It was moved by Commissioner Sullivan, seconded by Commissioner Holden to
approve the minutes of November 22, 1988, as submitted. Carried 4-0.
II. Moved by Ctnudssioner McCrea, seconded by Commissioner Sullivan to approve
the following cases by mirnite motion. Carried 4-0.

APPLICANT (AND ADDRESS): CAPRI INTERNATIONAL, 2495 Robertson
Blvd., Beverly Hills, CA 90211.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary Approval of
landscaping for commercial building.
LOCATION: South side of El Paseo between Lupine and Sage Lane.
ZONE: C-1
This case was approved on a preliminary basis with the condition
that the planters in front of the windows be removed and spread-out
more in front of the building. Chairman Gregory abstained.
III. CASES:

1. CASE NO: 1533 SA
APPLICANT (AND ADDRESS): DAVID OF LONDON, BY D & A SHADE CO.,
68-704 Perez Road, Cathedral City, CA 92236.
NATURE OF PROJECT/APPROVAL SOUGHT: Awning with signage.
LOCATION: 73-700 Highway 111.
ZONE: C-1, S.P.
Commissioner Sullivan felt that the proposed awning and signage would
create problems with the existing signage program in this area. He
felt that awnings in this area were not appropriate.
Chairman Gregory asked what happens with the awning when it
returns. The awning returns to the wall. He does not have any
problem with the awning and signage at this location.
It was moved by Commissioner McCrea, seconded by Commissioner
Gregory to approve this case. The vote was 2-2 (Commissioners Holden
and Sullivan opposed). Mr. Smith stated that this item will have to

be continued to the next meeting at which time the matter can be
decided if the fifth member is present.
2. CASE NO: 1432 SA
APPLICANT (AND ADDRESS): VILLAGE LOUNGE, 72-795 Highway 111, Palm
Desert, CA 92260.
NATURE OF PROJBCr/APPROVAL SOLKW: Approval of parapet sign.
LOCATION: Palms to Pines West, Phase 1 (Next to Penguins).
ZONE: PC-3
Mr. Ray Lish, owner of Village Lounge, stated that due to a
misunderstanding between he and his manager the sign was installed
without the benefit of a permit.
Commissioner Holden asked if the signage was within the code limit.
Mr. Smith indicated that the existing signage is 11 square feet plus
the area of the proposed parapet sign, which appeared to be 18
square feet. The parapet sign which reads "Village Lounge/Cocktails"
needs to be shortened by deleting "Cocktails" from the sign or that
"Cocktail" be deleted from the sign that hangs from the over-hang.
Commissioner Holden stated that he was against menu signs and
parapet signs. He stated that the wording "Village Lounge" is fine,
but the word "Cocktail" is not.
Chairman Gregory indicated that the commission had approved the
concept of a sign, but did not want it to be a painted sign; however,
the sign that has been put up is painted. Also, two of the
commissioners were opposed to a sign being on the parapet.
Mr. Smith stated that the applicant should be given 30 days to
submit plans for another sign with signage that conforms to the
recommendations of the commission.
Commissioner McCrea indicated that the applicant would have to inform
the sign company he retains that the existing signage is over
the code limit and that it will need to be reduced.
It was moved by Commissioner McCrea, seconded by Commissioner
Sullivan to deny this request, but gave the applicant 30 days to
propose a new sign within code limits. Carried 4-0.

3. CASE NO: 1538 SA
APPLICANT (AND ADDRESS): OLIJAKE, INC./TUTTI GUSTI, 73-030 El
Paseo, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a neon and lucite
sign for restaurant.
LOCATION: 73-030 E1 Paseo (old Mesquite Restaurant).
ZONE: PC (3), S.P.
Ms. Sass indicated that the name at the top will be neon and the
rest will be backlit and lucite.
The applicant indicated that the basket will have black stripes and
off white background or will keep the same color for the background.
Commissioner Holden was opposed to approving this sign with menu
signage when the other signs similar to this were not approved.
It was moved by Commissioner McCrea, seconded by Commissioner
Sullivan to approve this case. Carried 3-1 (Commissioner Holden
opposed).
4. CASE NO: 1436 SA
APPLICANT (AND ADDRESS): D & A SHADE, (FOR DESERT PEOPLE), P.O. Box
417, Palm Springs, CA 92263.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of canvas awning with
signage for retail shop.
LOCATION: 73-405 El Paseo.
ZONE: C-1, S.P.
Commissioner Sullivan felt that a better awning and signage should
be proposed for this building.
The ccm fission was not opposed to an awning at this location, but
wanted something that was better integrated with the building.
Chairman Gregory indicated that the awning needs to conform in shape
with the building, which this awning does not do.
It was moved by Commission Sullivan, seconded by Commissioner McCrea
to deny this case. Carried 4-0.

5. CASE NO: 1038 SA (AMENDED)
APPLICANT (AND ADDRESS): FEDERAL SIGN CO., 140 E. Tower Drive,
Byrr Ridge, IL 60521.
NATURE OF PROJECT/APPROVAL SOUGHT: Awning and sign approval for
Donino's Pizza.
LOC NTICIN: 73-715 Highway 111.
ZONE: C-1
Ms. Carol Hoffman, representative for Donino's, indicated that the
sign colors will be medium blue and bright red. Photo's of the
existing sign and other awnings in Palm Desert were submitted to the
commission for review.
Commissioner Sullivan asked why the awning was being proposed. Ms.
Hoffman indicated that the existing sign was ugly and they wanted to
replace the old sign with a new, more up-to-date sign.
Chairman Gregory noted that if the awning shape, location and
de-emphasis of colors were changed the awning might be acceptable.
The sign could be monotone with the logo and have the different
colors.
Commissioners Sullivan and Holden were concerned about the location
of the awning.
Ms. Hoffman indicated that Domino's has sign guidelines that they
have to follow, which restricts their options on changing the sign.
Commissioner Sullivan felt that the awning needed to be better
integrated with the building, and that it does not extend to the top
of the over-hang. He also asked why this sign was needed since it is
not needed for pedestrian use. Ms. Hoffman indicated that the awning
is for advertising purposes and to create a better look.
Commission felt that the awning needed to be better integrated with
the building. Also, the awning does not return horizontally with the
store front, and the colors were not appropriate.
It was moved by Commission Sullivan, seconded by Commissioner Holden
to continue the case for better integration with the store front.
Carried 4-0.

B. Preliminary Plans:
1. CASE NO: PP 88-20
APPLICANT (AND ADDRESS): MIRALESTE INVESTMENT CO., P.O. Box 3234,
Palm Desert, CA 92261.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary Approval of
elevations and landscaping for a 13 unit apartment project.
LOCATICN: 74-360 Alessandro Drive, north/east corner of Alessandro
and Santa Ynez.
ZONE: R-3 (4) proposed R-3
Commission would not approve these plans until they are signed by a
licensed engineer or architect.
It was moved by Commissioner Sullivan, seconded by Cainiissioner
McCrea to continue this case until plans are signed by a licensed
engineer or architect. Carried 4-0.
2. CASE NO:- 345 C
APPLICANT (AND ADDRESS): TONMY L. LEONG, 35760 Canada Circle,
Cathedral City, CA 92234.
NATURE OF PROJECT/APPROVAL SO[XM: Revision to existing building
facade for restaurant (formerly Pearl of the Orient).
LOCATICN: West side of Highway 111 between Fred Waring Dr. and
Park View.
ZONE: PC-4
Comaission had no problem with the parking lot elevation, but did
have concerns with the Highway 111 elevation.
Mr. Drell informed the commission that the applicant is trying to
establish individual identity for this building, and trying to screen
the rear of the building. The proposal included a redwood screen
mounted on top of the existing block wall and a sign mounted on a
block metal mesh structure in the shape of a pagoda. The commission
requested that a material board be submitted.
Chairman Gregory felt that the mesh would not look appropriate and
the use of wood would not be the best material to use in the long
run.

Commissioner Sullivan did not think the redwood screen on top of
the wall would stay connected to the wall.
Commissioner Holden was concerned about how the wall ends and has it
ties in with the building. He felt that something should be done
that will tie the wall in with the building.
Commissioner Holden indicated that anything over 6 feet is structure
and has to be within setback. Mr. Drell indicated that this proposal
is to solve an aesthetic problem that has existed since the building
was built. Mr. Drell also noted that the applicant does not have to
do anything to the building, but staff encourages improvements.
The representative will submit a sign plan and Highway 111 elevation
plans to commission.
It was moved by Commissioner Holden, seconded by Commissioner McCrea
to approve the parking lot elevation plan. Carried 4-0.
It was moved by Commissioner Holden, seconded by Commissioner McCrea
to continue the Highway 111 elevation plan. Carried. 4-0.
IV. MISCEE-T ANBOUS:
1. CASE NO: NONE
APPLICANT (ARID ADDRESS): JOHN VUKSIC, 73-373 Country Club Drive,
Suite 2802, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of 18 foot high tower
on single family dwelling.
LOCATION: 73-251 Amber.
ZCNE- R-1 - 10,000
This applicant showed commission a model of the hone and where the
18 foot tower would be located.
It was moved by Commissioner Holden, seconded by Commissioner McCrea
to approve this case. Carried 4-0.
2. CASE NO: 1503 SA
APPLICANT (AND ADDRESS): SIGNS BY BULL, (FOR REFLECTIONS), Avenue
45, Indio, CA 92201.
NATURE OF PROJECT/APPROVAL SOUGHT: Request for reconsideration of
the deletion of the cocktail glass on the sign for Reflections.

It was moved by Commissioner Sullivan, seconded by Ccnuissioner
Holden to deny the request for reconsideration of the deletion of the
cocktail glass. carried 4-0.
V. ORAL CaYM NICATIONS:
Staff asked commission if they wanted to cancel the December 27, 1988,
meeting. Commissioners Sullivan, Holden and Gregory indicated that they
would be available for the December 27th meeting if one was needed.
Commissioner McCrea will not be able to attend.
Mr. Smith indicated that the commission will be called next Wednesday,
December 21, 1988, as to whether there will be a December 27, 1988,
meeting.
