden to continue this case with the following concerns to be addressed. Carried 5-0 1 . Landscape plans to be resubmitted as discussed with commission. 2. Color and material samples to be submitted. 3. Roof plans to be submitted. 7 MINUTES ARCHITECTURAL COMMISSION NOVEMBER 10. 1987 4.
