It was moved by Commissioner Sullivan, seconded by Commissioner Drury to
approve the minutes of October 11, 1988, as submitted. Carried 4-0.

NATURE OF PROJDCP/APPROVAL SOUGHT: Approval of single family
home with a height of 16.63 feet.
LOCATION: 73-751 Shadow Lake, Palm Desert.
ZONE: R-1
Approved with the condition that the west side yard setback be a
minimum mm of 17 feet.

A. Final Drawings:
1. CASE NO: 1495 SA
APPLICANT (AND ADDRESS): LUMINOUS NEON LIGHTING, P.O. Box 2066,
Bell Gardens, CA 90201.
NATURE OF PROJECT/APPROVAL SOUGHT: Sign program approval for Jenny
Craig Weight Loss Center.
LOCATION: 73-010 E1 Paseo (Columbia Center).
ZONE: PC (3)
Commission was concerned about the lack of uniformity in the distance
from the top of the wall, the width of signs on the proposed walls
and the depth of the sign cabinets.
Commission recommended the following changes: Blue faces with an
ivory background; black trim caps and returns; signs should be a
uniformed distance from the top of the wall; sign setback on the wall
should be the same distance as the sign projects out. The applicant
agreed to the recommendations.
It was moved by Commissioner Drury, seconded by Commissioner Holden
to approve this case with the conditions stated above and staff's
approval after reviewing the suggested changes. Carried 4-0.

2. CASE NO: 1499 SA
APPLICANT (AND ADDRESS): GOLD'S SCHOOL, 73-855 Highway 111, Palm
Desert, CA 92260.
NATURE OF PROJECT/APPRCNAL SOUGHT: Approval of "illuminated"
business identification sign.
LOCATION: 73-855 Highway 111.
ZONE: C-1, S.P.
Commission was concerned about the colors and the sign being too
busy. It was suggested that the red bars be deleted and changed to a
yellow and replace the lettering with gold. It was rioted that gold
is not translucent.
Commissioner Drury asked how big the sign was. The sign is proposed
at 3 feet by 5 feet and will be from the top of the roof to the top
of the parapet. It was suggested that the sign configuration (shape)
be changed and to consider an ivory or white background.
It was moved by Ccmmissioner Drury, seconded by Commissioner Sullivan
to continue this case for restudy of the sign configuration and
colors. Carried 4-0.
3. CASE No:- 306 C
APPLICANT (AND ADDRESS): L' ECLAIR, 44-491 Town Center Way #E,
Palm Desert, CA 92260.
NATURE: Approval of a back door.
LOCATION: 111 Town Center
ZONE; P.C. (3), S.P.
Mr. Jean Charles indicated that there were two reasons why he is
proposing the back door. The first being that an emergency fire
exit is needed and secondly because deliveries are brought in
through the front door, which does not look very professional.
The commission was opposed to glass doors and outdoor storage.

It was moved by Commissioner Drury, seconded by Commissioner Sullivan
to approve this case with the conditions that the door be a steel
door painted to match the building exterior and that there be no
outdoor storage. Carried 4-0.
4. CASE NO: 1493 SA
APPLICANT (AND A MESS): D & A SHADE 00. (For Mama Ginas), P.O.
Box 417, Palm Springs, CA 92263.
NATURE OF PROJECP/APPROVAL SOMM: Approval of a canvas shade
device over existing patio.
LOCATICN: 73-705 El Paseo.
ZONE: C-1
Commissioner Sullivan did not like the concept of this proposal.
There is no signage being proposed.
It was moved by Commissioner Drury, seconded by Commissioner Gregory
to approve this case with the condition that no landscaping be
removed and that the awning match the awnings on the west end.
Carried 3-1 (Commissioner Sullivan opposed).
5. CASE NO: 1503 SA
APPLICANT (AND ADDRESS): SIGNS BY BULL, 83-480 Avenue 45,
Indio, CA 92201.
NATURE: Sign Approval.
LOCATION: 72-990 E1 Paseo, Palm Desert
ZONE: PC-3
It was moved by Commissioner Sullivan, seconded by Commissioner
Drury to continue this case for restudy of the sign design, material
and color. Carried 4-0.

NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary Approval of
elevations and landscape plan for industrial building.
LOCATION: 74-849 Joni Drive.
ZONE. S.I.
The conTnission stated that they could not approve this case unless
the plans were signed off by a licensed architect or civil engineer.
It was moved by Commissioner Drury, seconded by Ccmmissioner Sullivan
to continue this case to allow the applicant to comply with state
law. Carried 4-0.
2. CASE NO: PP 88-22
APPLICANT (AND ADDRESS): USA FAIRFIELD REALTY FUND, 3179 Temple
Avenue, Suite 170, Pomona, CA 91768.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary Approval of revised
clubhouse elevations and project landscaping.
LOCATION: South side of Country Club, 1600 feet east of Monterey
Avenue.
ZONE: PR-5, S.O.
Commission was concerned about the lack of solar protection on
elevations. The south elevation needs to have the over-hangs pulled
down some.
It was moved by Commissioner Sullivan, seconded by Ccnin ssioner
Holden to grant preliminary approval with the conditions that solar
protection be added, trellis to be turned 90 degrees and pulling the
south over-hang down approximately 3 feet. Carried 3-0-1 (Chairman
Gregory abstained).
3. CASE NO: PP 87-22
APPLICANT (AND ADDRESS): ALIBABA FARZANEH, 40-345 Sagewood Drive,
Palm Desert, CA 92260; DAVID FLETCHER, 73-061 El Paseo, Palm Desert,
CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary Approval for
architectural changes to the building in connection with the new
restaurant parking lot design and landscaping.

LOCATION: Southeast corner of Highway 74 and El Paseo.
ZONE: C-1, PC-4
The architect outlined the proposed project. The front stairs will
be changed to scissor stairs, the inside of the building will be
a U shape design and the kitchen will be up-stairs in the back
corner.
Commissioner Drury asked how food and other items would be delivered.
A dumb-waiter or an elevator on the back parking lot side of the
building will be installed for this purpose. It was suggested that
backlit lettering for the Club 74 sign be used.
It was moved by Commissioner Drury, seconded by Commissioner Sullivan
to grant preliminary approval. Carried 4-0.
4. CASE NO: PP 88-19
APPLICANT (AND ADDRESS): RON ODEKIRK, 75-476 Augusta Drive,
Indian Wells, CA 92210.
NATURE OF PROJECT/APPFOVAL SOLXM: Preliminary Approval of
plans for a 10,360 square foot commercial building.
LOCATION: North side of E1 Paseo, 140' west of Portola.

Cb m issioner Drury asked if this building would be tying in with
the Paine Webber building. This building will tie in with Paine
Webber building.
Proposed plans show a linkage between the Paseo parking lot through
to El Paseo. The commission was concerned that the white window
frame will look like a prime coat. The applicant indicated that the
white is actually a more subtle color and should not look like a
prune coat. The canvas elements on the back of the building should
be replaced.
Mr. Weller indicated that the mezzanine exceeds the 1/3 floor area
below.

It was moved by Commissioner Dreary, seconded by Commissioner Holden
to grant preliminary approval with comments noted above. All
changes and details to be worked out on the final plans. Also
structural details. Carried 4-0.
IV. MISCELLANE]WS:
1. CASE NO: MINOR CONSTRUCTION
APPLICANT (AND ADDRESS): EDITH FERRELL, 72-821 Hedgehog, Palm
Desert, CA 92260.
NATURE OF PR0JBCT/APPROVAL SOUGHT: Exception to street side yard
wall setback requirements.
LOCATICN• 72-821 Hedgehog.
ZONE: R-1
Mr. Smith noted that the wall has to be 4 feet in height and setback
12 feet from the curb.
Ccunissioner Drury asked if a permit was obtained for the pool. The
applicant stated that the pool is the original pool, but the pool was
recently re-plastered.
Mr. Weller indicated that he did not have a permit for the
re-plastering that was done.
The applicant indicated that the lot line survey shows a 10 foot
setback from the curb, but the wall sets back 11 feet from the curb.
Commissioner Sullivan indicated that he would like to see plans that
show accurately what is being proposed in regards to the line of the
curb and the layout of the backyard.
It was moved by Commissioner Drury, seconded by Commissioner Sullivan
to continue this case for the above reasons. Carried 4-0.
