The meeting was called to order at 1 :00 pm after a one hour study session. ZONE: C-1 This item was continued on a minute motion basis. 2 MINUTES ARCHITECTURAL COMMISSION OCTOBER 27, 1987 6. CASE NO: PP 86-50 APPLICANT (AND ADDRESS): R.C. ROBERTS, 801 A Street, San Rafael , CA 94901 . NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of architectural plans for retirement community. LOCATION: North side of Frank Sinatra Drive. ZONE: R-I-M Approval subject to a final landscape plan being approved by this commission. III. CASES: A. Final Drawings: 1. CASE NO: 1354 SA APPLICANT (AND ADDRESS): PALMS TO PINES CANVAS for T. BARRY KNICKER COMPANY, Pinyon Pines Box 69, Mountain Center, CA 92361 . NATURE OF PROJECT/APPROVAL SOUGHT: Approval of awning and signage. LOCATION: 74-420 Highway III ZONE: C-1 S.P. Mr. Smith explained that the business is relocating and the applicant wishes to move the awning to the new site. Commission at the last meeting was concerned with the length of the awning. The applicant is now submitting a new plan which reduces the length of the awning to cover only his portion of the building. Commissioners' Holden and Sullivan felt the awning was not compatible with the building. It was moved by Commissioner Drury, seconded by Commissioner McCrea to grant approval . Carried 3-2 (Commissioner Holden and Sullivan opposed) . 2. CASE NO: 336 C APPLICANT (AND ADDRESS): THE PLAZA ON EL PASEO, 73-061 El Paseo, Suite 5B, Palm Desert, CA 92260. 3 MINUTES ARCHITECTURAL COMMISSION OCTOBER 27, 1987 NATURE OF PROJECT/APPROVAL SOUGHT: Approval of illuminated sign on four legged structure for JC's Restaurant. LOCATION: 73-061 El Paseo ZONE: C-1 S.P. Ms. Sass explained that commission, at study session, had concerns with the type of lighting and the visibility of the wiring and light fixtures in the lattice structure. Commission felt the sign was too large and the lattice structure didn't appear to be strong enough to support the proposed sign. Commissioner Sullivan questioned the proximity of the sign structure to the building. Commissioner Drury noted they do not have any exposure to the street. Mr. Drell explained that commission has approved other awnings/signs for business located within a center that had no visibility to the street. Commissioner Cook felt the sign element doesn't look supported by the trellis and does not match the buildings. He was opposed to the use of an open trellis structure and suggested that a translucent material be used to line the trellis. He thought a more creative design could be achieved. Commissioner Holden was not concerned with the structure but felt the lighting was a problem. He recommended that lights be placed in the columns. He was objected to the changing of established sign programs for centers. The applicant indicated that they are trying to attract business by providing visibility to the entrance area. Mr. Foxx felt the wires and light fixtures were a construction detail which shouldn't be a concern to the commission. Commissioner Holden explained that the appearance and aesthetics are of concern to the commission which includes the wires and light fixtures being visible. It was moved by Commissioner McCrea, seconded by Commissioner Holden to grant conceptual approval subject to the following conditions. Carried 5-0 4 MINUTES ARCHITECTURAL COMMISSION OCTOBER 27, 1987 1. Full detail drawings to be submitted including the size of lattice materials, colors, type of lighting and the location of lighting fixtures and wires. 3. CASE NO: 1370 SA APPLICANT (AND ADDRESS): PAK MAIL, 74-140 El Paseo #4, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of signage. LOCATION: Signs face Highway III and west into parking lot. ZONE: C-1 S.P. Ms. Sass explained that the proposed signs have already been installed and exceed what is allowed by code. She suggested the applicant remove either the signage at the top of the windows or the menu signs. Commissioner Cook indicated that the mail boxes were visible from the street which would provide good advertising. Commissioner Drury preferred the list of services be removed. The applicant explained that people do not know what kind of business she has without this information listed. It was moved by Commissioner Sullivan, seconded by Commissioner McCrea to grant approval subject to either the wording at the top of the window or the menu on the lower portion of the window being removed. Carried 5-0 4. CASE NO: 1373 SA APPLICANT (AND ADDRESS): RACHEL'S, c/o FOXX DEVELOPMENT, 73-111 El Paseo, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of identification sign. LOCATION: ZONE: C-1 Commission reviewed the proposed plans and felt they were acceptable. 5 MINUTES ARCHITECTURAL COMMISSION OCTOBER 27, 1987 Commission felt the new paint on the building appeared unfinished and the colors were inappropriate. It was moved by Commissioner Drury, seconded by Commissioner McCrea to grant approval of the proposed sign. Carried 4-1 (Commissioner Sullivan opposed) . 5. CASE NO: PP 87-22 APPLICANT (AND ADDRESS): EL PASEO COLLECTION, 73-061 E1 Paseo, Suite 5B, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of remodel and materials. LOCATION: Southeast corner of Highway 74 and El Paseo. ZONE: C-1 Mr. Drell explained the proposed remodel indicating that one of the tenants refused to participate. Commission had concerns with the differing front elevations, canvas awning and the area that will protrude at the end unit appearing to be an unresolved detail . Mr. Foxx, applicant, indicated he could use spandral glass on the corner unit. Commission felt the glass should match the other windows in that unit. It was moved by Commissioner Drury, seconded by Commissioner McCrea to grant approval subject to windows being installed at the corner unit to match existing front windows. Carried 2-0-3 (Chairman Gregory, Commissioner Holden and Commissioner Sullivan abstaining) . 6. CASE NO: 1359 SA APPLICANT (AND ADDRESS) : D & A SHADE COMPANY for SPECTACULAR SHADES, P.O. Box 417, Palm Springs, CA 92263. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of an awning with signage for new business. LOCATION: 73-260 E1 Paseo ZONE: C-1 S.P. 6 MINUTES ARCHITECTURAL COMMISSION OCTOBER 27, 1987 Commission had concerns with the proposed colors, size of lettering and the style of the awning. It felt the style was inconsistent with El Paseo and suggested smaller lettering in a different style. It was moved by Commissioner Sullivan, seconded by Commissioner Cook to continue this case for restudy. Carried 5-0 7. CASE NO: 1364 SA APPLICANT (AND ADDRESS): IDENTIFICATION SERVICE CENTER, 73-612 Highway III , Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of business identification sign. LOCATION: North side of Frontage Road east of De Anza. ZONE: C-1 As delineated in the staff report, commission determined that this request could not be approved. Accordingly, it was moved by Commissioner Holden, seconded by Commissioner McCrea that Case No. 1364 SA be denied because code section 25.68.650 prohibits the issuance of permits for new signs where an illegal sign presently exists. Carried 5-0 B. Preliminary Plans: 1. CASE NO: 338 C APPLICANT (AND ADDRESS): MARIE CALLENDER'S, c/o PALM DESERT TOWN CENTER, 72840 Highway 111 , Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary plans for storefront remodel and signage. LOCATION: Palm Desert Town Center ZONE: PC (3) 7 MINUTES ARCHITECTURAL COMMISSION OCTOBER 27, 1967 Mr. Diaz explained there was some concern with the pictorial of Katie Callender. He noted the monument sign would be the only identification sign allowed for the town center on Monterey Avenue. Staff recommended approval . Commissioner Holden had concerns with the grid along the cap of the building and changing of the facades on the outside of the mall . Mr. Drell felt the building created no visual interest. Commissioner Sullivan felt the grid did not relate to the building. Commissioner Cook was pleased with the proposal and felt they would enhance the appearance of the building. He recommended that trees be added to the planter area. Mr. Skuba indicated the changes were very costly and that they need some exposure to attract night time business. They are helping in an effort to clean the outside area around the building and will be providing additional landscaping. He noted that he would like to raise the awning one grid. It was moved by Commissioner Holden, seconded by Commissioner Sullivan to grant approval of the proposed monument sign. Carried 5-0. It was motioned by Chairman Gregory, seconded by Commissioner Cook to approve the awning grid and signage proposal subject to removal of pictorial (Katie Callender) . Motion died with a 2-3 vote. Because of the urgency involved, the director of community development contacted members of the architectural commission. Commissioners' Holden and Sullivan informed the director that the drawings submitted by Marie Callender's did not accurately reflect what was proposed and that they would not object to the proposal after having visited the site which clarified the proposal in their minds. The proposal modifications were therefore approved 4-1 (Commissioner McCrea opposed) . IV. MISCELLANEOUS: Commission felt the city should have some control over the re-painting and/or colors of buildings in the city if they deviate from the original approved colors. Mr. Diaz explained the city does not require a permit to paint a building therefore, they do not regulate the colors. Commission asked Mr. Diaz to look into regulating painting of buildings. 8 MINUTES ARCHITECTURAL COMMISSION OCTOBER 27, 1987 V. ORAL COMMUNICATIONS: None VI.
