The meeting was called to order at 12:00 pm. Carried 4-0. II. Moved by Drury, seconded by ssicner Sullivan to approve the following cases by nunute motion. Carried 4-0. 1. CASE NO: 1476 SA APPLICANT (AND ADDRESS): HALLMARK, INC., dba. CASE NO: 1477 SA APPLICANT (AND AMRESS): SWENSEN'S TC WN CENTER, 72-840 Highway 111, Space D-156, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOLXM: Approval of additional signage. IACATICN: North side of Palm Desert Town Center. ZCNE• PC (3) S.P. Mr. Smith indicated that Swensen's is proposing pink neon tubing for their sign, which will read "Breakfast, Lunch and Dinner". C.amtissioner Drury asked Mr. Simmons how the Town Center felt about the pink neon. Mr. Sinruns indicated that the Town Center was not opposed to any type of sign unless it is to garish. They are not against this sign and are trying to assist the businesses in attracting more night time business. Chairman Gregory asked the other camLissioners if they had changed their minds regarding the sign (Breakfast, Lunch and Dinner). There was no change of opinion. Cbnudssion felt that another sign could be proposed that could achieve the same purpose. Camtissioner Drury felt that a pedestrian sign was needed more than a drive by sign, because of the theatre being next to door and the parking area in front. It was moved by Camiissioner Drury, seconded by Chairman Gregory to continue this case for restudy of the sign. Carried 4-0. 2. CASE NO: 1473 SA APPLICAM (AND ADDRESS): WOODY'S/PACIFIC NEON, 1576 Silica Ave., Sacramento, CA 95851. NATURE OF PROJECT/APPROVAL SOUGM Approval of new sign program. LOC ATIC N: Palm Desert Town Center. ZONE: P.C. (3) S.P. 3 NVA01 DU24YISS ARCHITECTURAL COMI<SSICN AUGUST 23, 1988 Mr. Smith informed commission that the sign "Bar and Grill" and racing stripes are now being proposed in turquoise. The racing stripes will extend 59 feet down the wall. Mr. Simmons, Manager of Town Center, indicated that the mall sits so far back that it is hard to advertise that the businesses are open during the evening. Commissioner Drury asked how Woody's would feel if the racing stripes were deleted. Mr. Simmons stated that they would not really want to delete the racing stripes, but would if directed to do SO. Mr. Simmons asked if something could be done to at least approve the Bar and Grill sign. It was moved by Commissioner Sullivan, seconded by Commissioner McCrea to continue this case until the next meeting and submittal of a rendering showing the actual elevation of the wall with the sign and racing stripes. Carried 4-0. B. Preliminary Plans: 1. CASE NO: PP 87-26 APPLICMr (AND ADDRESS): TEMPLE CONSTRUCTION, 747 Eugene Road, Palm Springs, CA 92262. NATURE OF PIXUBCP/APPROVAL SOUGHT: Preliminary nary Approval of the landscape plans on Desert Falls for Frank Sinatra Drive, Frank Sinatra entryway, Cook Street entryway and revised tract 23723. LOCATICN: Northeast corner of Cook Street and Country Club Drive. ZONE: P.R., 3.5 Commission felt that desert landscaping for Frank Sinatra Drive and Frank Sinatra entryway was acceptable, but the Cook Street entryway looks too barren with the desert landscaping. It should be landscaped in the oasis style landscaping. It was noted that the council feels that landscaping should be done with the desert style to eliminate water over-flow into the streets. The Fred Waring medians have been installed with the desert landscaping to conserve water and eliminate water over-flow. 4 1w *4000, DUTAHES ARCHITSMURAL OTHIISSION AUQJST 23, 1988 It was moved by Commissioner Drury, seconded by Commissioner McCrea to approve this case. Carried 2-1-1 (Chairman Gregory abstained and Commissioner Sullivan opposed). 2. CASE NO: PP 8-9 APPLICANT (AND ADDRESS): LEVI H. LEHV, M.D., 42-900 Bob Hope Drive, Suite 102, Rancho Mirage, CA 92270; LEROY MILLER, 1811 Centinela Avenue, Santa Monica, CA 90404. NATURE OF PROJECT/APPROVAL SOUGHT: Conceptual landscape plan, revised site plan and material board for 23,000 square foot medical building. LOCATION: Southeast corner of Fred Waring Dr. and San Pablo Ave. ZONE: O.P. Commissioner Drury felt that the window mullions should be the same color as the balcony railings, which is orange/red. It was noted that the Mayor Benson suggested that the window glass be tinted a bronze color. Chairman Gregory suggested that the 15 gallon trees adjacent to the streets (San Pablo and Fred Waring Drive) and the parking area should be changed to 24 inch box trees. The landscaped planters should be more detailed on the corner of San Pablo and Fred Waring. Commissioner Sullivan felt that the water fountain should be deleted or moved to a different location on the site. Commissioner Sullivan suggest that the corner plan be blown up to an eighth inch scale. It was moved by Cattmissioner Sullivan, seconded by Chairman Gregory to give preliminary nary approval of the building subject to the windows being tinted bronze, window mullions being changed to the same color as the balcony railings. Carried 4-0. It was moved by Commissioner Drury, seconded by Chairman Gregory to give conceptual approval on the landscape plans with the condition that more detailing be added to the corner landscaping of San Pablo and Fred Waring, trees adjacent to San Pablo and Fred Waring and in the parking area be changed from 15 gallon trees to 24 inch box trees and the deletion of the water fountain. The corner landscape plan should be blown up to an eighth inch scale. Carried 4-0. 5 MINUTES AR MTDCrURAL aCHMISSICN AUGUST 23, 1988 IV. MISCELLANEOUS: 1. CASE NO: SINGLE FAMILY RESIDENCE APPLICANT (AND ADDRESS): GEORGE NICHOLAS, JR. , Mesa View Partners, 74-075 El Paseo, Suite D, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of single family residence above 15 feet in height. LOCATION: 48-774 Highway 74. ZONE: R-1 Mr. Nicholas showed the ccmmission the approved grading plans and pictures of the wall. He indicated that the grade is very steep from the top to the bottom, which is deceptive to people. The grading is at or below that of Highway 74. After discussion, it was estimated that the Indian Hills hone would be approximately 120 feet away fr m her window. Conntissioner Drury asked what the purposes of the height was from the interior. Mr. Nicholas indicated that the interior was designed to have the cathedrals show the open beamed tiny grouped ceilings. Without the proposed height the lighting and the overall interior design would be effected. Commissioner Sullivan indicated that a pole could be erected at the same height as the ridge to assist in evaluating the impact on views. Mr. Nicholas agreed to put up the pole. Commission agreed to inspect the site after the pole was evaluated. They will call staff with their reaammendations, at which time staff is allowed to approve or deny the case. It was moved by Chairman Gregory, seconded by Camtissioner Sullivan to allow staff to approve this case as submitted pending confirmation fran them after inspecting the site. Carried 4-0. NOTE: Commission members Sullivan, Gregory, McCrea and Drury met at the subject site on August 24, 1988, and agreed that the house in question could remain at the proposed 18 feet in height. It was the feeling of the ccmnission that the placement of this have would not impact existing views anymore if it was 15 feet or 18 feet in height. This conclusion was reached because the existing development (Indian Hills) was constructed at a much lower elevation than the subject property- 6 NmquTES ARQHITTECC'IURAL COMMISSION AUGUST 23, 1988 V. ORAL CUrTtiNICATIONS: Commissioner Drury asked what was happening with the Town Center Apartments in regards to the proposed landscaping and parking area. Mr. Smith indicated that there is an agreement with the redevelopment agency to provide the parking in the rear off of Acacia. The change of zone went to city council and planning camLLssion to create the parking area, and the front setback areas will be landscaped. Commissioner Drury also asked what was happening with the landscaping at the Marriott on the golf course to the south and on Portola. Mr. Smith informed the commission that the landscape plan was approved for the wrong location. He will look into this matter again for oc mLission. Commissioner Drury wanted to know what was wrong with the flood control. She stated that each time it rains the water floods Monterey and Fred Waring. Cammmissioner Sullivan asked if they were connected, if not, this could be causing the problem. Mr. Smith indicated that someone from the public works department will be invited to attend the next architectural commission meeting to discuss this issue. Commissioner Drury asked about the Allison International sign. Mr. Smith informed commission that he and the lady that runs the shop came to an agreement whereby the sign will be 37.5 square feet, with the same letters and placed on the back wall. Basically the top and bottom lines will be deleted from the sign. Clo missioner Sullivan wanted to know the status of the Midori Restaurant. He indicated that they have not removed or modified the trellis work that was done without approval. Also, they have not resubmitted a revised design. Mr. Smith indicated that he would speak with the building department regarding this matter. Commissioner Drury asked if the Village Lounge obtained a permit for their sign. She also indicated that Andreino's has built a cage around their air conditioning, is this the answer to the problem. Commissioner Sullivan noted that this might solve the problem if they could finish it off. Mr. Smith indicated that he would try and have answer to these questions at the next meeting. VI. .
