The meeting was called to order at 1 :00 pm after a one hour study session. Carried 3-0-2 (Commissioner Sullivan abstaining) . 11. Moved by Commissioner Drury, seconded by Commissioner McCrea to approve the following cases by minute motion. Carried 5-0 1. CASE NO: 1345 SA APPLICANT (AND ADDRESS): PALMS TO PINES CANVAS for A TOUCH OF MAMA'S, Pinyon Pines, Box 69, Mountain Center, CA 92301 . NATURE OF PROJECT/APPROVAL SOUGHT: Approval of two awnings and signage packet. LOCATION: 74-063 Highway III ZONE: C-1 Approval is subject to the color being changed to Unishade 11 red. `wry' MINUTES ARCHITECTURAL COMMISSION SEPTEMBER 8, 1987 2. CASE NO: 320 MF APPLICANT (AND ADDRESS): LEWIS HOMES OF CALIFORNIA, 81-824 Trader Place, Building C, Indio, CA 92201 . NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of single family model homes. LOCATION: Canyon Cove subdivision, north of Haystack. ZONE: R-1 12,000 3. CASE NO: 1341 SA APPLICANT (AND ADDRESS) : ONE ELEVEN TOWN CENTER/GRIFFIN CENTERS, INC. , 1123 S. Parkview Drive, Suite 300, Covina, CA 91724. NATURE OF PROJECT/APPROVAL SOUGHT: Project identification signage. LOCATION: Northwest corner of Highway III and Town Center Drive. This item was continued on a minute motion basis. II1. CASES: A. Final Drawings: 1. CASE NO: 1318 SA Amendment APPLICANT (AND ADDRESS) : CARL KARCHER ENTERPRISES, P.O. Box 4999, Anaheim, CA 92803. NATURE OF PROJECT/APPROVAL SOUGHT: Reconsideration of awning color for restaurant. LOCATION: 73-125 Highway III ZONE: C-1 Mr. Karcher, applicant, explained that he wished the commission to reconsider the yellow awning rather than the approved beige. He indicated they were making major improvements to the southern 2 MINUTES ARCHITECTURAL COMMISSION SEPTEMBER 8, 1987 California restaurants which all include the yellow awning. He felt that the proposed yellow was not objectionable and noted that there were other yellow awnings within the city. Commissioner Holden noted that other yellow awnings in the city did not have bright red as a second color. He explained that the commission judges each application individually and that the commission does not feel that being a franchise justifies granting of the proposal . He stated that the aesthetics were of concern to him. He indicated that the applicant has a right to appeal to city council . Chairman Gregory asked if a less vivid yellow could be used. He indicated that he would be willing to grant approval of the yellow awning if the red window trim was deleted. He felt this would mitigate the brightness of the building. Commissioner Cook felt the yellow was too bright and indicated that he would have not voted for the awning even if it was a separate proposal without the window trim. It was moved by Commissioner Holden, seconded by Commissioner McCrea to reaffirm the June 9, 1987 decision. Carried 3-2 (Chairman Gregory and Commissioner Drury opposed) . 2. CASE NO: 334 C APPLICANT (AND ADDRESS) : COMERFORDS, 73-890 El Paseo, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of redwood lathe house attachment to rear of commercial building. LOCATION: 73-890 El Paseo, President's Plaza East ZONE: C-1 Mr. Drell presented plans of the proposed lathe structure. Commissioner Holden indicated that the previous structure utilized heavier beams which made it appear a part of the building. The proposed plans for the new structure appear to be something stuck on to the building. 3 mow" MINUTES ARCHITECTURAL COMMISSION SEPTEMBER 8, 1987 The applicant indicated that the owner felt the existing structure was overbearing and asked that the new structure be less heavy. It was moved by Commissioner Holden, seconded by Commissioner McCrea to grant approval subject to the structure resembling the existing lathe structure. Staff to approve revised plans. Carried 5-0 B. Preliminary Plans 1. CASE NO: PP 87-29 APPLICANT (AND ADDRESS): DOVELAND DEVELOPMENT COMPANY, 135 Columbia Drive, Rancho Mirage, CA 92270. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architectural and landscape plans. LOCATION: South side of El Paseo, approximately 180 feet east of San Luis Rey. ZONE: C-1 Chairman Gregory was concerned with the location of the parking lot trees. He indicated that when trees are located between cars they are prone to be hit. Commissioner Holden stated that the building appeared flat and felt there was too much building on the site. He noted that there is a 15% parking lot landscape requirement which did not appear to be met. Mr. Clemente Troncoso, architect, explained that the location of the parking lot trees provide additional shading for cars. Commission was concerned with the variations of roof elements in the elevation drawings and the lack of pedestrian walkways. Mr. Troncoso explained that the roof elements exist but were not shown on the southern elevation. He noted that they would be shown on the final drawings. He suggested that the south elevation be taken in to provide a walkway between the building and the cars. Commissioner Cook indicated that five feet would be adequate space to provide a sidewalk. He felt this should be provided so that people will not have to walk in the streets and driveways. 4 MINUTES ARCHITECTURAL COMMISSION SEPTEMBER 8, 1987 Commissioner Holden noted that the windows on the west elevation may need to be deleted or required to utilize one hour glass. He requested a landscape plan be provided that comply with the POD recommendations. Commissioner Sullivan asked if the mechanical equipment would be located on the roof and if so it would need to be adequately screened. Mr. Clemente indicated that it would be on the roof and adequate screening would be provided. It was moved by Commissioner Drury, seconded by Commissioner Holden to grant conceptual approval with the following concerns to be addressed at the preliminary submittal : 1 . Restudy parking lot area to provide sidewalk and landscaping as required by code ( 15%) . 2. Windows on the west elevation to adhere to code requirements. 3. Drawings detailing architectural elements, cross sections and roof plans. 4. Landscape plan. Carried 6-0 IV. MISCELLANEOUS: V. ORAL COMMUNICATIONS: VI.
