CASE NO- 306 C APPLICANT (AND ADDRESS): L' ECLAIR, 44-491 Town Center Way, Palm Desert, CA 92260. NATURE OF PROJE)CT/APPROVAL SOLXW: Request to approve a door in east elevation facing Town Center Way. LOCATION: Suite E, Pad 5. ZONE: PC (3) S.P. Mr. Smith indicated that staff recommends denial of the second door, because it is not an emergency fire exit and a second exit is not required. It was moved by Commissioner Holden, seconded by Commissioner Sullivan to deny this case. Carried 4-0. 2. CASE NO- 339 C APPLICANT (AND ADDRESS): MIDORI RESTAURANT, 73-759 Hwy 111, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of blue tile parapet roof and wood trellis structure on east elevation. LOCATION: South side of Frontage Road west of Union 76. ZONE: C-1 The commission was concerned the color (blue mansard tile) of the parapet and that it is only extending half the length of the roof. The representative indicated that the owner liked the blue used on the Great American building, which he is proposing and that the owner is extending the parapet to his boundary. The existing over-hang is being proposed as part of the wood trellis. Commissioner Sullivan and Chairman Gregory were opposed to the trellis as proposed. Commissioner Sullivan was concerned that it was built before it was approved by the commission. 3 vftol MI14U TES ARC HITBCiURAL oaM IISSICN JUNE 14, 1988 Mr. Weller indicated that the building department's concern is that the trellis is to close to the property line. It was moved by Catmissicner Drury, seconded by Commissioner Sullivan to continue this case for redesign on the parapet structure to show that it can carry the weight being proposed, applicant to meet with the building department to study the setback and fire code requirements on the trellis, and submit plans showing the change to the front of the building with the implementation of the side entry doors. Carried 4-0. 3. CASE NO: 340 C APPLICANT (AND ADDRESS): PAT & BOB BONNETT CONSTRUCTION CO., 145 Dillon Ave., Campbell, CA 95008. NATURE OF PROJECT/APPROVAL SOUGHT: Exterior remodel of existing building including awning and mansard with planters, landscape upgrade and paint. LOCATION: 73-965 and 955 Highway 111. ZONE: C-1, S.P. Camrtussianer Sullivan indicated that the renderings and the working drawings are different. He also wanted to know what was being done to the store front. He liked the drawings showing the series of awnings and columns. The applicant stated that the one with the series of awnings is the existing design and the plan showing one continuous awning is the one he is proposing. He feels that this will fit better with the existing awnings and signage. It was moved by Commissioner Sullivan, seconded by Commissioner Drury to give preliminary approval with the direction that the working drawings be restudied and show the proposed awnings on the front and back elevations, show changes to the store front and a sample of the proposed colors and materials for the awnings and building be submitted. Carried 3-0-1 (Commissioner Holden abstained). 4. CASE NO: PP 86-4 APPLICANT (AND ADDRESS): MANOR CARE, INC. , 1940 Old Tustin Ave., Santa Ana, CA 92701. 4 MINUIES ARCHITECTURAL COMMISSION JUKE 14, 1988 NATURE OF PROJECT/APPROVAL SOUGHT: Revision of approved landscape plans. LOCATION: Country Club Drive. ZONE: PR-5 Mr. Smith indicated that because of the changes they will be starting from the preliminary nary stage. Chairman Gregory felt that additional plant materials were needed in the large open areas. It was moved by Chairman Gregory, seconded by Ccmnissioner Drury to continue this case for restudy of on site water retention areas, either change sloe material to a ground cover that can retain the 2 to 1 slope, or re-engineer so that the area can retain a 3 to 1 slope and additional tree planting should be provided adjacent to the side roads and rear. Carried 4-0. B. preliminary Plans: 1. CASE NO: CUP 88-2 APPLICANT (AND ADDRESS): SCHMITZ ENTERPRISES, INC., P.O. Box 3992, Palm Desert, CA 92261. NATURE OF PROTECT/APPROVAL SC LXM: Preliminary nary Approval of a 17 unit senior apartment project. LOCATION: South side of Santa Rosa, 200 feet east of San Pascual Ave. ZONE: R-2, S.O. Commissioner Sullivan asked what the surrounding development was in this area. Ms. Sass indicated that it is R-2 units that are mostly deteriorating. Camussioner Holden felt that there should be windows on the street elevation and Chairman Gregory felt that the site plan can be better arranged. 5 D0247FES ARMTECTURAL QxTISSIM JUNE 14, 1988 Ms. Sass indicated that the entrance area will need to be widened by 7 feet and will result in the deletion of some of the landscaping. Chairman Gregory felt that by retaining the existing structure and the density that they want seems excessive and makes the site croweded. It was moved by Commissioner Drury, seconded. by Commissioner Sullivan to continue this case for restudy of the site plan for a more practical and appealing use of the site and that something be done on the north elevation possibly with the addition of windows. Carried 4-0. The recommendation of the architectural commission will be taken to the planning commission on this case. 2. CASE NO: PP 86-1 APPLICANT (AMID ADDRESS): JOSEPH SQUEO, 190 E. Arenas Road, Palm Springs, CA 92262. NATURE OF PROJEC,T/APPRWAL SCUM: Preliminary Approval for 10 unit apartment project. LOCATICN: South side of Fred Waring Drive - 125 ft. west of San Pascual. ZC NE: R-3. S.O. Concerns of the commission were the entry being to far over to the west and the landscape median in the middle of the entrance lane partially blocking access to the first two unit garages. Commissioner Sullivan indicated that while there was plenty of open area on the east side of the project, there was very little on the west side for backyard area. He further indicated that he did not understand the motive for the walkway on the west side. The applicant indicated that there was no real purpose for it, but another entrance into the project and is 5 feet wide. The applicant indicated that it could be reduce to 3 feet or eliminated to create additional open space area on the west. Another concern of the commission was that once inside the project all people will see is asphalt and garages. There is plenty of landscaping, but it is all in the open area located on the outside of the project. It was felt that there should be a break somewhere to implement additional landscaping on the inside of the project. 6 ARC HITECIURAL OC MISSICN JUNE 14, 1988 It was moved by Chairman Gregory, seconded by Commissioner Drury to continue this case to restudy three areas: 1) The moving of the entrance and first two units to the east; 2) The entrance landscape median either be reduced or eliminated;m;noted; and 3) Pull the project out some to implement additional landscaping on the inside of the project. Carried 4-0. Commissioner Holden questioned Mr. King's licensure. It was his understanding that only an architect could prepare plans for a 10 unit development. He noted that the title block did not include the name of the licensed architect. Mr. King assured commission that he is working under the direct supervision of a licensed person. 3. CASE NO: PP 86-22 (Amendment) APPLICANT (AND ADDRESS): USA FAIRFIELD REALTY FUND, 3179 Temple Ave., Suite 170, Pomona, CA 91768. NATURE OF PROJECT/APPFDVAL SOLXW: Preliminary Approval for a 150 unit senior housing project. LOCATICN: 7.25 ac. south side of Country Club, 1600 east of Monterey Ave. 7.CNE: PR-5, S.O. It was noted that the design of the club house was different than that of the apartment units and there is an addition of a pool. Commissioner Sullivan felt that the club house did not provide architectural continuity with the apartment units. Commissioner Drury asked if another pool could be added to the common open space area and if a barbecue area and shaded areas were contained in the plans. The applicant indicated that a barbecue area and shade areas have not been added to the plans at this time. The applicant indicated that when they designed the project they incorporated the recreational facilities they thought were needed. He further indicated that another pool could be added, but it might not be economically feasible. He noted that the current pool is a lap pool. Additional open space areas have been allowed for more facilities. 7 Wrrol NIIN[Ti� ARCEIITECIURAL COTIISSION JUNE 14, 1988 It was moved by Commissioner Drury, seconded by Chairman Gregory to give preliminary approval with the condition that the recreational building and recreational area be changed to match that of the apartment units. If their market study shows that they do not need additional recreational facilities, or they have the room to add those items at a latter date then this flexibility can be given on a senior project. Carried 3-1 (Commissioner Holden opposed). 4. CASE NO: PP 88-3 APPLICANT (AND ADDRESS): MARVIN-DAVID INVESTMENTS, 345 E1 Portal, Palm Springs, CA 92262. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary Approval for 15,450 sq. ft. retail building. LOCATION: Southwest comer of E1 Paseo and Sage. ZONE: C-1 Mr. Drell indicated that a new building is being proposed, with an identical site plan as the one originally approved. The new building will have a 12 foot wide light brown tile paver walkway between the buildings. A darker color of brown was suggested. Commissioner Drury asked how the building elevation on the new building is different in the new building from the old building. Mr. Clemente indicated that all building elevation would have 6" steps, but all the changes will occur on the inside of the building. Mr. Grotbeck of the E1 Paseo Business Association expressed his opposition to this building. He felt that the building is not compatible with the existing development at this location. He will be making a formal recommendation to the E1 Paseo Business Association on his position to the project. It was noted that Mr. Grotbeck is representing himself at this time. The El Paseo Business Association has not seen the new plans on this project. Commissioner Drury felt that people like to see a diversity in building design and architecture when they shop. She does not have a problem with the buildings architecture or its location. 8 NE4UTES ARCHITEU URAL O 4-IIESSICN JUNE 14, 1988 Chairman Gregory indicated that buildings can be joined together by similar landscaping and sidewalk paving. It was moved by Commissioner Drury, seconded by Ccmmissioner Gregory to give preliminary approval with the condition that a continuous theme be implemented to tie this building in with the adjacent development. Carried 4-0. IV. . V. ORAL CXYM4MC ATICNS: Commissioner Drury indicated that the anonymous letter the commission received should be looked into. It was recommended that staff be directed to look into the concerns addressed in the letter. It was recommended that Commissioner Cook be presented with a plaque for his service to the Architectural Review CamLission. Also noted was that Mr. Goodman needs to submit the plans on his carport to the comtission. Mr. Weller advised the commission that the matter was in hand and he would report back at next meeting.
