I. The meeting was called to order at 1 :00 pm after a one hour study session.

It was moved by Commissioner Holden, seconded by Commissioner McCrea to
approve the minutes of September 8, 1987 as written. Carried 5-0
II. Moved by Commissioner McCrea, seconded by Commissioner Drury to approve
the following cases by minute motion. Carried 5-0 (Chairman Gregory
abstaining on Case No. PP 87-12).

Ms. Sass explained that the applicant wished to replace the existing
sign with a stained glass sign. A colored drawing and samples were
provided.
Commission asked if the sign was to be can or individual letters.
The applicant indicated it would be a can sign 90" X 20-112".
It was moved by Commissioner Holden, seconded by Commissioner
Sullivan to grant approval . Carried 5-0
2. CASE NO: 322 C
APPLICANT (AND ADDRESS): THE PLAZA ON EL PASEO, 73-061 El Paseo,
Suite 58, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of remodel plans
including landscaping.
LOCATION: Northwest corner of El Paseo and Sage.
ZONE: C-1
Commissioner Sullivan explained that the proposed plans were not
prepared by a licensed person therefore the commission should not
even review the plans.
Mr. Chris Clark, representative, explained the proposed changes to
the plaza area and noted that the restaurant located in the courtyard
is trying to obtain some exposure. They are requesting approval of
color changes for the building and awnings. S1gnage is to be
submitted at a later date.
Commissioner Drury questioned the reason for the "future gates"
listed on the plans. Mr. Clark explained that gates may be provided
in the future to allow for security of outside seating.
Chairman Gregory indicated that a encroachment permit would be
needed for the planters protruding into the sidewalk. He noted that
if the gates are installed in the future they will open into the
right-of-way. He suggested the building be pulled back to eliminate
the encroachment.
Commissioner Sullivan felt that there was a lack of details provided
and noted that the architectural elements did not integrate with
each other.

It was moved by Commissioner Sullivan, seconded by Commissioner
Drury to continue this case and request a restudy of the following
items:
1 . Proposed improvements to integrate with existing architecture.
2. Encroachment of right-of-way by planters and gates.
3. Provide color elevations.

3. CASE NO: 1341 SA
APPLICANT (AND ADDRESS): ONE ELEVEN TOWN CENTER/GRIFFIN CENTERS,
INC. , 1123 S. Parkview Drive, Suite 300, Covina, CA 91724.
NATURE OF PROJECT/APPROVAL SOUGHT: Project identification signage.
LOCATION: Northwest corner of Highway III and Town Center Drive.
It was moved by Commissioner Drury, seconded by Commissioner McCrea
to continue this item until the applicant is present. Carried 5-0
4. CASE NO: 1351 SA
APPLICANT (AND ADDRESS) : LE PAON RESTAURANT, 45-640 Highway 74,
Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of an awning with
signage.
LOCATION: 45-640 Highway 74
ZONE: PC (4) S.P.
Mr. Smith explained that the awning has been installed without
benefit of permit. Applicant is replacing an existing awning with a
new color and the addition of signage on the awning. The awning is
brightly lit.
The applicant indicated that they are adding a layer of canvas on
the bottom of the awning to lessen the brightness.

Commissioner Drury felt it was an improvement over the previous
awning.
Chairman Gregory's only concern was with the light but felt that it
would be mitigated with the addition of the canvas on the bottom of
the awning.
It was moved by Commissioner Drury, seconded by Commissioner McCrea
to grant approval . Carried 5-0
B. Preliminary Plans:
1. CASE NO: PP 87-29
APPLICANT (AND ADDRESS): DOVELAND DEVELOPMENT COMPANY, 135 Columbia
Drive, Rancho Mirage, CA 92270.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary and final approval
of architectural and landscape plans.
LOCATION: South side of El Paseo, approximately 180 feet east of San
Luis Rey.
ZONE: C-1
Ms. Sass noted that the plans had changed substantially. They are
only utilizing one lot, have added a loft area and additional
landscaping has been provided. She explained that the applicant
does not have access to the western site, therefore they are
providing a hammerhead turn around.
Chairman Gregory recommended that the Rapholepis be deleted and
suggested that the location of the Brazilian Pepper trees be switched
with the location of the ficus because the peppers don't do well in
parking areas. He explained that the lawn on the north elevation
would not get much light and therefore would not do well . He asked
that the Mediterranean Fan Palms be up-sized from 15 gallon to 24"
box.
Commissioner Drury asked if there was access to the center unit.
Mr. Troncoso explained that there may only be two tenants and if
there are more they will provided doors to the center unit.

Commissioner Holden expressed concern over the variation of the
fascia width on the working drawings. He noted that the applicant
will need to receive property owners association approval .
Mr. Winegar indicated they were concerned with the time limitations
they have on this project and asked what they would need to receive
approval .
Commissioner Holden explained that the only thing he is requesting
is accurate plans showing correct elevations and fascia.
Chairman Gregory advised that the difference in fascia width can
change the appearance of the building considerably.
It was moved by Commissioner Holden, seconded by Commissioner
Sullivan to grant conceptual approval subject to the following.
1 . Accurate elevation/fascia drawings to be provided.
2. Provide drawings showing awning type and locations.
3. Property owner association approval to be obtained.
Carried 5-0
IV. MISCELLANEOUS:
Chairman Gregory felt that there should be some form of punishment when
people fail to receive approval and/or obtain permits.
Mr. Pudis explained that they only way you can charge them a fee is if
you can prove you had to make a "special investigation".
Commissioner Holden noted that people hire someone that isn't qualified
and then have a licensed person sign the plans. The commission should not
approve plans that are prepared by an unlicensed person.
Commissioner Drury asked if the planning department would be able to
inform the applicants at the time of submittal of the requirement. The
requirement should be enforced from the beginning.
