It was moved by Commissioner Drury, seconded by Commissioner Sullivan to
approve the minutes of June 28, 1988 with an amendment on page 3, paragraph 1
- Change from Commissioner Holden to Sullivan. Carried 4-0-1 (Commissioner
McCrea abstaining).
II. Moved by McCrea, seconded by Clammissicner Sullivan to approve
the following cases by minute motion. Carried 5-0.

LOCATION: Northwest corner of Highway 111 and Portola Ave.
ZONE: C-1
The applicant proposed that the screen wall be masonry instead of
stucco so that it can be tied in with the other masonry used on the
building. Their main materials are ceramic, stucco and masonry. The
ceramic tile stripes will be underneath the overhang. Also, instead
of installing a sign perpendicular to each street there will be one
at the corner at an angle. State law requires that gas prices
be on a sign and visible to the public.
As part of the conditional use permit by city council, a water
feature was to be added to the project. Because of a lack of space
the water feature was placed at the corner as part of the sign. The
water feature was approved by Civic Arts Committee, unanimously.
Commissioner Drury asked what would happen to the frontage road once
Highway 111 is widened. The applicant indicated that the frontage
road will be eliminated, and they have had to have Caltrans and
City's Public Works Department review their plans, which have been
designed with the Highway 111 widening included.
It was moved by Commissioner Drury, seconded by Commissioner McCrea
to approved this case as submitted. Carried 4-0-1 (Chairman Gregory
abstained).
2. CASE NO: PP 87-8
APPLICANT (AND ADOFESS): CHAZEN CONSTRUCTION, 72-624 E1 Paseo,
Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of changes to landscape
plan for seven unit apartment complex.
LOCATION: Portola Ave. at San Jacinto - south of De Anza Way.
ZONE: R-2 - 5,000
Ms. Denise Moore informed the commission that because of the addition
of the wall and sidewalk this section has not been approved and it
is holding up the project. A letter was requested from Ms. Sass
indicating exactly what she wanted regarding landscaping improvements
to the project, but it was not specific in describing what was
wanted.

Commission informed Ms. Moore that it is the project landscape
architects responsibility to provide the landscape design and not
this commission's or staff's.
Ms. Sass indicated that a serpentine wall and a sidewalk have been
added to the project since the plans were approved. The landscaping
has also changed since the plans have been approved.
Mr. Smith asked if the wall was approved before it was constructed.
Ms. Sass stated that the wall was not approved prior to construction.
Commissioner Holden commented that the commission thought that the
landscape plans were barely adequate before.
Chairman Gregory indicated that if revised plans were done he would
be willing to review then and sign them off and reccmnend staff
approval if it was agreeable to commission.
It was moved by Commissioner Holden, seconded by Commissioner Drury
to approve this case subject to Chairman Gregory's and staff approval
with the condition that the revised final landscape plans be
submitted and the landscaping be at least equivalent in intensity
and size of materials to the prior approved plans. Carried 5-0.
3. CASE NO- 1467 SA
APPLICANT (AMID ADDRESS): GANNON CONSTRUCTION, 46 Joya Drive, Palm
Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign program for
commercial building.
LOCATION: 73-625 Highway 111, Southeast corner of Larkspur and
Highway 111.
ZONE: C-1
Mr. Smith noted that the applicant is proposing electrical sign cans
on the fascia with 8' lettering and three colors. There is no
specific signs being requested.
The applicant indicated that the drawing is wrong because the signs
will fit flush and 'J' boxes are already installed. He stated that
there would be zero clearance, they will be right on the beams.

Commissioner Sullivan felt that signs would look added on, because
they are being proposed as lighted.
Chairman Gregory felt that this type of lighting will emphasize
the massiveness of the building and it doesn't need to be emphasized.
He would like to see the signs more refined.
It was suggested that the signs should fit more with the architecture
of the building.
It was moved by Chairman Gregory, seconded by Commissioner Sullivan
to refer this case back to the applicant for further study with a
view to the ccmmmmission's concerns, and the submittal of plans that
show the actual proposed signage. Carried 5-0.
B. Preliminary Plans:
1. CASE NO: CUP 88-2
APPLICANT (AND ADDRESS): SCHMITZ EN=PRISES, INC., P.O. Box 3992,
Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOLXM: Preliminary Approval of redesign
of a 17 unit senior apartment project.
LOCATION: South side of Santa Rosa, 200 feet east of San Pascual
Ave.
ZONE: R-2, S.O.
Commissioner Sullivan would like to see more articulation on the
north elevation.
The commission commented that second proposed site plan is better
than the first one.
It was moved by Commissioner McCrea, seconded by C m mmissioner Drury
to give preliminary approval on the site plan and re-affirm its
comments regarding the north elevation described in the June 14,
1988, approved minutes. Carried 5-0.

IV. WSCELLANBOUS:
1. FENCE AMID WALL STANDARDS.
Cam issioner Sullivan felt that there might be a problem with the
pallets. He indicated that this section should be expanded to
include everything that is acceptable or to state specifically
what is not acceptable. There could be a problem when something is
submitted that doesn't fit legally into that focus.
The commission indicated that nice fences could be done with all
materials.
It was unanimously agreed by the commission that Item V - Option 1 -
i.e. appeals should cane through the Architectural Review Commission.
