council men►bers regarding the color of the residence. He noted that
a final landscape plan is still required for approval.
Camu.ssioner Druxy felt that once the landscaping is canpleted it
will improve the appearance.
Chairman Gregory recommended that the disturbed slope areas be
stained and renaturalized so that the scar is re.�naved. He also
suggested that sane native materials be planted on the slope area.
It was moved by Cannissioner Drury, seconded by C,a�tissioner McCrea
to grant appraval of the color of the residence as painted and grant
prel�minary landscape approval subject to the follawing condition.

Mr. Kermit Martin explained this was the corporate logo and if this
could r�ot be used they w�uld have to go to black and white.
Cannissioner Drury had only one c5oncern reyarding the deviatian from
the approved sign program for the center. N�. Drell explained the
purpose for sign programs is so that staff may apprave any future
sign requested that falls into the sign program. If a sign deviates
fran the approved sign program then the aam�ission reviews it for
acceptability.
It was moved by Comnissioner Drury, seconded by Catmissioner McCrea

The applicant explained that they are required to have covered
storage area and this is the reason for enclosing this area. He
ru�ted that the awnuzg could continue aver the storage area if the
commission requested.
Catmissioner Sullivan wanted to see haw the covering of the storage
area w�uld relate to the back of the builcling.
Commissioner Drury requested that this item come back to the
cannission as a package shawing colors of the building and proposed
changes. She requested for the next meeting the previous appraval be
pulled by staff so that they may review the changes granted at that
t�me.

Mr. Smi.th explained the proposal and indicated he had a concern with
the awning, if approved, blocking any exposure afforded the business
to the east (Ellen's). He recannended that if cannissian wished to
approve this it�n, written approval fran the property awner should
be obtained aclaxxaledging that the unit to the east may be negatively
impacted by this awnirig.
Commissioner Sullivan was opposed to the banner portion of the
awn.ing and agreed that the awning would obstruct the entry to the
adjacent business.
CarnLissioner Holden felt the architecture of the builduzg was being
hidden with the awning.
The applicant indicated he was trying to enhance the architecture
rather than hide it.

Chairman GY�egory noted that there is usually concern when clashing
colors are located adjacent to each other and generally the
caYmissian opposes banners and hiding of architectural style of a
building.
It was moved by Catmissioner Druzy, seconded by Comnissioner Sullivan
to grant approval of the caraopy awning with deletion of the valance
portion and subject to approval from the property awner. Ca.rried 4-1
(Catmissioner Holden opposed).

Mr. Drell explained the proposal is for a mon�unent and wall sign.
The request is to replace the face only of the sign and the wall
sign will be no higher than the existing Continental Inn sign. He
rwted that in study session c�nmission confirnled that the stripe was
included as p�rt of the sign, therefore, the sign area exceeds what
is allavable by code.
Chairman Gregory felt the sign witYx�ut the stripe would not be
attxactive and suggested that the stripe only be counted as 50-°s of
its actual area.
Cannissioner Holden requested that the sign be sh�z on the building
to show the proportion and location.
It was moved by Commissioner McCrea, seconded by Catmissioner
Sullivan to continue the wall sign so that it may be brought into
sign canpliance and approve the mont.mient sign as submitted. If the
applicant can bring the proposed wall sign within what is allawed by
code, staff may grant appraval. Cazried 5-0

Calmissioner Holden felt that the land.scaping inside the wall did
not makeup for bad landscapirig outside of the wall.
Camtissioner Drury felt that if the 3' wide strip wasn't wide exx�ugh
for trees scme other type of landscaping should be provided.
It was maved by CamLissioner Drury, seconded by C.onmissioner Sullivan
to c�ntinue this case so that the applicant may restudy the proposal.

Commissioner McCrea had an objection to the bright blue color.
Catmissioner Sullivan felt the awning was too large and felt that
��Maytag" should be rern�ved.
Chairman Gregory felt this was a clo�th sign rather than an awnirzg
and that sanething that covers the whole length of the building is
riot desirable. He thought that the catmission should direct the
applicant to take a different approach.
Camtissioner Holden noted the sign lacked design and should tie-in
with the building architecture.
The applicant indicated that there were similar signs located near
this business. He suggested breaking the awnisig into tw�o pieces.
Cannission felt this may caork and reca�mended the awning tie-in with
the buildi.ng and a softer color be proposed.

hangirig. The applicant explained it is to be framed and it will
project 24". He noted that the sign was for �t�ro separate businesses.
Caimissioner Sullivan felt the tw� businesses should have separate
awnirigs rather than one awn-uzg for both.
Catmissioner Holden objected less to the proposed color on this
particular building. Ccmnissioner Sullivan agreed noting that this
awni.rig w�uld be located in a shaded area.

Cann.issioner Sullivan felt the landscaping along El Paseo should be
increased and suggested that the lightirig standards alternate with
trees and lights. He reacmmended that the planting area along the
east elevation be m�ximized.
C�airman Gregozy explained that usually retail buildings will prefer
to leave the wind�w areas open and free of landscaping for visibility
purposes.
N�. Jim Fo�, applicant, indicated that they were txying to create a
rhythm and also pravide additianal lighting for safety purposes by
havirig the light fixtures.
Commissioner Sullivan felt there were other lighting alternatives
available.
Catmissioner Dnzzy thr�ught that lighting vs. landscaping may not be
the answer. She noted that we need to make E1 Paseo successful as
a retail strip. CaTmissioner Sullivan felt that with the lack of
landscaping proposed it will appear harsh.
Calmissioner Drury asked if landscape pots could be pravided on the
second floor. Mr. Fo� explained that they had intended to pravide
potted trees in the arches on the second story. He rioted that the
architect for this project felt the lighting was an integral part of
the architectural design.
Coimlissioner McC�ea agreed that there were alternatives to lighti.ng.
Camtissioner Sullivan suggested using a variety of sizes and �,yp�s
of pa]ms in the planter areas. He noted that the planting around
the sculpture area was mi ni mal, (�airman GY�egor�r ;nr�;cated they
wanted to make this area simple so not to take away f�xn the
sculpture.
Mr. Fo� info�ied the camtission that he wished to utilize strips of
neon lighting on the tvwer roof elements. He explained that they
explored several possibilities and the neon seemed to be the most
effective.
Chairman Gregozy questioned this looking like Christmas lighting.
Mr. Fo� felt that it would not appear as Christmas lighting and
wr�uld nr�t be very visible to pedestrians.
Ca�tissioner Holden had concerns with neon because of its brightness
and intensity. He explained that this type of lighting can project
light that can block views.

willing to use.
CamLissioner Drury had no opposition to the lighting of the arches.
Calrnissioner McCrea suggested that the tivoly lighti.ng be utilized
at the tawers also.
Cc�missioner Holden noted that the main concern with this builclirig is
the lieight and felt that the lighting on the roof would only
accentuate it.
Mr. Fo� indicated that he would not object to deleting the lighting.
It was maved by Camtiissianer Sullivan, seconded by Commissioner
McCxea to grant appraval of landscape plan subject to the alternating
of trees and light fixtures. Carried 2-1-2 (Commissioner Drury
opposed, C�airman Gregory and CarRdssioner Holden abstaining).
It was moved by Cannissioner Dzury, seconded by Camtissioner Sullivan
to approve the tivoly lighting on the arches but denying any roof
lighting. Carried 2-1-2 (Commissioner McCrea opposed, Chairman
Gregory and CaYmissioner Holden abstainiizg).
