The guard house will have date palm and washingtonia robusta as opposed to the filifera for the landscaping. Mr. Chamberlain indicated that the plans did riot shaw handicap accessibility. He indicated that Mr. Conlon might be able write a hardship letter that would allow for the deletion of the handicap access. Chairman Gregory indicated that the wall height is higher than what the camnission had previously tl�ought. He asked for clarification of the wall height. The representative indicated that the wall varies in height and in some areas the height is 11 ft. Along the wall step planters have been implemented to reduce the imposing view with a softer one. The signage will be mounted onto the wall. Chairman Gregory recce�nended using sterile fountain grass instead of the proposed fountain grass. Mr. Jim Blocker (Homeawner on Arrow Trail) expressed his concerns on the landscape materials along Arrow Trail r�ot being canpatible with the existing landscaping in the area. He indicated that the landscaping in this area is done with desert landscape materials. Also, the r�orth end of the wall on Arrow Trail for last pad has been built up to 9 feet until you turn the corner where it drops down to 6 feet again, with the drainage going over the wall. He would like the wall to be at the top of the curb elevation. The representative will go out to the site to check the e.xisting landscaping and incorporate it into the landscaping along the Arrow Trail, and Mr. Dunham will check the wall height along Arr�w Trail. It was motioned by Commissioner Cook, seconded by Comnissioner Sullivan to give preliminazy appraval on the guard 2�ouse, landscaping and perimeter wall, with the exception of the landscaping and perimeter wall along Arrow Trail. It was noted that the Palm Desert Property Owners Association has appraved the plans without the awning. The Comnissi� felt that the windaw additions by the colwrnLs sYiould be deleted. It was motioned by Gomnissioner McCrea, seconded by Coimlissioner Cook to approve this case witYwut the awni.ng on the condition that the windaas by the coll,nrnls be deleted. I�OC�TI�i: Southwest corner of E1 Paseo and Sage. 7.�• Gl Mr. Martin outlined the changes that were made to the plans: 1) 4x6 ux�od beams will be usecl on the roof trellis facia; 2) Changes to the front elevatian of the building are: deletion of soR� colunms, winc�aw area has been straighten and enlarged to 12 ft. The sidewalk area will be done with staggered tile. Signage will be placed on the stucco facia. Z�• PC-3 The commission was concerned about the north, east and west elevatian. The representative on this project indicated that they are looking at extendirig the colonnade fran the south elevation around to the north and west elevations, and possibly adding back c�oors to the bt�ildir�g. Commissioner Cook suggested that sanething be done to the roof element instead using the colonnades fran the south elevation to the north and west elevations. He was also concerned that the west elevation wall was exposed. The commission was also concerned that the entrances resembled back doors. They slx�uld be redesigned to look more like private entrances, and they did r�ot feel that back d�oors should be added to the building. Mr. Gregory indicated that he has implemented an abundance of 24" and 30" trees have been planted in the parking area to create a screen between the project and passing traffic. It was motioned by Conmissioner Sullivan, seconded by Calmissioner Cook to continue this case for further study. Commissioner Sullivan indicated that additional solar protection was needed, and that bedroan 2 does rvot have a winc3aw. Camtissioner Cook indicated that the garage and parking areas could be rearranged so that the recreational area could be expanded. Mr. Nelson will look into redesigning the garage and parking areas to allaw for a larger recreati� area and will implement either a windaw or a sliding glass cloor in bedrocm 2. It was motioned by Comnissioner McCrea, seconded by Commissioner Sullivan to continue this case for further study of the redesign of the garage and parkirig areas, addition of solar protection and the impl�nentatian either a w.indow or sliding glass door. Carried 3-0-1 (Chairman Gregory abstaining). The Cantussian requested that staff look at the lot size carefully and detezmi.rie if the property allows for 3 units. 1V. NLLS�I�l�IDOIT.S: 1. Parkway Median Island La�ape Matuxiis�g - Public Works D�gt. Mr. Gaugush indicated that the public w�orks departrn�nt is developi.ng a concept of having either a back-up curb depression or back-up sidewalk depression syst�n in an effort to assist in the retention of run-off water in the streets and sidewalks. He indicated that this would be a joint venture between the public wr�rks department, planning department, code enforcement department and the architectural cam�ission. 6 �� � r2I1V[TI�S ARCfIITflCI[7R11L QNMISSI(�1 APRIL 26, 1988 (�ai�ri Grec�ory indicated that the City of Palm Springs actively pursues this issue through the planni.ng department, where they have certain design requirements. He indicated that the architectural ccnmission could take care of this item as part of the design recommendations. Mr. Gaugush indicated that public w�rks would review the plans before they were sul�nitted to the Architectural Caimission. 2.
