It was moved by Commissioner Holden, seconded by Commissioner Drury to approve
the minutes of July 26, 1988, as submitted. Carried 4-0-1 (Commissioner
McCrea abstained).

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary Approval of
landscape plans for two-story office project.
LOCATION: Southeast of Cook Street and Hovley Lane.

This case was approved with the suggestion that more evergreen trees
be incorporated into the landscape plans.

NATURE OF PROJECT/APPROVAL SOUGHT: Approval of new sign program.
LOCATICN: Palm Desert Town Center.
ZONE: P.C. (3) S.P.
Mr. Drell indicated that the existing sign is 60 sq. ft. and the
proposed sign is 30 sq. ft. for a total of 90 sq. ft. The allowed
signage area for this area is 70 sq. ft. The proposed sign "Bar &
Grill" can only be 10 sq. ft.

Commission did not care for the proposed red neon, and asked the
relocation area for the sign. The relocation area for the sign is
proposed as being on the left wall of the outside entrance area.
It was moved by Cc mtissioner Drury, seconded by Commission Sullivan
to continue this case to reduce the sign and delete the red neon, and
resubmit color samples and plans showing the proposed sign (Bar &
Grill). The relocation of the existing Woody's sign was approved,
with the condition that any patching needed on the fascia of the
building be done once the existing sign has been moved. Carried 5-0.
2. CASE NO: 1341 SA
APPLICANT (AND ADDRESS): SUPERIOR ELECTRICAL ADVERTISING, 1700 W.
Anaheim, Long Beach, CA 90813 (for Kidsmart).
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of change to color of
center sign program.
LOCATION: 111 Town Center.
ZONE: P.C. (3) S.P.
At the request of the applicant this case was continued until
further notice.
3. CASE NO: 1472 SA
APPLICANT (AND ADDRESS): KENNEDY CABOT AND 001-TANY, 73-725 El
Paseo, Suite 23D, Palm Desert, CA 92260.
NATURE OF PROJECT/APPRCNAL SOUGHT: Sign approval.
LOCATICN: 73-725 El Paseo, San Luis Rey Village.
ZONE: C-1
Mr. Drell informed the commission that a plain lit can sign was being
proposed. Although, the proposed colors and size of the sign are
acceptable, presently there are no lit can signs on the building. He
reconmended that something more compatible with the character of the
building be proposed.
It was moved by Connission Sullivan, seconded by Commissioner McCrea
to continue this case for further study. Carried 5-0.

1. CASE NO: SINGLE FAMILY RESIDENCE
APPLICANT (AND ADDRESS): GEORGE NICHOLAS, JR. , Mesa View
Partners, 74-075 El Paseo, Suite D, Palm Desert, CA 92260.
NATURE OF PROJEC,'T/APP%NAL SOUGHT: Approval of single family
residence above 15 feet in height.
LOCATIONi: 48-774 Highway 74.
ZONE: R-1
Co mission was informed that the applicant was proposing a single
family residence over 15 ft. in height at the top of the summit, in
the pie shaped area.
The applicant stated that the residence is being proposed as 18 ft.
in height and that this is the last of four houses built in the pie
shaped area. He further noted that none of the pads have the same
elevations. This pad is the second from the top and has a 6 ft.
elevation difference from the top pad and a 3 ft. elevation
difference from the pad below. He indicated that the other houses
are 15 ft. and over.
Commissioner Drury noted that with the approximate 6 ft. in grading
and the proposed 18 ft. in height the house would loan out on Highway
74.
Commissioner Holden indicated that there was a lot of roof area on
the house. He would like to see the height cut down approximately 18
inches.
Commissioner Sullivan felt that the height should be cut-down to 15
ft. in height.

Chairman Gregory asked how the roof appearance would look if it was
flattened. ComLissioner Sullivan indicated that it would look
better if the plate height was dropped at the same time as the roof;
otherwise, the wall height to the roof would look disproportioned.
Chairman Gregory recommended reducing the height to 15 ft. 6 in.
It was moved by Commissioner Drury, seconded by Comtissioner Sullivan
to continue this case for reduction of the height to 15 ft. 6 in. to
the ridge line by whatever manner possible. The plan can be approved
by staff if the height does not exceed 15 ft. 6 in. Carried 5-0.
2. Cancellation of the August 23, 1988, architectural
meeting.
After discussion, the commission decided to have the August 23,
1988, architectural commission meeting.
V. ORAL CATIC NS:
Mr. Diaz informed the commission that council would like to see one person
from the El Paseo Business Association and one from the Palm Desert
Property Owners Association on the Architectural Review Commission. This
would change the full-time members from 5 to 7 persons.
Commissioner Sullivan indicated that an alternative was needed, and that
this change would also raise the quorum from 3 to 4 members having to be
present at each meeting.
