I. The meeting was called to order at 1 :00 pm after a one hour study session.

It was moved by Commissioner Drury, seconded by Commissioner Sullivan to
approve the minutes of September 22, 1987 as written. Carried 4-0

APPLICANT (AND ADDRESS): CHEVRON USA C/O TAIT AND ASSOCIATES, 900

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval for minor
remodel , signage and landscaping for gas station.
LOCATION: Southeast corner Highway III and Plaza Way.
ZONE: PC-3
Approval subject to revised landscape plan being submitted for
approval , relocation of swamp coolers and the signs being revised to
comply with code requirements.

1. CASE NO: 1354 SA
APPLICANT (AND ADDRESS): PALMS TO PINES CANVAS for T. BARRY KNICKER
COMPANY, Pinyon Pines Box 69, Mountain Center, CA 92361 .
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning and signage.
LOCATION: 74-420 Highway III
ZONE: C-1 S.P.
Mr. Smith indicated that the sign is an existing sign located on El
Paseo and to be relocated to the Todd building on Highway Ill .
Commissioner Sullivan was concerned with the combination of the
awning and the building. He questioned how the awning related to
the building and requested more detailed information. He felt that
if the awning was placed over the adjacent tenants space it would be
a mistake.
Mr. Brooks, representative, explained that the awning would cover
the complete wall .
Commissioner Drury explained that a new tenant could locate in the
adjacent space and not want the awning over their space. She asked

if the awning could be reworked to eliminate the awning being placed
over the adjacent tenants space. Mr. Brooks indicated that his
client wanted to spend the least amount of money possible.
Mr. Smith indicated that they should have approval from the building
owner if the awning is to be located over the adjacent tenants space.
It was moved by Commissioner Drury, seconded by Commissioner Sullivan
to continue this case. Carried 4-0
2. CASE NO: 1349 SA
APPLICANT (AND ADDRESS): PALMS TO PINES CANVAS for WARREN'S GIFTS
LTD, Pinyon Pines Box 69, Mountain Center, CA 92361 .
NATURE OF PROJECT/APPROVAL SOUGHT: Resubmittal of awning to extend
an additional two feet from fascia - five feet total .
LOCATION: 73-390 El Paseo
ZONE: C-1
Mr. Smith explained that the commission, at study session, felt that
the additional two feet requested was unwarranted and indicated that
all awnings in this general location would be kept to the same.
It was moved by Commissioner Holden, seconded by Commissioner Drury
to reaffirm the previous approval and deny above request. Carried
4-0.
3. CASE NO: 1359 SA
APPLICANT (AND ADDRESS) : D & A SHADE COMPANY for SPECTACULAR
SHADES, P.O. Box 417, Palm Springs, CA 92263.
NATURE OF _PROJECT/APPROVAL SOUGHT: Approval of an awning with
signage for new business.
LOCATION: 73-260 El Paseo
ZONE: C-1 S.P.
Commissioner Drury indicated that this was a canvas sign rather than
an awning and she felt the sign was too busy and recommended the

glasses be deleted. Commissioner Sullivan thought the sign was too
large.
Mr. Smith noted that the sign is to be limited to a total of 23
square feet.
It was moved by Commissioner Drury, seconded by Commissioner Sullivan
to continue this case to allow for restudy of sign size and graphics.
Carried 4-0
4. CASE NO: 1360 SA
APPLICANT (AND ADDRESS) : D & A SHADE COMPANY for OUR PLACE
RESTAURANT, P.O. Box 417, Palm Springs, CA 92263.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning for
installation over outdoor seating areas.
LOCATION: 73-910 El Paseo
ZONE: C-1 S.P.
Ms. Sass explained that the proposal is for an awning without
signage.
Commissioner Drury felt the scallops and white trim should be
removed. Chairman Gregory agreed.
It was moved by Commissioner Holden, seconded by Commissioner Drury
to approve this case. Carried 3-1 (Commissioner Sullivan opposed) .
B. Preliminary Plans:
1. CASE NO: PP 87-32
APPLICANT (AND ADDRESS): CHARLES MARTIN/MIRALESTE INVESTMENTS,
40-840 Thunderbird Road, Rancho Mirage, CA 92270.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
architecture of office building.
LOCATION: Highway III at Cabrillo.
ZONE: C-1 S.P.

Mr. Martin, architect, explained that the lot was unusual in shape
and that he lost a lot of building by providing for the line-of-
sight. He noted he was providing a stepped up effect that allowed
solar protection.
Commissioner Drury liked the building architecture. Commissioner
Sullivan had concerns with the right-of-way and overhang of the
fascia.
Mr. Smith indicated that all buildings must have a five foot setback
when located on a public street.
Mr. Martin explained that the overhang would be decreased some.
It was moved by Commissioner Sullivan, seconded by Commissioner
Drury to grant preliminary approval subject to the above concerns
being addressed at final approval . Carried 4-0
